NOTIFICATION
New Delhi, the 25th October, 2024
G.S.R. 668(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Regional Implementation Offices of the Department of Official Language, (Group "C" Posts) Recruitment Rules, 2016, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Upper Division Clerks, Stenographer Grade II, Lower Division Clerks and Multi-Tasking Staff in the Regional Implementation Offices of the Department of Official Language, Ministry of Home Affairs, namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs, Regional Implementation Offices of the Department of Official Language, Upper Division Clerk, Stenographer Grade II, Lower Division Clerk and Multi-Tasking Staff (Group 'C' Posts) Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.—These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix.—The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.
5. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
SCHEDULE
Post 1: Upper Division Clerk
(2) Number of posts: 8* (2024) *Subject to variation dependent on workload.
(3) Classification: General Central Service, Group 'C', Non-Gazetted, Ministerial.
(4) Level in pay matrix: Level-4 (Rs. 25500-81100).
(5) Whether selection post or non-selection post: Non-selection.
(6) Age-limit for direct recruits: Not applicable.
(7) Educational and other qualifications for direct recruits: Not applicable.
(8) Whether qualifications for direct recruits apply to promotees: Not applicable.
(9) Period of probation: Two years for absorption.
(10) Method of recruitment: By promotion, failing which by deputation/absorption.
(11) Grades from which promotion/deputation to be made: Promotion – Lower Division Clerk in level-2 (Rs.19900-63200) with eight years' regular service in the grade. Note.— Where juniors who have completed qualifying/eligibility service are considered for promotion, seniors shall also be considered provided they are not short of the requisite service by more than half of such service or two years, whichever is less, and have completed probation for the next higher grade. Deputation or absorption – Officers of the Central/State Governments or Union territory Administrations holding analogous posts on a regular basis, or with eight years' service as Lower Division Clerk (level-2, Rs.19960-63200) or equivalent, possessing 12th class pass and skill test norms of 35 wpm English/30 wpm Hindi typing on computer. Note 1.— Departmental officers in the direct line of promotion shall not be eligible for deputation, and vice versa. Note 2.— Period of deputation, including any prior deputation, shall ordinarily not exceed three years. Note 3.— Maximum age-limit for deputation is fifty-six years as on the closing date for applications. Note 4.— All officers on appointment shall undergo suitable training as specified by the competent authority.
(12) Departmental Promotion/Confirmation Committee composition: Group 'C' Departmental Promotion Committee (promotion): Director/Deputy Secretary (Implementation) – Chairperson; Under Secretary (Implementation) – Member; Under Secretary from other Department – Member. Group 'C' Departmental Confirmation Committee (confirmation): Under Secretary (Implementation) – Chairperson; Under Secretary other than Under Secretary (Implementation) – Member; Section Officer (Implementation) – Member.
(13) Consultation with Union Public Service Commission: Not necessary.
Post 2: Stenographer Grade II
(2) Number of posts: 11* (2024) *Subject to variation dependent on workload.
(3) Classification: General Central Service, Group 'C', Non-Gazetted, Ministerial.
(4) Level in pay matrix: Level-4 (Rs. 25500-81100).
(5) Whether selection post: Not applicable.
(6) Age-limit for direct recruits: 18 to 27 years (relaxable up to 40 years for departmental candidates per Central Government instructions). Note.— Crucial date for age-limit as advertised by the Staff Selection Commission.
(7) Qualifications: (a) 12th class pass from a recognised Board; (b) Skill Test Norms – Dictation at 80 wpm for ten minutes; transcription in English within 50 minutes and Hindi within 65 minutes only on computer. Note 1.— Qualifications relaxable at the discretion of the Staff Selection Commission/competent authority for otherwise well-qualified candidates. Note 2.— Experience qualifications relaxable for Scheduled Caste/Scheduled Tribe candidates where sufficient candidates with requisite experience are unlikely to be available.
(8) Applicability to promotees: Not applicable.
(9) Period of probation: Two years, with mandatory induction training of at least two weeks.
(10) Method of recruitment: By direct recruitment through the Staff Selection Commission. Note.— Vacancies from deputation/long illness/study leave of one year or more may be filled on deputation from Central Government officials holding analogous posts and possessing the prescribed qualifications.
(11) Not applicable.
(12) Group 'C' Departmental Confirmation Committee: Director/Deputy Secretary (Implementation) – Chairperson; Under Secretary (Implementation) – Member; Under Secretary from other Department – Member.

Post 3: Lower Division Clerk
(2) Number of posts: 8* (2024) *Subject to variation dependent on workload.
(3) Classification: General Central Service, Group 'C', Non-Gazetted, Ministerial.
(4) Level in pay matrix: Level-2 (Rs.19900-63200).
(5) Whether selection post: Non-selection.
(6) Age-limit for direct recruits: 18 to 27 years (relaxable up to 40 years for departmental candidates). Note.— Crucial date as advertised by the Staff Selection Commission.
(7) Qualifications: (i) 12th class pass from a recognised Board; (ii) Skill Test Norms – typing speed 35 wpm English or 30 wpm Hindi on computer (10 minutes; equivalent to 10,500/9,000 key depressions per hour). Notes on relaxation for well-qualified and SC/ST candidates as above.
(8) Applicability to promotees: Yes, to the extent indicated under column (11).
(9) Period of probation: Two years, with mandatory two-week induction training.
(10) Method of recruitment: (i) 85% by direct recruitment through Staff Selection Commission; (ii) 10% by promotion via departmental qualifying examination; (iii) 5% by promotion on seniority-cum-fitness.
(11) Promotion details: (i) 10% of vacancies from Group 'C' staff in level-1 (Rs.18000-56900) with 12th pass and three years' regular service, via departmental qualifying examination (age-limit up to 45 years generally, 50 years for SC/ST; excess qualified candidates carried to subsequent years in order of qualification). (ii) 5% of vacancies filled on seniority-cum-fitness from Group 'C' employees with three years' regular service in level-1. Note on junior/senior consideration as in Post 1.
(12) Group 'C' Departmental Promotion Committee (promotion): Director/Deputy Secretary (Implementation) – Chairperson; Under Secretary (Implementation) – Member; Under Secretary from other Department – Member. Post 4: Multi-Tasking Staff
