By G.S.R. 593(E) dated 20th September, 2024, the Ministry of Home Affairs, in exercise of powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Chief Supervisor and Supervisor (Secretariat Security Organisation), Ministry of Home Affairs Recruitment Rules, 1990 (insofar as they relate to the post of Chief Supervisor), notified the Ministry of Home Affairs, Secretariat Security Organisation, Chief Supervisor (Group 'B' Post) Recruitment Rules, 2024, effective from the date of publication in the Official Gazette; the Schedule specifies one post (subject to variation dependent on workload, as of 2024), classified as General Central Service, Group 'B', Gazetted, Non-Ministerial, at Level-7 in the pay matrix (Rs. 44900-142400) with a special pay of Rs. 600 per month; recruitment is by deputation (including short-term contract) from Central/State Government or Union territory officers, autonomous bodies, statutory organisations, public sector undertakings, or recognised universities/research institutes holding an analogous post or with five years' service in Level-6 (Rs. 35400-112400), possessing a Bachelor's degree and one year's experience in reception duty; the deputation period ordinarily shall not exceed three years, and the maximum age for deputation appointment is fifty-six years as on the closing date of applications; the Union Public Service Commission is not required to be consulted. Short title and commencement. -(1) These rules may be called the Ministry of Home Affairs, Secretariat Security Organisation, Chief Supervisor (Group ‘B’Post)Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the OfficialGazette. 2. Number of post, classification and level in pay matrix. -The number of the saidpost, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc. -The method of recruitment, age -limit, qualifications and other matters relating to the said post shall be as specifie d in columns (5) to (13) of the said Schedule. 4. Disqualification. -No person , - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment tothe said post; Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from theoperation of this rule. 5. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provision s of these rules with respect to any class or category of persons. 6. Saving. -Nothing in these rules shall affect reservation, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the ScheduledTribes, the Oth er BackwardClasses, the Ex -servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (11) Deputation : Officers of the CentralGovernment or State Governments or Union territory Administrations or autonomous body or statutory organisation or public sector undertakings or recognised university or recognised research institute, - (a) (i) holding analogous post on a regular basis in the parent cadre or department; or (ii) with five years service rendered after appointment to the post on a regular basis in level -6 in the pay matrix (Rs. 35400 -112400)or equivalent in the parent cadre or departme nt; and (b) possessing the following educational qualifications and experience,namely: - (i) Bachelor degree from a recognised university or institute; (ii) one year experience in work related to reception duty. Desirable: (a) 10th class pass with Hindi or English subject from a recognised Board; (b) certificate or diploma course in computers of minimum one year duration from a recognised university or institute. Note 1. -The period of deputation (including short -term contract) inc luding the period of deputation (including short - term contract)in another ex -cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years. Note 2.-The maximum age -limit for appointment by deputation (including short -term contract) shall not be exceeding fifty-six years as on the closing date of receipt of applications.
