WHEREAS, the Phulwari Ki Nal Wildlife Sanctuary is spread over an area of 511.41 Square Kilometres and situated/located in Kotra and Jhadol Taluka/Tehsil of Udaipur district in the state of Rajasthan, and adjoining the State the Gujarat;
AND WHEREAS, the Phulwari Ki Nal was declared as a Wildlife Sanctuary vide notification no. F.11 (1) 8/83, dated 06.10.1983 of the Government of Rajasthan. It is spread over an area of 511.41 Square Kilometres and is situated in Kotra and Jhadol Taluka/Tehsil of Udaipur district in the state of Rajasthan. It lies between 24 deg to 24 deg 10' N Latitude and 73 deg 20' E Longitude. It is situated 123 Km from Udaipur, 55 Km from Swaroopganj and 96 Km from Mt. Abu. Location Map is included as Annexure-I
AND WHEREAS, the Phulwari Ki Nal Wildlife Sanctuary is well protected, exploring full range of habitat in Aravalli range. It is important from geographical point of view as it constitutes Teak and Rosewood in a fairly good percentage. Phulwari Ki Nal Wildlife Sanctuary is ecologically important as it forms a part of the largest viable forest tract among the fragmented forest belt of Rajasthan. It is pro-runner to Mt. Abu Wildlife sanctuary on western direction. The vegetation closely resembles with that of Mt. Abu, only exception being that of Indrok (Anogeissus sericea) which is in abundance in Mt. Abu and is in very small number in Phulwari Sanctuary.
AND WHEREAS, the Wildlife sanctuary has rendered protection to some rare and endangered fauna such as Sloth bear, Panther, Ratel, Pangolin, Grey Jungle Fowl, Aravalli Red Spurfowl, Flying Squirrel, Crocodile, Alexandrine Parakeet, Indian Balloon frog etc;
AND WHEREAS, the Sanctuary has Tropical Dry Deciduous Forest as per Champion and Seth Classification and the dominant tree species include Anogeissus latifolia, Adina cordifolia, Wrightia tinctoria, Boswellia serrata, Madhuca indica etc. The floral diversity of Phulwari Ki Nal Wildlife Sanctuary is unique. The interspersion of varied habitat makes available wide range of plant species. A number of taxa of algae, fungi, Bryophytes, Pteridophytes, and Angiosperms are available here. This Sanctuary is rich in orchids, tuberous plants, climbers and lianas as well. Even crustose lichens are also present on rocks and tree trunks;
AND WHEREAS, the forest of the Sanctuary is dense (canopy density being 0.6 to 0.7). It provides an ideal attraction for tourists. The Wakal river, which is the main tributary of river Sabarmati, bisects the sanctuary into two unequal halves. There are several gorges (deep water holes) in the river-bed itself which are ideally suited for crocodiles and are seldom spotted;
AND WHEREAS, the undergrowth is thick. Bamboo (Dendrocalamus strictus) grows luxuriantly. One can find the finest quality of bamboo in this protected area. Valleys and moist 'nallahas' are full of variety of medicinal plants. A large number of them are very important from ethnomedicological point of view
AND WHEREAS, it is necessary to conserve and protect the area the extent and boundaries of which is specified in paragraph 1 of this notification around the protected area of Phulwari Ki nal Wildlife Sanctuary as Eco-sensitive Zone from ecological and environmental point of view and to prohibit industries or class of industries and their operations and processes in the said Eco-sensitive Zone;
NOW THEREFORE, in exercise of the powers conferred by sub section (l) and clauses (v) and (xiv) of sub-section (2) and sub-section (3) of Section 3 of the Environment (Protection) Act 1986 (29 of 1986) read with sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, the Central Government hereby notifies the area to an extent of zero* to 1.0 kilometre from the boundary of Tal Chhapar Wildlife Sanctuary in the State of Rajasthan as the Phulwari Ki Nal Wildlife Sanctuary, Eco-sensitive Zone (herein after referred to as the Eco-sensitive Zone) details of which are as under, namely:-

1. Extent and Boundaries of Phulwari Ki Nal Eco-sensitive Zone-
(1) The Eco sensitive zone is spread over an area of 202.3431 square kilometer with extent of zero* to 1 kilometers from the outer boundary of Phulwari Ki Nal Wildlife Sanctuary. The boundary description of such zone is given in Annexure I.
(2) The list of 147 villages falling within Eco-sensitive Zone along with co-ordinates of prominent points is appended as Annexure II.
(3) The map of Eco sensitive Zone is appended as Annexure III
(4) The latitudes and longitudes of the Phulwari Ki Nal Wildlife Sanctuary (Table A) and its Eco-Sensitive Zone (Table B) is appended as Annexure IV.
(5) The list of the major fauna and flora in Phulwari Ki Nal Wildlife Sanctuary is appended as Annexure V.
Directional extent of Eco-sensitive Zone from the boundary of the Sanctuary (partial, as recorded):
North: 1.00 km.
North-East: 1.00 km.
East: 1.00 km.

