The Ministry of Mines, through a Resolution dated 24th July, 2026 (F. No. M.I-4/1/2021-Mines I), has reconstituted and renamed the Central Geological Programming Board (CGPB) as the 'Central Geoscience Programming Board (CGPB)', effective immediately. The restructuring is driven by advancements in geosciences, emerging scenarios in the mineral sector, and mandates from policies such as the National Mineral Policy 2008, National Mineral Exploration Policy 2016, National Mineral Policy 2019, and recent amendments to the MMDR Act (2021, 2023). The broadened scope of the Central Geoscience Programming Board includes generation, management, and integration of baseline geoscience data; natural resource assessment with emphasis on critical minerals; mineral characterization and beneficiation; multidisciplinary geoscience; geoinformatics leveraging AI/ML/DL; promoting innovation; identification and preservation of geo-heritage sites; and sustainable development. The expanded Board's composition includes the Secretary, Ministry of Mines (Chairman), Director General of Geological Survey of India, representatives from various Central Government Ministries (e.g., Environment, Earth Sciences, Defence, Petroleum), NITI Aayog, Heads of numerous Central Organizations (e.g., Indian Bureau of Mines, Mineral Exploration & Consultancy Limited, Coal India Limited, Oil and Natural Gas Corporation), Secretaries of State Mining/Geology Departments, and representatives from industry and private exploration agencies. The Board will meet annually to provide strategic direction, program coordination, and policy advice to the Ministry of Mines, and is supported by 11 newly restructured theme-based committees covering areas such as Ferrous Minerals, Critical & Strategic Minerals, Energy Minerals, Off-shore Survey, Geohazards, and Geo-data Repository/AI in Geosciences. State Geological Programming Boards (SGPB) are encouraged to conduct their meetings prior to the Central Board's committee meetings to provide input, which will be considered in the Annual Field Season Proposal. The committees' terms of reference emphasize monitoring exploration, promoting R&D, data management (including the National Geoscience Data Repository and Mineral Exploration Reporting Template), human resource development, and addressing specific mandates from national mineral policies and acts, including the Offshore Areas Mineral (Development & Regulation) Amendment Act, 2023.

No. M.I-4/1/2021-Mines I.--- In supersession of this Ministry's Resolution No. 4(2)97-M.I dated 12.03.2009 (hereinafter referred to as the principal resolution) and its subsequent resolutions amending the principal resolution vide resolution No 4(2)/97-M-I dated 08.06.2009, No.4(6)/2013-M.I dated 07.05.2013, No.M.I-4/1/2017-Mines-I dated 10.12.2018, No. M.I-4/1/2019-Mines I dated 17.05.2019 and No.M.I-4/1/2021-Mines I dated 18.08.2023 regarding reconstitution of the Central Geological Programming Board (CGPB) and its twelve committees, it has been decided by the Central Government in the Ministry of Mines to adopt the following new Resolution, ordered with immediate effect – The Central Geological Programming Board (CGPB) was established through the Government of India Resolution dated 27th July, 1966. The CGPB was constituted primarily to coordinate activities on geological mapping and mineral prospecting, exploration, and exploitation in the country, with the Geological Survey of India (GSI) as the nodal department and State Geology and Mining Departments and Central Government institutions as the participating members. Besides drawing up inter-se priorities among various schemes of geological investigations and exploration for minerals in different parts of the country, the Board was also assigned the task of making broad recommendations on policy and HR development, etc., in the Geoscience sector. Subsequently, to complement the activities of the CGPB, State Geological Programming Boards (SGPB) were constituted in the States to coordinate geoscience activities within the State and to interface with the CGPB and GSI. 2. In the CGPB meeting of 1970, it was decided to set up theme-based Committees under the Board to review the various ongoing programs of GSI and other central agencies as well as the State Government departments and assist in policy planning and program formulation based on the plan objectives of the Government. It was decided that the Committees shall make available their reports and recommendations for use in each CGPB meeting. Accordingly, 12 committees were constituted, which functioned till 2002 when it was reconstituted into seven theme-based committees, and later again reinstated to 12 committees in 2009. Now, with the advent of modern technology in geosciences and emerging scenario in the mineral sector, the committees shall be restructured to 11 Committees covering different aspects of geoscience. 3. There have been 65 meetings of the Board since 1966, and the CGPB has emerged as the crucial mechanism for coordinating the geological programmes of the country on an annual basis. 4. During the last 60 years, there has been an enormous increase in geoscientific knowledge, and new technologies have developed to explore and understand Earth systems better. The geoscientific underpinnings of many natural and man-made processes are being appreciated to a much greater extent, and as such, the scope of the coordinating mechanism of CGPB needs to be broadened to encompass- • Generation, management, and integration of baseline geoscience data. • Natural resource assessment including minerals, fossil energy, geothermal etc., with special emphasis on critical minerals. • Mineral characterization and beneficiation, promoting research and development on mineral beneficiation, processing and extraction techniques. • Multidisciplinary geoscience, including geotechnical studies, natural, biological and chemical geohazards, as well as fundamental geoscience. • Geoinformatics including data management, archiving, and dissemination, with particular emphasis on spatial data, geographical information systems and advanced interpretative tools utilizing AI/ML/DL. • Promoting innovation and infusion of global technological advancements (analytical and scientific). • Identification, preservation, protection and maintenance of geo-heritage sites and geo-relics of national importance, for geological studies, education, research and awareness purposes. • Issue relating to sustainable development including balanced and scientific use of natural resources. 