Short title and commencement.– (1) These rules may be called the Ministry of Electronics and Information Technology, National Informatics Centre (Group ‘B' Non-Scientific and Technical Posts), Recruitment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.- These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix.- The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5. Initial constitution.- The incumbents holding the aforesaid posts on regular basis on the date of commencement of these rules shall be deemed to have been appointed under these rules and the services rendered by them in the said posts on regular basis before the commencement of the said rules shall be taken into account for deciding their period of probation, seniority and eligibility for promotion to the next higher grade, etc. 6. Liability for service in any part of India.- Any person, appointed to the said posts under these rules shall be liable to serve anywhere in India. 7. Disqualification.- No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post : Provided that the Central Government may, if satisfied that such marriage is permissible under personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 8. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 9. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for persons belonging to the Scheduled Castes, the Scheduled Tribes, other backward classes, ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1: The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or in some other organisation or department of the Central Government shall not ordinarily exceed three years. Note 2: The maximum age-limit for appointment on deputation shall not be exceeding fifty-six years as on the closing date of receipt of applications. Note 3: In case the incumbent appointed on deputation is considered for absorption, he or she should have completed six years of regular service in level-5 in the pay matrix (Rs. 29200- 92300) and ten years of regular service in level- 4 in the pay matrix (Rs. 25500-81100) on the date of absorption. Deputation or re-employment for Armed Forces Personnel: The Armed Forces Personnel due to retire or who are to be transferred to reserve within a period of one year and having the qualifications and experience prescribed for deputationists shall also be considered. If selected, such officers shall be given deputation terms up to the date on which they are due for release from the Armed Forces and thereafter they may be continued on re-employment terms. [F.
