NOTIFICATION
New Delhi, the 22nd December, 2023
G.S.R. 9 20(E).—In exercise of the powers conferred by clause (b) of sub -section (2) of section 156 of the
Indo-Tibetan Border Police Force Act, 1992 (35 of 1992), the Central Government hereby makes the following rules
regulating the method of recruitment to the p ost of Subedar Major (Sister -in-charge) Group ‘B’ Post (combatised) in
the Indo -Tibetan Border Police Force under the Ministry of Home Affairs, namely: -
1 Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, Indo -Tibet an
Border Police Force, Combatised Para Medical Cadre, Group ‘B’ Post, Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. - The numbe r of said post, its classification, and the
level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age -limit and other qualification, etc. - The method of recruitmen t, age -limit,
qualifications and other matters relating to the said post shall be specified in columns (5) to (13) of the said Schedule.
4. Medical Fitness for Promotion. - For combatised staff promotion from one post to another in any grade or
rank or post included in the Schedule, individual shall be required to confirm to the medical category SHAPE -I as
prescribed by the Government from time to time.
5. Disqualifications ---No person, -
(a) Who has entered into or contracted a marriage with a perso n having a spouse living, or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible
for appointment to the said post: provided that the Central Government may, if satisfied that such marriage is
permis sible under the personal low applicable to such person and the other party to the marriage and that
there are other grounds for so doing, exempt any person from the operation of this rule.
6. Liability to serve. - Any person appointed under these rules s hall be liable to serve anywhere in India or
abroad.
7. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules in respect of any
class or category of persons.
8. Initial Constitution. - The persons holding the posts mentioned in the Schedule on the date of
commencement of these rules on regular basis shall be deemed to have been appointed under these rul es and the
service rendered by them in the said post on regular basis before the said commencement shall be taken into account
for deciding their period of probation, seniority, pensionary benefits and eligibility for promotion to the next higher
grade.
9. Ineligibility of non -citizens of India .- No person who is not a citizen of India shall, except with the prior
permission of Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule shall debar the appoi ntment or employment of a subject of Nepal
or Bhutan in the Force.
10. Superannuation. - Every person appointed under these rules shall retire from service on the afternoon of the
last day of the month in which he or she attains the age of sixty years:
(1) Prov ided that a person whose date of birth is on the first of a month shall retire from service in the
afternoon of the last day of the preceding month on attaining the age of sixty years.
(2) No person shall be granted extension in service beyond the prescri bed age of retirement on
superannuation.
11. Saving. - Nothing in these rules shall affect reservations, relaxation of age -limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled tribes, Ex -servicemen and other special ca tegories of
persons in accordance with the orders issued by the Government from time to time in this regard.

By promotion.
Promotion : Inspector (Staff Nurse) with two years regul ar service in
level -7 of the pay matrix and have successfully completed two to four
weeks of mandatory training course as prescribed from time to time .
Note: - Where Juniors who have completed their qualifying or
eligibility service are being considered for promotion, their seniors
shall also be considered provided they are not short of the requisite
qualifying or eligibility service by more than half of such qualifying or
eligibility service or two years, whichever is less, and have
successfully complete d their probation period for promotion to the
next higher grade along with their juniors who have already completed
such qualifying or eligibility service.
If a Departmental Promotion

making recruitment .