5. The National Mineral Policy 2008, National Mineral Exploration Policy 2016, National Mineral Policy 2019 and subsequently the recent amendments in MMDR Act aims to enhance transparency, promote sustainable practices, encourage private sector participation in the Mining Sector; the need of exploration and development of critical and strategic minerals and adoption of technological advancement in mineral exploration added urgency to the necessity of revamping of the CGPB mechanism. 6. To encompass the other fields of geoscience, such as geophysics and geochemistry in addition to geology that plays a vital role in understanding the subsurface architecture and identifying new deep- seated/concealed mineral prospects, it has been decided to reconstitute and rechristen the Central Geological Programming Board as 'Central Geoscience Programming Board (CGPB). Moreover, to ensure broader participation and effective decision-making within the CGPB, it is felt necessary to expand stakeholder representation by including additional Central Government Ministries, Departments, Heads of Organizations, and Notified Private Exploration Agencies (NPEAs). 7. The Central Geoscience Programming Board shall meet once a year and shall be responsible to: (i) provide the general strategic direction of geoscience activity in relation to GSI and other stakeholders and advise the Ministry of Mines on policy issues in geosciences. (ii) effective program coordination among central agencies in the sector and promote multidisciplinary/multi-institutional approaches. (iii) enable better interaction between Central agencies and State-level organisations for coordinated planning and execution. (iv) enhancing coordination between Central, State and Private exploration agencies for better decision making, increased efficiency and improved public-private partnership. (v) help build training, human resource, and research capability within the sector, particularly at the State level, and coordinate the capability for optimum use. (vi) identify new areas and new technologies for geoscientific activities and advise on adoption strategies. (vii) advise on Geoscience partnership and collaborative approach between GSI, IBM and Central, State Level or other agencies, including research and academic institutions. (viii) actively promote the use of Information Technology /digital platform in geoscience for data sharing, project management, and transparent decision making; increasing use of NGDR for dissemination of geoscientific data to all the stakeholders; integration of Artificial Intelligence and Machine Learning (AI/ML) for better mineral targeting. A detailed report of the status, with recommendations for the future, in respect of each of the items at Sl. No. (i) to (viii) shall be laid before the Board. The Annual Field Season Program of Geological Survey of India (GSI) will be placed for discussion in the CGPB meeting. Post the annual CGPB meeting, there shall be periodic follow-up reviews (twice, after every 4 months) on the actionable points of the meeting. 9. The Central Geoscience Programming Board (CGPB) shall be supported by 11 committees for the various sub-sectors as follows: i. I: Ferrous Minerals (Iron, Manganese and Chromite) ii. II: Precious Metals, Non-Ferrous Minerals and Industrial Minerals (Precious Metals- Gold, Diamond, Precious Stones; Non-Ferrous Minerals- Base metals (Copper, Lead, Zinc) and Bauxite; Industrial Minerals- Limestone, dolomite, quartz and quartzite, feldspar, mica, barite, refractories (kyanite, sillimanite, pyrophyllite), magnesite, clays, fire clays, wollastonite, vermiculite, zeolites, garnets, asbestos, ilmenite, fluorite, steatite, dimensional stone, silica sand, gypsum) iii. The Committees shall submit recommendations to the Central Board in respect of the respective theme. State Geological Programming Board (SGPB) meetings are to be conducted at the State level by State DGMs/ DMGs every year, before holding CGPB (I-XI) meetings. Recommendations of the SGPB meetings will be considered in the CGPB (I-XI) meetings as well as the annual meeting of the Central Board. The accepted items will be included in the Annual Field Season Proposal to be brought to the meeting. 10. The committee shall continuously monitor programme activity and make recommendations to better implement, in particular, the following mandates emanating from the National Mineral Policy 2008, National Mineral Exploration Policy 2016, National Mineral Policy 2019 and the recent amendments in MMDR Act through the program mode: (a) "The Geological Survey of India (GSI), the Indian Bureau of Mines (IBM), and the State Directorates of Mining & Geology will be strengthened with manpower, equipment, and skill sets upgraded to the level of state-of-the-art.” {Para 2.2 of NMP 2008} (b) "To explore the country's entire geological potential, it shall be ensured that regional and detailed exploration is carried out systematically, scientifically and intensively over the entire geologically conducive mineral bearing area of the country, using state-of-the-art technologies, including seismic 2D/3D interpretative systems, in a time-bound manner." {Para 4.1 of NMP 2019} (c) "The Geological Survey of