Short title and commencement. - (1) These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Agriculture and Farmers Welfare, Crops Division (Group ‘A’ and ‘B’ Technical Posts) Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. - These rules shall apply to the posts specified under column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix. - The number of the said posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the schedule annexed to these rules. 4. Method of recruitment, age -limit, qualifications, etc. - The method of recruitment, age -limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule. 5. Disqualification. - No person, - (a) who has entered into or contracted a marriage with the person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any other person, Shall be eligible for appointment to the said posts: Provided that the C entral Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules w ith respect to any class or category of persons. 7. Saving. - Nothing in these rules shall affect reservations, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes , ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (11) Promotion: Deput y Commissioner (Crops) with five years regular service in the grade rendered after appointment thereto on regular basis in level -12 (Rs. 78800 - 209200) in the pay matrix and having successfully completed mandatory training of at least two to three weeks in the area of duties and responsibilities of the promotional post in any institute under the Central Government or State Government or any recognised institute. Note: Where juniors who have completed their qualifying or eligibility service are being conside red for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully comp leted probation period, for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (including short -term contract): Officers of the Central Government or State Government or Union territoriesor public sector undertaking or Agriculture Universities or recognised research institutions or autonomous or statutory organisations: A.(i) holding analogous posts on regular basis in the parent cadre or Department; or (ii) with five yea rs’ service in the grade rendered after appointment thereto on a regular basis in level 12 in the pay matrix (Rs. 78800 -209200) or equivalentin the parent cadre or department; and (B) Possessing the following educational qualifications and experience, name ly:- Essential: - (i) Masters Degree in Agricultural Economics or Agricultural Extension or Agronomy or Entomology or Nematology or Plant Breeding or Genetics and PlantBreeding or Agriculture Botany or Plant Bio -technology or Plant Pathology or Plant Physio logy or Seed Science and Technology or Soil Science and Agricultural Chemistry from a recognised University or institute; and (ii) Ten years experience in the area of production and productivity in food or cash crops of rice or wheat or pulse or millet or sugarcane or cotton or jute oroilseeds in the Central Government or State Government or Union territoriesor public sector undertaking or Agriculture Universities or autonomous or statutoryorganisation or any recognised institution. Desirable: Doctorate in the discipline mentioned under essential criteria. Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not b e eligible for consideration for appointment by promotion. Note 2: Period of deputation (including short -term contract) including period of deputation (including short -term contract) in another ex -cadre post held immediately preceding this appointment in t he same or some other organisation or Department of the Central Government shall ordinarily not exceed five years. Note 3: The maximum age -limit for appointment by deputation (including short -term contract) shall be not exceeding fifty -six years as on the closing date of receipt of applications. (11) Promotion: Assistant Director (Crops) with eight years service in the grade rendered after appointment thereto on regular basis in level 8 (Rs. 47600 -151100) in the pay matrix and having successfully comp leted mandatory training of at least two to three weeks in the area of duties and responsibilities of the promotional post in any institute under Central Government or State Government or any recognised institute. Note 1: Where juniors who have completed t heir qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Note 2: The eligibility service shall continue to be six years for persons holding the feeder post on regular basis on the date of notification of the revised rules and successfully completed mandatory training of atleast two to three weeks in the area of duties and responsibilities of the post in any institute under Central Government or State Government or any recognised institute. Deputation (including short -term contract): Officers of the Central Government or State Government or Union territories or public sector undertaking or Agriculture Univers ities or recognised research institutions or autonomous or statutory organisations: (A) (i) holding analogous post on regular basis in the parent cadre or Department; or (ii) with five years’ service in the grade rendered after appointment thereto on a reg ular basis in level -10 (Rs.56100/ --177500/ -) in the pay matrix or equivalent in the parent cadre or Department; or (iii) with seven years service in the grade rendered after appointment thereto on a regular basis in level -9 (Rs. 53100 -167800) in the pay ma trix or equivalent in the parent cadre or Department; or (iv) with eight years service in the grade rendered after appointment thereto on a regular basis in level -8 (Rs. 47600 -151100) in the pay matrix or equivalent in the parent cadre or Department; and (B) Possessing the following educational qualifications and experience, namely: - Essential: - (i) Masters Degree in Agricultural Economics or Agricultural Extension or Agronomy or Entomology or Nematology or Plant Breeding or Genetics and Plant Breeding or A griculture Botany or Plant Bio -technology or Plant Pathology or Plant Physiology or Seed Science and Technology or Soil Science and Agricultural Chemistry from a recognised University or institute; and (ii) Five years experience in the area of production a nd productivity in food or cash crops of rice or wheat or pulse or millet or sugarcane or cotton or jute or oilseeds in the Central Government or State Government or Union territoriesor Agriculture Universities or public sector undertaking or autonomous or statutoryorganisation or any recognised institution. Desirable: Doctorate in the discipline mentioned under essential criteria. (7) Essential Qualification: (I) Bachelor degree in science in Agriculture from a recognised University or institute with three years experience in the area of production and productivity in food or cash crops of rice or wheat or pulse or millet or sugarcane or cotton or jute or oilseeds in the Central Government or State Government or Union territories or Agriculture Universities or public sector undertaking or autonomous or statutory organization or any recognised institution; Or (II) Masters Degree in Agri cultural Economics or Agricultural Extension or Agronomy or Entomology or Nematology or Plant Breeding or Genetics and Plant Breeding or Agriculture Botany or Plant Bio -Technology or Plant Pathology or Plant Physiology or Seed Science and Technology or Soi l Science and Agricultural Chemistry from a recognised University or institute with two years experience in the area of production and productivity in food or cash crops of rice or wheat or pulse or millet or sugarcane or cotton or jute or oilseeds in the Central Government or State Government or Union territories or Agriculture Universities or public sector undertaking or autonomous or statutory organization or any recognised institution. Desirable: Doctorate in the discipline mentioned under essential cri teria. Note 1: The Qualifications are relaxable at the discretion of the Union Public Service Commission in the case of candidates otherwise well Qualified. Note 2: The Qualification regarding experiences are relaxable at the discretion of the Central Gove rnment in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection, the Central Government is of the opinion that sufficient number of candidates from these communities possessing the requisite experien ce are not likely to be available to fill up the vacancy reserved for them. Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qu alifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (including short -term contract): - Officers of the Central Government or State Government or Union territories or Agricultural Universities or recognised research institutions or public sector unde rtaking or autonomous or statutory organisation: - (A)(i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with two years service rendered after appointment to the post on regular basis in level 7 (Rs. 44900 -142400) in the pay matrix or equivalent in parent cadre or department; and (B) Possessing the qualifications and experience prescribed for direct recruitment under column (7). Note 1: The departmental officers in the feeder category, who are in the direct line of promot ion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Experience: (I) For Bachelor Degree holders: Two years regular experience in the area of production and productivity in food or cash crops, i.e. rice or wheat or pulse or millet or sugarcane or cotton or jute or oil seeds in the Central Government or State Government o ffice or Agriculture Universities or public sector undertaking or autonomous organisation or any recognised institution; or (II) For Master Degree holders: One year experience in the area of production and productivity in food or cash crops, i.e. rice or w heat or pulse or millet or sugarcane or cotton or jute or oil seeds in the Central Government or State Government office or Agriculture Universities or public sector undertaking or autonomous organisation or any recognised institution. Note 1: The Qualific ations are relaxable at the discretion of the Staff Selection Commission in the case of candidates otherwise well Qualified. Note 2: The Qualification regarding experiences are relaxable at the discretion of the Central Government in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection, the Central Government is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be availabl e to fill up the vacancy reserved for them.