(8) Bio-medical waste. - The bio-medical waste disposal in the Eco-sensitive Zone shall be carried out as per the provisions of the Bio-Medical Waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number S.O. 343 (E), dated the 28th March, 2016 as amended from time to time.
(9) Plastic waste management. - The Plastic Waste Management in the Eco-sensitive Zone shall be carried out as per the provisions of the Plastic Waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number G.S.R. 340(E), dated the 18th March, 2016, as amended from time to time.
(10) Construction and demolition waste management. - The Construction and Demolition Waste Management in the Eco-sensitive Zone shall be carried out as per the provisions of the Construction and Demolition Waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number G.S.R. 317(E), dated the 29th March, 2016, as amended from time to time.
(11) E-waste. - The E-Waste Management in the Eco-sensitive Zone shall be carried out as per the provisions of the E-Waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change and as amended from time to time.
(12) Vehicular traffic. - The vehicular movement of traffic shall be regulated in a habitat friendly manner and specific provisions in this regard shall be incorporated in the Zonal Master Plan and till such time as the Zonal Master plan is prepared and approved by the Competent Authority in the State Government, the Monitoring Committee shall monitor compliance of vehicular movement under the relevant Acts and the rules and regulations made thereunder.
(13) Vehicular pollution. - Prevention and control of vehicular Pollution shall be adhered to in accordance with applicable laws. Efforts shall be made for use of cleaner fuel such as CNG, LPG, etc.
(14) Industrial units. -
a) On or after the publication of this notification in the Official Gazette, no new polluting industries shall be allowed to be set up within the Eco-sensitive Zone.

34. Use of renewable energy and fuels - Bio gas, solar light etc. to be actively promoted
35. Agro-Forestry - Shall be actively promoted.

38. Skill Development - Shall be actively promoted.

5. Monitoring Committee for Monitoring the Eco-sensitive Zone Notification.- There shall be a committee to be known as Monitoring Committee constituted by the Central Government which shall comprise of the following persons specified in the Table below, namely:-

ANNEXURE I - Boundary Description of Phulwari Ki Nal Eco-sensitive Zone (Southern and Western Boundary, as directly transcribed; Northern and Eastern Boundary sections are present in the source but not individually transcribed here):
Southern Boundary:
The southern boundary of the eco-sensitive zone has been considered from ESZ Point No. E43 to E71. The boundary of eco-sensitive zone from ESZ Point No. E43 to E46 will be the state border of Rajasthan-Gujarat, the boundary of eco-sensitive zone from ESZ Point No. E46 to E51 will be located at a distance of 1 kilometer from the border of Daiya and Ambasa forest block and eco-sensitive zone from ESZ Point No. E51 to E54 will be the state border of Rajasthan-Gujarat, and the boundary of eco-sensitive zone from ESZ Point No. E54 to E60 will be located at a distance of 1 kilometer from the boundary of forest block Ambasa, the boundary of eco-sensitive zone from ESZ Point No. E60 to E70 will be the state border of Rajasthan-Gujarat, and from ESZ Point No. E70 to E71 the boundary of eco-sensitive zone will be located at a distance of 1 kilometer from the boundary of Mamer forest block. - The boundary of eco-sensitive zone from ESZ Point No. E43 to E46 will be considered as the state border of Rajasthan-Gujarat.
- The boundary of eco-sensitive zone from ESZ Point No. E46 to E51 is located in revenue land of revenue village Bahighatia.
- The boundary of eco-sensitive zone from ESZ Point No. E51 to E54 will be considered as the state border of Rajasthan-Gujarat.
- The boundary of eco-sensitive zone from ESZ Point No. E54 to E60 is located in revenue land of revenue village Ambasa.
- The boundary of eco-sensitive zone from ESZ Point No. E60 to E70 will be considered as the state border of Rajasthan-Gujarat.
- The boundary of eco-sensitive zone from ESZ Point No. E70 to E71 is located in revenue land of revenue village Morchhuchha.
Western Boundary:
The western boundary of the eco-sensitive zone has been considered from ESZ Point No. E71 to E110. The boundary of eco-sensitive zone from ESZ Point No. E71 to E80 will be located at a distance of 1 kilometer from the boundary of forest block Mamer, the boundary of eco-sensitive zone from ESZ Point No. E80 to E93 will be located at a distance of 1 kilometer from the boundary of forest block Umariya and eco-sensitive zone from ESZ Point No. E93 to E96 will be the state border of Rajasthan-Gujarat, the boundary of the eco-sensitive zone from ESZ Point No. E96 to E102 will be located at a distance of 1 kilometer from the boundary of forest block Umariya, the boundary of eco-sensitive zone from ESZ Point No. E102 to E105 will be 1 kilometer from the boundary of forest block Phulwari. The boundary of eco-sensitive zone from ESZ Point No. E105 to E110 will be located at a distance of 1 kilometer from the boundary of forest block Devli. The complete details of the boundary of the said eco-sensitive zone are as follows:-
- The boundary of eco-sensitive zone from ESZ Point No. E71 to E74 is located in the revenue land of revenue village Luna and the forest land of Bhuri Dhaber-A forest block of Udaipur (North) Territorial forest division and the revenue land of revenue village Mamer.
- The boundary of eco-sensitive zone from ESZ Point No. E74 to E76 is located in revenue land of revenue villages of Mamer, Chariya and Vaasel.
- The boundary of eco-sensitive zone from ESZ Point No. E76 to E80 is located in revenue land of revenue villages of Chikhla and Dehri.
- The boundary of eco-sensitive zone from ESZ Point No. E80 to E81 is located in revenue land of revenue village Dehri and Sawan Ka Kyara.
- The boundary of eco-sensitive zone from ESZ Point No. E81 to E89 is located in forest land of Umaria Part-A forest block of Udaipur (North) Territorial Forest Division.
