L.-33004/99 The Gazette of India CG-DL-E-27072026-274878 EXTRAORDINARY PART II — Section (i) PART III — Sub-section (i) PUBLISHED BY AUTHORITY No. 608] NEW DELHI, MONDAY, JULY 27, 2026/SHRAVAN 5, 1948 5732 GI/2026 MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 27th July, 2026 G.S.R. 670(E). — In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub-section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007) and in supersession of the Sashastra Seema Bal Combatised (General Duty) Group 'C' posts Recruitment Rules, 2011 and the Sashastra Seema Bal Combatised Assistant Sub-Inspector (General Duty) Group 'C' posts Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Assistant Sub-Inspector (General Duty), Head Constable (General Duty) and Constable (General Duty) in the Sashastra Seema Bal, under the Ministry of Home Affairs, namely:- 1. Short title and commencement.– (1) These rules may be called the Ministry of Home Affairs, Sashastra Seema Bal, Combatised (General Duty), Group 'C' Posts, Recruitment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix.– The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification.–No person,– (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Medical fitness.– Notwithstanding anything contained in these rules, only those persons who are in the medical category of SHAPE-1, shall be eligible for appointment under the provisions of these rules. Explanation.- For the purposes of this rule, 'SHAPE-I' means medical category specified as medical classification done by medical officer after assessing fitness of the officer under the given factors indicated by the code letters SHAPE, which represent the following function, namely:- +---+-------------------+ | | Function | +===+===================+ | S | Psychological | +---+-------------------+ | H | Hearing | +---+-------------------+ | A | Appendages | +---+-------------------+ | P | Physical capacity | +---+-------------------+ | E | Eye sight | +---+-------------------+ 7. Superannuation. – A person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years: Provided that a person whose date of birth is the first day of a month, shall retire from service in the afternoon of the last day of the preceding month on attaining the age of superannuation. 8. Liability of service.-Any person, appointed to the said posts under these rules shall be liable to serve anywhere in India or abroad. 9. Ineligibility of aliens.- No person, who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules: Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Sashastra Seema Bal. 10. Interpretation.- If any question relating to the interpretation of these rules arises, it shall be referred to the Central Government for decision. 11. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 12. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-Servicemen, Ex-Agniveers and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard. Promotion: (i) Head Constable (General Duty) of the Sashastra Seema Bal in level-4 in the pay matrix (Rs.25500-81100) with five years regular service and who have successfully completed pre-promotional course or courses as specified by the Director General, Sashastra Seema Bal from time to time and shall be in medical category SHAPE-I ; and (ii) Two years regular service as Head Constable (General Duty) in Level-4 in the pay matrix (Rs.25500-81100) in a duty battalion, and as per guidelines issued by the Ministry of Home Affairs from time to time. Note 1.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Note 2.- The service rendered on deputation or posting or attachment basis in a National Level Training Institutions shall be treated as fifty per cent. of the required field service for the purpose of promotion and no relaxation in respect of the remaining fifty per cent. mandatory service shall be granted in such case. Deputation: Officers of the Central Police Organisations or State Police Organisations or Union territories Police Organisations,– (a) (i) holding analogous posts on a regular basis in the parent cadre or Department; or (ii) with five years service rendered after appoint to the post on a regular basis in the grade of Head Constable (General Duty) in level-4 in the pay matrix (Rs.25500-81100) or equivalent in the parent cadre or Department; and (b) possessing the following educational qualifications and experience, namely:- (i) 10th class pass from a recognised Board; (ii) shall be in medical category SHAPE-I. Note 1.- The departmental candidates in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment by deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2.– The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 3.- The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications. Deputation or re-employment (For Ex-servicemen): The Armed Forces Personnel due to retire or who are to be transferred to reserve within a period of one year and having the qualifications and experience prescribed for deputationists, shall also be considered for deputation. If selected, such officers shall be given deputation terms upto the date on which they are due for release from the Armed Forces and thereafter, they may be continued on re-employment terms. The candidates shall be in the medical category SHAPE-I. (12) If a Departmental Promotional Committee exists, what is its composition. Promotion: (a) (i) Naik (General Duty) of Sashastra Seema Bal in level-3 in the pay matrix (Rs.21700-69100) and with five years regular service and who possess 10th class pass from a recognised Board or on the basis of Departmental qualifying second level examination and who have successfully completed pre-promotional course or courses as specified by the Director General, Sashastra Seema Bal from time to time; and (ii) shall be in