NOTIFICATION
New Delhi, the 25th November, 2024
S.O. 5053(E).—WHEREAS, the United Liberation Front of Asom along with all its factions, wings and front
organisations (hereinafter referred to as the ULFA) has been involved in such activities which are prejudicial to the
sovereignty and integrity of India;
AND WHEREAS, the Central Government is of the opinion that ULFA has,-
(i) declared objective to secede the State of Assam from India;
(ii) continued intimidation and extortion of funds for their organisation;
(iii) maintained links with other insurgent groups for extortion and violence;
(iv) possessed illegal arms and ammunitions;
(v) indulged in sixteen criminal cases, including several cases of explosions or planting of explosives in
Assam, during the period from 27th November, 2019 to 1st July, 2024;
(vi) planted several improvised explosive devices or explosives in the run up to Independence Day, 2024
across Assam;
AND WHEREAS, in the case of ULFA, the following has also been noted during the period from
27th November, 2019 to 1st July, 2024 :-
(i) killing of three hardcore cadres in Police or Security Force action;
(ii) registration of fifteen cases against its cadres with three charge sheets filed and three cadres
prosecuted;
(iii) involvement in twenty-seven other criminal activities;
(iv) arrest of fifty-six cadres and surrender by sixty-three cadres;
(v) recovery of twenty-seven arms, five hundred fifteen rounds ammunitions, nine Grenades and two
improvised explosive devices;
AND WHEREAS, the Government of Assam has also recommended for declaration of ULFA as an unlawful
association under the provisions of the Unlawful Activities (Prevention) Act, 1967 (37 of 1967);
AND WHEREAS, the Central Government is also of the opinion that the aforesaid activities of ULFA are,
detrimental to the sovereignty and integrity of India and if these are not immediately curbed and controlled, the
ULFA may regroup and rearm itself, expand its cadres, procure sophisticated weapons, cause loss of lives of civilians
and security forces and thereby accelerate its anti-national activities;
AND WHEREAS, the Central Government is also of the opinion that for the reasons aforesaid, the ULFA
together with its factions, wings and front organisations, is an unlawful association;
NOW, THEREFORE, in exercise of the powers conferred by sub-section (1) of section 3 of the Unlawful
Activities (Prevention) Act, 1967 (37 of 1967), (hereinafter referred to as the said Act), the Central Government
hereby declares the United Liberation Front of Asom (ULFA) along with all its factions, wings and front organisations
as an unlawful association;
The Central Government, having regard to the unlawful activities mentioned above, and the unlawful activities
committed in the past by United Liberation Front of Asom, is of the opinion that circumstances exist which render it
necessary to declare the United Liberation Front of Asom alongwith all its factions, wings and front organisations to
be unlawful association with immediate effect and accordingly, in the exercise of the powers conferred by the proviso
to sub-section (3) of section 3 of the said Act, hereby directs that this notification shall, subject to any order that may
be made under section 4 of the said Act, have immediate effect from the 27th November, 2024, for a period of five
years.
