The Ministry of Mines, through notification G.S.R. 688(E) dated July 30, 2026, has published the Offshore Areas Operating Right (Amendment) Rules, 2026. These rules, enacted by the Central Government under the powers conferred by section 35 of the Offshore Areas Mineral (Development and Regulation) Act, 2002 (17 of 2003), shall come into force on August 1, 2026. The amendment specifically substitutes rule 32 of the Offshore Areas Operating Right Rules, 2024, which were originally published vide notification G.S.R. 646 (E) dated October 16, 2024. The new rule 32 stipulates that anyone contravening the provisions of these rules shall be liable to penalty in accordance with section 28 of the parent Act and the Offshore Areas Mineral Adjudication of Penalties Rules, 2026.

Short title and commencement: — (1) These rules may be called the Offshore Areas Operating Right (Amendment) Rules, 2026. (2) They shall come into force on the 1st day of August, 2026. 2. In the Offshore Areas Operating Right Rules, 2024, for rule 32, the following rule shall be substituted, namely: "32. Penalty. – Whoever contravenes the provisions of these rules shall be liable to penalty in accordance with the provisions of section 28 and the rules made thereunder (i.e., the Offshore Areas Mineral Adjudication of Penalties Rules, 2026).".
