Short title and commencement.-(1) These rules may be called the Regional Implementation Offices of the Department of Official Language, Joint Director (Implementation), Deputy Director (Implementation), Assistant Director (Implementation) and Research Officer (Implementation) (Group 'A' and 'B' Posts) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.- These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix.-The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification.- No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (11) Promotion: Departmental Deputy Director (Implementation) in level-11 in the pay matrix (Rs.67700-208700) with five years regular service in the grade and having successfully completed two to four week mandatory training conducted by the Central Hindi Training Institute or Institute of Secretariat Training and Management. Note.- Where juniors who have completed their qualifying or eligibility service are being considerd for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (including short-term contract): Officers of the Central Government or State Governments or Union territory Administrations or autonomous body or statutory organisation or public sector undertakings or recognised university or recognised research institute.- (a) (i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with five years service in the grade rendered after appointment to the post on a regular basis in level-11 in the pay matrix (Rs.67700-208700) or equivalent in the parent cadre or department; and (b) possessing the following educational qualifications and experience, namely:- (i) Essential: (A) Master's degree from a recognised university in Hindi with English as a compulsory or elective subject or as the medium of examination at the degree level; or (B) Master's degree from a recognised university in English with Hindi as a compulsory or elective subject or as the medium of examination at the degree level; or (C) Master's degree from a recognised university in any subject other than Hindi or English with Hindi medium and English as a compulsory or elective subject or as the medium of a examination at the degree level; or 10 | THE GAZETTE OF INDIA : EXTRAORDINARY | [PART II—SEC. 3(i)] (D) Master's degree from a recognised university in any subject other than Hindi or English, with English medium and Hindi as a compulsory or elective subject or as a medium of an examination at the degree level; or (E) Master's degree from a recognised university in any subject other than Hindi or English with Hindi and English as a compulsory or elective subject or either of the two as a medium of examination and the other as a compulsory or elective subject at the degree level. (ii) Five years experience in implementation of official language act or policy. (iii) Desirable: Working knowledge on computers. Note 1.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2.- The period of deputation (including short-term contract) including the period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed four years. Note 3.- The maximum age-limit for appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the closing date of the receipt of applications. (11) Promotion: Departmental Assistant Director in level-10 in the pay matrix (Rs.56100-177500) with five years regular service in the grade and having successfully completed two to four weeks mandatory training conducted by the Central Hindi Training Institute or Institute of Secretariat Training and Management, New Delhi. Note.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior shall also be considered provide they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their junior who have already completed such qualifying or eligibility service. Deputation(including short-term contract): Officers of the Central Government or State Governments or Union territory Administrations or autonomous body or statutory organisation or public sector undertakings or recognised university or recognised research institute,- (a) (i) holding analogous posts on a regular basis in the parent cadre or department; or (ii) with five years service in the grade rendered after appointment to the post on a regular basis in level-10 in the pay matrix (Rs.56100-177500) or equivalent in the parent cadre or department; and (b) possessing the following educational qualifications and experience, namely:- (i) Essential: [PART II—SEC. 3(i)] | THE GAZETTE OF INDIA : EXTRAORDINARY | 11 (A) Master's degree from a recognised university in Hindi with English as a compulsory or elective subject or as the medium of examination at the degree level; or (B) Master's degree from a recognised university in English with Hindi as a compulsory or elective subject or as the medium of examination at the degree level; or (C) Master's degree from a recognised university in any subject other than Hindi or English with Hindi medium and English as a compulsory or elective subject or as the medium of a examination at the degree level; or (D) Master's degree from a recognised university in any subject other than Hindi or English, with English medium and Hindi as a compulsory or elective subject or as a medium of an examination at the degree level; or (E) Master's degree from a recognised university in any subject other than Hindi or English with Hindi and English as a compulsory or elective subject or either of the two as a medium of examination and the other as a compulsory or elective subject at the degree level. (ii) Four years experience in implementation of official language act or policy. Note 1.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2.- The period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed four years. Note 3.- The maximum age-limit for appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the closing date of the receipt of applications. (12) | (13) Group 'A' Departmental Promotion Committee (for considering promotion) consisting of:- | Consultation with Union Public Service Commission is not necessary. 1. (11) Promotion: Research Officer (Implementation) in level-7 in the pay matrix (Rs.44900-142400) with five years regular service in the grade and having successfully completed two to four weeks mandatory training conducted by the Central Hindi Training Institute or Institute of Secretariat Training and Management, New Delhi. Note 1.- The eligibility service for promotion shall continue to be three years for persons holding the feeder post of Research Officer (Implementation) on regular basis on the date of the notification of these rules. Note 2.-Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior shall also be considered provide they are not short of the requisite qualifying or eligibility service by more than half or such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (including short-term contract): Officers of the Central Government or State Governments or Union territory Administrations or autonomous body or statutory organisation or public sector undertakings or recognised university or recognised research institutes,- (a) (i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with two years service in the grade rendered after appointment to the post on a regular basis in level- 9 in the pay matrix (Rs.53100-167800) or equivalent in the parent cadre or department; or (iii) with four years service in the grade rendered after appointment to the post on a regular basis in level-8 in the pay matrix (Rs.47600-151100) or equivalent in the parent cadre or department; and 12 | THE GAZETTE OF INDIA : EXTRAORDINARY | [PART II—SEC. 3(i)] (b) possessing the following educational qualifications and experience, namely:- (i) Essential: (A) Master's degree from a recognised university in Hindi with English as a compulsory or elective subject or as the medium of examination at the degree level; or (B) Master's degree from a recognised university in English with Hindi as a compulsory or elective subject or as the medium of examination at the degree level; or (C) Master's degree from a recognised university in any subject other than Hindi or English, with Hindi medium and English as a compulsory or elective subject or as the medium of a examination at the degree level; or (D) Master's degree from a recognised university in any subject other than Hindi or English, with English medium and Hindi as a compulsory or elective subject or as a medium of an examination at the degree level; or (E) Master's degree from a recognised university in any subject other than Hindi or English with Hindi and English as a compulsory or elective subject or either of the two as a medium of examination and the other as a compulsory or elective subject at the degree level. (ii) Three years experience in implementation of official language act or policy. Note 1.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2.- The period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 3.- The maximum age-limit for appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the closing date of the receipt of applications. Note 4.- Deputationists shall also be required to undergo two to four weeks training conducted by Central Hindi Training Institute, New Delhi. (12) | (13) Group 'A' Departmental Promotion Committee (for considering promotion) consisting of:- | Consultation with Union Public Service Commission is necessary for appointment on promotion basis. 1. Chairman or Member-Union Public Service Commission - Chairman; 2. Joint Secretary (Official Language) - Member; 3. Director (Implementation) - Member. Group 'A' Departmental Confirmation Committee (for considering confirmation) consisting of :- 1. Joint Secretary (Official Language) - Chairman; 2. Director (Implementation) - Member; 3. An officer of the rank of Director or Deputy Secretary in the Department of Official Language - Member. (1) | (2) | (3) | (4) | (5) | (6) 4. Research Officer (Implementation). | 8(2024) | General Central Service, Group 'B', Gazetted, Non-Ministerial. | Level-7 in the pay matrix (Rs.44900-142400). | Not applicable. | Not exceeding thirty years of age. Note 1.- Qualifications are relaxable at the discretion of the Union Public Service Commission, for reasons to be recorded in writing, in the case of candidates otherwise well qualified. Note 2.- The qualifications regarding experience are relaxable at the discretion of the Union Public Service Commission, for reasons to be recorded in writing, in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection, the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them.
