The amendment substitutes sub-regulation (5) of regulation 11 of the 2023 Regulations, requiring that biometric attendance data be made available in real time to the concerned regulatory body, the Commission, or its Autonomous Boards through an agency assigned by the Commission, and mandating that every Unani Medical College or institution connect to the centralised Aadhaar Enabled Biometric Attendance System to record attendance of teaching staff, non-teaching staff, hospital staff, and postgraduate students including interns, with the Commission authorized to access and analyse the attendance data online. In exercise of the powers conferred by section 55 of the National Commission for Indian System of Medicine Act, 2020 (14 of 2020), the Commission hereby makes the following regulations to amend the National Commission for Indian System of Medicine (Minimum Essential Standards, Assessment and Rating for Undergraduate Unani Colleges and Attached Teaching Hospitals) Regulations, 2023, namely: - 1. Short title and commencement. - (1) These regulations may be called the National Commission for Indian System of Medicine (Minimum Essential Standards, Assessment and Rating for Undergraduate Unani Colleges and Attached Teaching Hospitals) Amendment Regulations, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the National Commission for Indian System of Medicine (Minimum Essential Standards, Assessment and Rating for Undergraduate Unani Colleges and Attached Teaching Hospitals) Regulations, 2023, in regulation 11, for sub-regulation (5), the following sub-regulation shall be substituted, namely: - "(5) (a) Biometric attendance data shall be made available to the concerned regulatory body or the Commission or the Autonomous Boards of the Commission on real time basis throughout the year through any agency as assigned by the Commission; (b) every Unani Medical College or institution shall connect with the centralised Aadhar Enabled Biometric Attendance System for marking attendance of the teaching staff, non-teaching staff, hospital staff, postgraduate students including interns and the Commission shall be the authority to access and analyse attendance data online from the centralised Aadhar Enabled Biometric Attendance System."
