Detailed Summary

This Order, published on May 26, 2025, and effective upon publication, is issued by the Ministry of Agriculture and Farmers Welfare (Department of Agriculture and Farmers Welfare) under the powers conferred by section 3 of the Essential Commodities Act, 1955 (10 of 1955). It further amends the Fertiliser (Inorganic, Organic or Mixed) (Control) Order, 1985. Specifically, in Schedule VI, Part A, "Specifications of Biostimulants", new serial numbers and entries are inserted after existing entries in sub-heading 1 ("Humic and Fulvic Acid and their derivatives", adding specifications for Humic Acid 6% (Liquid), Humic acid 1.5% (Granules), Humic and Fulvic acid 25.05% (Liquid), and Humic and Fulvic acid 76% (Powder)), sub-heading 2 ("Seaweed Extract", adding specifications for Ascophyllum nodosum 7% (Liquid), Kappaphycus alvarezii 7.2% (Liquid), Kappaphycus alvarezii 9.5% (Liquid), and Kappaphycus alvarezii and Sargassum swartzii in ratio of 1:1 (Liquid)), sub-heading 3 ("Botanical Extract", adding specifications for Spirulina 10% (Liquid) and Adhatoda vasica extract 2% (Liquid)), and sub-heading 4 ("Mixed formulations of Biostimulants", adding specifications for mixtures of seaweed extract and algal extract (Liquid), Seaweed extract; Humic and Fulvic acid, Amino acids and Vitamins (Liquid), Antioxidant and Vitamins (Powder), Humic acid and Seaweed extract (Liquid), Humic acid and Seaweed extract (Powder), Humic acid and Seaweed extract (Granules), and Botanical extract and Seaweed extract (Liquid)). Additionally, new sub-headings 5 ("Protein hydrolysates and Amino Acids", adding 12 types including animal, plant, and bacterial sources), 6 ("Cell free microbial products", adding Lipo-chitooligosaccharides from Escherichia coli (Liquid) and Lipase from Saccharomyces cerevisiae (Powder)), 7 ("Live Microorganisms", adding Microbial cell (Methylococcus capsulatus) and Microbial Consortium of Methylobacterium symbioticum and Methylobacterium extrorquens), and 8 ("Bio-chemicals", adding 2-Bromo- (1 H)- Indole- 3 Carboxaldehyde 1ppm (Liquid)) are inserted in Part A. In Part B, "Tolerance limit", new items are inserted after item (ii) for Methylococcus capsulatus (minimum viable count 5 x 10⁷ cfu/g) and the consortium of Methylobacterium symbioticum and Methylobacterium extrorquens (total minimum viable count 5 x 10⁶ cfu/g, individual minimum viable count 2.5 x 10⁶ cfu/g). The principal Order was published vide G.S.R. 758(E) dated September 25, 1985, and last amended vide S.O. 1477(E) dated March 27, 2025.
