New Delhi, the 29th November, 2023
S.O. 5088(E). —Whereas M/s Powergrid Khavda II -B Transmission Limited (A 100% wholly owned
subsidiary of Power Grid Corporation of India Ltd.), the applicant with its registered address at B -9, Qutub
institutional a rea, Katwaria sarai New Delhi – 110016, India has applied for authorization under Se ction 164 of the
Electricity Act, 2003 for laying of overhead transmission line under ―Transmission scheme for evacuation of 4.5 GW
RE injection at Khavda P.S. under phase -II part B‖.
And whereas, Central Electricity Authority (CEA), Ministry of Power, Go vernment of India vide its letter
CEA -PS-11-23(20)/1/2018 -PSPA -I Division dated 02.12.2022 had granted prior approval under section 68(1) of the
Electricity Act, 2003 for the overhead line covered under ―Transmission scheme for evacuation of 4.5 GW RE
injection at Khavda P.S. under phase -II part B‖.
M/s Powergrid Khavda II -B Transmission Limited has published notice for transmission scheme in local
newspapers Indian Express (in English) dated 13.06.2023 with corrigendum on 01.07.2023, Gujarat Vaibhav (in
Hindi) dated 13.06.2023, Sandesh (in Gujarati) dated 13.06.2023 and in Weekly Gazette of India dated 29.07.2023 for
the general public to make observations/representations on the proposed transmission route within 2 Months from the
date of publication. Subse quently, M/s Powergrid Khavda II -B Transmission Limited has submitted an affidavit dated
23.10.2023 declaring that 2 observations/representations from public on the proposed route alignment has been
received and clarification/reply has been given by M/s Powergrid Khavda II -B Transmission Limited, except this no
further observation/representation was received within 2 months from the date of Publication in the official gazette of
Government of India.
And now the applicant has requested to confer upon him, a ll the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Go vernment or to be so
established or maintained for laying of electric lines under ―Transmission scheme for evacuation of 4.5 GW RE
injection at Khavda P.S. under phase -II part B‖. The following overhead line is covered under this scheme:
1. Lakadia PS – Ahmed abad 765 kV D/C line.
The transmission line covered under the above scheme will pass through, over, around and between the following
villages, towns and cities of Gujarat:

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity
Act, 2003, confers all the powers to M/ s Powergrid Khavda II -B Transmission Limited for laying above overhead line,
which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to plac ing of telegraph lines
and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained
subject to following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways,
National Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/codes of the Appro priate Commission regarding transmission,
O&M, open access, etc., framed under Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of
Central Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and
the rules made there under by the applicant.
vi. M/s Powergrid Khavda II -B Transmission Limited shall have to submit the requisite clearances to Central
Electricity Authority aft er obtaining the same from concerned authorities like Civil Aviation, Defense etc., at
the time of Electrical Inspection.
vii. In case, the route of above overhead line (or some portion of the route of above overhead line) falls in the
Great Indian Bustard (GIB ) potential area (or priority area) marked in the map which is part of the order of
the Hon’ble Supreme Court order dated 19.04.2021, in the petition No.838 of 2019 regarding GIB case, the
applicant has to comply with the directions of the Hon’ble Supreme Court, with regard to undergrounding of
the above overhead transmission line and/or fixing of bird diverters, as the case may be as per the Hon’ble
Supreme Court Order dated 19.04.2021 and the directions of the technical committee constituted by the
Hon’bl e Supreme Court in this regard.