medical category SHAPE-I; or (b) (i) Lance Naik (General Duty) of Sashastra Seema Bal in level-3 in the pay matrix (Rs.21700-69100) and with five years regular service and who possess 10th class pass from a recognised Board or on the basis of Departmental qualifying second level examination and who have successfully completed pre-promotional course or courses as specified by the Director General, Sashastra Seema Bal from time to time; and (ii) shall be in medical category SHAPE-I; or (c) (i) Constable (General Duty) of Sashastra Seema Bal in level-3 in the pay matrix (Rs.21700-69100) and with five years regular service and who possess 10th class pass from a recognized Board or on the basis of Departmental qualifying second level examination and who have successfully completed pre-promotional course or courses as specified by the Director General, Sashastra Seema Bal from time to time; and (ii) shall be in medical category SHAPE-I; and (iii) two years regular service as Constable (General Duty) in level-3 in the pay matrix (Rs.21700-69100) in a duty battalion, and as per guidelines issued by Ministry of Home Affairs from time to time; Note 1.- After clubbing the posts of Naik (General Duty), Lance Naik (General Duty) and Constable (General Duty) as Constable (General Duty) their seniority shall be maintained as per the existing hierarchy. The senior most incumbent shall be Naik (General Duty) then Lance Naik (General Duty) and finally Constable (General Duty) shall come after the posts of Naiks (General Duty) or Lance Naiks (General Duty) are totally exhausted. Note 2.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Note 3:- The upper age-limit shall be relaxable upto three years for the candidates of Ex-Agniveers. (7) Educational and other qualifications required for direct recruits. (i) Matric or equivalent from a board or university recognized by the Central Government or State Government or equivalent Army qualification in case of Ex-Army personnel. (ii) Physical and Medical Standard for recruitment to the post of Constable (General Duty) shall be applicable as per Scheme prescribed by the Central Government from time to time. (iii) Must qualify Physical Efficiency Test and written examination as prescribed for Constable (General Duty) mentioned in the advertisement for recruitment. Note. Ex-Agniveers shall be exempted from written examination, Physical Standard Test and Physical Efficiency Test. (8) Whether age and educational qualifications prescribed for direct recruits will apply in the case of promotees. Not applicable. (9) Period of probation, if any. Two years. Note 1.- Candidates on direct appointment shall qualify mandatory induction training or Basic Training Course or Courses as specified by Director General, Sashastra Seema Bal from time to time within probation period from his/her date of appointment, failing which his/her services are liable to be terminated. (10) Method of recruitment whether by direct recruitment or by promotion or by deputation/absorption and percentage of the vacancies to be filled by various methods. (a) Fifty percent. by direct recruitment including, (i) ten percent. by ex-servicemen, (ii) two and half percent. by remusteration, (iii) five percent. by sports person, failing which by deputation or re-employment, failing both by direct recruitment. (b) Fifty percent. vacancies for Ex-Agniveers. Note 1.- Fifty percent. vacancies shall be reserved for Ex-Agniveers for recruitment to the post of Constable (General Duty) in every recruitment year. Note 2.- In the first phase, the recruitment will be conducted by the Nodal Force for fifty percent. vacancies earmarked for Ex-Agniveers or as per the instructions issued by the Central Government from time to time. Note 3.- In the second phase, recruitment will be conducted through Open Competitive Examination as per the existing provisions on the date of the publication of the Ministry of Home Affairs, Sashastra Seema Bal, Combatised (General Duty), Group 'C' Posts, Recruitment Rules, 2026 against the remaining fifty percent. of the vacancies along with the unfilled vacancies of the first phase or as per the instructions issued by the Central Government from time to time. Note 4.– The existing provisions of reservation for various categories will be applicable for both phases. (11) In case of recruitment by promotion or by deputation/absorption, grades from which promotion or deputation/absorption to be made. Remusteration: From Constable (Tradesmen) in level-3 in the pay matrix (Rs.21700-69100), Constable (Orderlies) in level-3 in the pay matrix (Rs.21700-69100), who have completed minimum three years of regular service and are below thirty five years of age in case of general candidates and the upper age-limit shall be relaxable upto the age of five years for the candidates belonging to the Scheduled Castes and the Scheduled Tribes and upto age of three years for the candidates belonging to the Other Backward Class and special categories of person in accordance with the orders issued by the Central Government on the date of transfer and fulfilling the educational qualifications and physical standards as prescribed in column (7). Deputation: Officers of the Central Police Organisations or State Police Organisations or Union territory Police Organisations,– (a) (i) holding analogous posts on a regular basis in the parent cadre or Department; or (ii) with three years' service in the grade rendered after appointment to the post of Constable (General Duty) on a regular basis in level-3 in the pay matrix (Rs.21700-69100) or equivalent in the parent cadre or department; and (iii) the candidates shall be in medical category SHAPE-I; or (b) possessing the educational qualifications and experience prescribed for direct recruits under column (7).