India is the principal agency for geological mapping and regional mineral resources assessment of the country. It shall be responsible for drawing up action-oriented plans towards these ends in close cooperation with all other agencies engaged in this task. Detailed exploration on land is done by the Mineral Exploration & Consultancy Limited, Directorates of Mining and Geology of the State Governments, various Central and State Public Sector Organisations as well as private agencies. In conducting exploration for minerals, special attention will be given by these government agencies to the development of critical and strategic minerals through systematic investigation of potential sources which are difficult to otherwise access." {Para 5.1 of NMP 2008, MMDR Amendment Act 2021, 2023} (d) "While the Government agencies will continue to perform the tasks assigned to them for survey and exploration, the private sector would be encouraged to take up exploration activities. Government agencies will expend public funds particularly in areas where private sector investments are not forthcoming due to reasons such as high uncertainties." {Para 4.2 of NMP 2019} (e) "Particular attention will be given to the prospecting and exploration of minerals in which the country has a poor resource-cum-reserve base despite having the geological potential for large resources. Special attention will be given towards exploration of energy critical minerals, fertilizer minerals, precious metals and stones, strategic minerals and other deep-seated minerals which are otherwise difficult to access and for which the country is mainly dependent on imports." {Para 4.3 of NMP 2019} (f) "In the offshore areas, it is necessary to ensure that India's exclusive economic zone is explored and exploited to the maximum possible extent. Cooperation between MoES and GSI needs to be further institutionalised so as to achieve this objective within a time-bound framework. Integrated systems for prospecting, exploration, extraction, mining and processing of these resources shall be expedited with the development/acquisition of necessary technologies." {Para 4.6 & Para 9.5 of NMP 2019} (g) “Attention will be given to beneficiation and agglomeration techniques to bring lower grades and finer size material into use. Research organisations, including the National Mineral Processing Laboratories of the Indian Bureau of Mines will be strengthened for development of processes for beneficiation and mineral and elemental analysis of ores and ore dressing products. There shall be cooperation between and coordination among all organisations in public and private sector engaged in this task. Research and development shall be oriented to ensure maximum economic recovery of the associated minerals and valuable metals including incentivization and promotion of state-of- the-art technology. Appropriate educational and training facilities may be established to promote research and development in ore dressing and beneficiation technologies" {Para 2.7 of NMP 2008 and Para 9.3 of NMP 2019}. (h) "Research will be directed towards raw materials required for production of materials of high purity for use in advanced technology applications such as semi-conductors, photo-voltaic, lasers, special sensors, high temperature new ceramics, hard and high temperature materials, superconductors, insulators, very thin films, glasses and liquid crystals and metal and mineral fibres." {Para 9.6 of NMP 2019} (i) "Coordination, synergy and convergence among the various institutions engaged in R&D in the mineral sector shall be strengthened to derive the maximum benefit. Interchange of scientists between institutions shall be encouraged to accelerate the pace of interaction. It shall also be ensured that the research findings are made available to users expeditiously. There shall be cooperation between and coordination among all organisations in the public and private sectors engaged in this task." {Para 9.7 of NMP 2019} (j) "A thrust will be given to extraction of mineral resources in which the country is well endowed so that the needs of domestic industry are fully met keeping in mind both present and future needs, while at the same time fulfilling the demand of external markets for such minerals, so as to enhance domestic economic and social well-being. Though primary minerals will remain the principal source for fulfilling demand, efforts shall be made to augment supply by developing processes for the recovery of metal through recycling.” {Para 6.1 of NMP 2019} (k) "Exploration and Mining are closely linked with forestry and environmental issues. A significant part of the nation's mineral resources/ reserves is in areas which are under forest cover. Clearances shall be streamlined with simpler, transparent, accountable, and time-bound procedures to facilitate exploration in order to conform to the statutory requirements, especially for geologically complex deposits." {Para 4.5 of NMP 2019} (l) The country will need more manpower in the form of geologists, geophysicists, chemists, mining engineers etc. A comprehensive review of the sector's manpower needs, particularly of GSI and IBM, will be assessed. The organizations will be geared to meeting these needs in medium and long term. {Para 7.6 of NMP 2008} (m) The Government will make available pre-competitive baseline geoscience data of the highest standards for open dissemination, free of charge. This data will be continuously updated and benchmarked with that of other jurisdictions. {Para 4.1 (i) of NMEP 2016} (n) Private sector participation in exploration will be encouraged within the existing legal framework. Government will work out suitable models for incentivizing private sector explorers from time to time. {Para 4.1 (vi) of NMEP 2016} (o) Government will collaborate with scientific and research bodies, universities and industry for