The Schedule specifies 24 posts (as of 2023, subject to variation based on workload), classified as General Central Service, Group 'B', Gazetted, Non-Ministerial, at Level-7 in the pay matrix (Rs. 44,900-142,400), a selection post, with an age limit of not exceeding thirty years (relaxable up to five years for government servants). Essential qualifications include a Master's degree in Ore Dressing, Mineral Processing, Geology, Physics or Chemistry, or a Bachelor's degree in Mineral Engineering, Chemical Engineering or Metallurgy, plus two years' relevant experience; recruitment is 80% by direct recruitment and 20% by promotion (failing which deputation), with a two-year probation for direct recruits including a mandatory two-week induction training. Short title and commencement. — (1) These rules may be called the Ministry of Mines, Indian Bureau of Mines, Assistant Research Officer, Group ‘B’ Post, Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gaze tte. 2. Number of posts, classification and Level in the pay matrix .— The number of the post, its classification and the level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age -limit, qualifications, etc .-— The method of rec ruitment, age -limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification . — No person, - (a) who has entered into or contracted a marriage with a pers on having a spouse living; or (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post : Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the opera tion of this rule. 5. Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission relax any of the provisions of these rules w ith respect to any class or category of persons. 6. Saving. — Nothing in these rules shall affect reservation, relaxation of age -limit, and other concessions required to be provided for the Scheduled Castes, the Schedu led Tribes, Other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note: The crucial date fo r determining the age -limit shall be as advertised by the Union Public Service Commission. Educational and other qualifications required for direct recruits. Whether age and educational qualifications prescribed for direct recruits will apply in the case of the promotees. Period of probation, if any. Method of recruitment, whether by direct recruitment or by promotion or by deputation/ absorption and percentage of the vacancies to be filled by various methods. (7) (8) (9) (10) Essential: (i) Masters De gree in Ore Dressing or Mineral Processing or Geology or Physics or Chemistry from a recognized university or institution Age: No Educational qualification: Yes Two years for direct recruit s. Note: Direct r ecruits are required to successfully complete a mandatory (i) Eighty per cent. by direct recruitment; (ii) Twenty per cent. by promotion failing which deputation. Or Bachelor of Engineering or Bachelor of Technology degree in Mineral Engineering or Chemical Engineering or Metallurgy from a recogn ized university or institutions. (ii) Two years experience in conducting mineral beneficiation or mineral characterization for beneficiation of various ores and minerals from a recognized laboratory or benef iciation plant. Desirable: Master of Technolog y in Mineral Engineering from a recognised University or institution. Note 1: Qualifications are relaxable at the discretion of the Union Public Service Commission, for reasons to be recorded in writing, in the case of candidates otherwise well qualified. Note 2: The qualification (s) regarding experience is/are relaxable at the discretion of the Union Public Service Commission, for reasons to be recorded in writing in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes if at any stage of selection the Union Public Service Commission, is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them. induction training of at least two weeks duration, as prescribed by the competent authority, for completion of probat ion. In case of recruitment by promotion or by deputation/ absorption, grades from which promotion or deputation/ absorption to be made. (11) (12) (13) Promotion: Junior Technical Assistant (Ore Dressing) in level -6 (Rs. 35400 - 112400) with five years service in the grade rendered after appointment thereto on a regular basis and successfully completed four weeks in - service training in the field of Mineral Processing conduct ed by the I ndian Bureau of Mines or any recognised Institute. Group ‘B’ Departmental Promotion Committee (for considering promotion) consisting of: - 1. Superintending Officer (Ore Dressing), Indian Bureau of Mines - Chairman; 2. Ore Dressing Officer, Indian Bureau of Mines - Member; 3. Senior Administrative Officer, Consultation with Union Public Service Commission is necessary while making direct re cruitment. Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the re quisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation: Officers under the Central Government or State Governments or Union territories: (a) (i) holding analogous posts on regular basis in the parent cadre or Department; or (ii) with five years service in the grade rendered after appointment there to on a regular basis in level -6 in the pay matrix (Rs. 35400 -112400) or equivalent in the parent cadre or department; and (b) possessing the educational qualification and experienc e prescribed for direct recruits under column (7). Note 1: The Departmenta l officers in the feeder grade who are in direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligi ble for consideration for appointment by promotion. Note 2: Period of dep utation in another Ex -cadre post held immediately preceding this appointment in the same or some other organisation or Department of Central Government shall ordinarily not exceed th ree years. Note 3: The maximum age -limit for appointment by deputation sh all be not exceeding fifty -six years as on the closing date of receipt of applications. Indian Bureau of Mines - Member.