the scientific and technological development necessary for exploration. {Para 4.1 (vii) of NMEP 2016} (p) State Governments have a key role to play in building up a steady stream of auctionable mineral prospects. They will have to take up mineral exploration reports prepared by the GSI or other agencies and build on them to complete G3 or G2 level of exploration. States also need to build up the exploration capabilities of their staff. The Central Government will have to provide suitable incentives to expedite this process. Capacity building of States will be supported by the NMET. {Para 15.1 of NMEP 2016} 11. There shall be a dedicated full-time secretariat for the Central Geoscience Programming Board and for each of the committees, which shall be serviced by the GSI. Director, CGPB Secretariat, NCR HQ, New Delhi and Director, PSS, GSI shall be present in the committee meetings of the Central Geoscience Programming Board for better coordination and implementation of the projects. 12. To facilitate coordinated planning, taking into account state level priorities for survey, mapping, exploration, and other geoscientific activities, and also to help factor in state level requirements for training, HR and technical capacity building into programmatic framework, each State government is encouraged for timely conduct of the State Geological Programming Board meetings. To better serve the geoscientific interest of the State Government, the meeting shall be conducted before the commencement of Committee Meetings of the Central Geoscience Programming Board to enable the Recommendations of the State Board to form the primary input for the Central Board and its Committees. The State Level Boards may include local representatives from GSI and other Central and State level Stakeholders and private agencies having an interest in the State Level geoscientific programme and may be mandated with activities at State Level similar in nature and scope as the Central Board. To conceptualize and formulate annual, short-term, and long-term plans for Geoscience Survey & Mapping on a national scale. The committee will propose, develop, monitor and review the following survey and mapping activities in the country: A. Geological Map Updation: Update and enhance geological maps at various scale by integrating geophysical datasets with thorough field checks. B. Multispectral and hyperspectral mapping C. Isotope geological mapping in terrain scale. D. Ground and Geophysical survey for 2D, 3D mapping using gravity, magnetic, MT, DSRS etc. E. Predictive Geological Mapping: Focus on soil-covered areas utilizing geophysical, geochemical, and well data to predict subsurface geological features. F. Aerogeophysical surveys utilizing cutting-edge technologies. G. Drone-Based Surveys and mapping in suitable terrain. 2. To prepare a comprehensive Concept Document or Base Document that details methodologies and strategies for the above survey and mapping activities. 3. To review the annual achievements and work done by various organizations within the committee's activity domain. Ensure consistency with the priorities of the country. 4. To develop frameworks for collaboration among organizations to ensure efficient sharing of data and information, maximizing resource utilization. 5. To promote the dissemination of geoscientific data and maps in the public domain, adhering to national guidelines. Propose measures to ease restriction on data sharing. 6. To provide recommendations and advise the Government on matters related to geoscience surveys and mapping as deemed necessary by the committee. To advise the Government from time to time on societal issues arising out of geohazards and to suggest probable preventive/mitigation measures including rehabilitation for disaster risk management. 4. To monitor and collect data systematically (where possible on a spatial basis) on a large number of parameters relating not only to landslides and earthquakes, but also other public health and public good issues having a geospatial dimension like Arsenic, Fluorine pollution, etc. 5. To review the work done by different organizations and to assess their proposals for future work and to identify the gap areas for future course of action in the geosciences domain under the purview of the committee. 6. Promoting use of the state-of-the-art and research in the geo-environmental and geohazard domain for effective management of the earth system and its resources. 7. To enable integration of relevant data sets including spatial data in order to help develop a GIS application for planning, management, prevention, etc. in respect of various geoscientific related events including geohazards. 8. To foster mutual interaction and collaboration among national organizations, with the aim of upgrading and modernizing the Forecasting Centre and Early Warning System, ensuring their effective implementation at the grassroots level to mitigate natural hazards. 9. To develop capacity building in all geohazards and disaster risk management. 10. To advise CGPB on any other urgent matter relating to the particular activity domain, as considered necessary by the Committee. 11. To enhance Mineral Prospectivity Mapping using geostatistical methods, leveraging the baseline geoscience data, machine learning, and AI for predictive mineral exploration and geological surveys aimed at optimizing efforts of mineral exploration programs across the country. 7. To coordinate with Mining Tenement & Registry System developed by IBM. 8. To formulate policy and advice CGPB for providing access to quality and unique geospatial and non-spatial data. 9. To develop new methodologies for sophisticated management of data through the use of domain enriched software to produce 3D and modelling outputs. 10. To review the work done so far relating to the activity domain of the Committee, with reference to GSI portal.
