Detailed Summary

The Ministry of Electronics and Information Technology (MEITY) issued Notification G.S.R. 702(E) on 17th September, 2025, establishing the Ministry of Electronics and Information Technology, Scientific and Technical, Group 'A' Posts, Recruitment Rules, 2025. These rules, enacted by the President under the proviso to Article 309 of the Constitution, supersede the Ministry of Electronics and Information Technology, Group 'A' (Scientific and Technical) Posts, Recruitment Rules, 2017, except for actions taken prior to supersession. The new regulations govern the recruitment process for Scientist 'B' through Scientist 'G' posts, which are classified as General Central Service, Group 'A', Gazetted, Non-Ministerial. The pay matrix levels for these posts range from Level 10 (Rs. 56100-177500) for Scientist 'B' to Level 14 (Rs. 144200-218200) for Scientist 'G', with Scientist 'F' at Level 13A (Rs. 131100-216600). The current number of posts for 2025 are: Scientist 'F' (04), Scientist 'E' (03), Scientist 'D' (19), Scientist 'C' (59), and Scientist 'B' (71), subject to workload variations. Recruitment methods include direct recruitment, promotion, upgradation under the Revised Flexible Complementing Scheme (issued by the Department of Personnel and Training via O.M. No. AB-14017/41/2013-PP(RR) dated 13th March, 2024), or deputation/absorption. All specified posts are exempted from the purview of the Union Public Service Commission. Promotion and upgradation from Scientist 'C' to 'G' require adherence to minimum residency periods, such as three years as Scientist 'B' for promotion to Scientist 'C', and five years as Scientist 'F' for promotion to Scientist 'G'. An assessment process, comprising Level-1 (Internal Screening Committee) and Level-2 (Assessment Board or Departmental Peer Review Committee) screenings, is conducted twice annually with cut-off dates of 1st January or 1st July. Direct recruits for Scientist 'B' and 'C' serve a two-year probation period, while Scientist 'D', 'E', and 'F' direct recruits serve one year. Essential educational qualifications for direct recruitment include a Master's degree in Physical, Chemical, Mathematical, or Computational and Information Sciences, or a Bachelor's degree in Engineering or Technology (minimum four-year course). Experience requirements vary by grade, from nil for Scientist 'B' to eighteen years in Research and Development, plus five years of program management and published research, for Scientist 'F'. Age limits for direct recruits range from not exceeding 30 years for Scientist 'B' to 50 years for Scientist 'F', with provisions for relaxation. Recruitment by deputation/absorption has a maximum age limit of fifty-six years and requires specific prior service in equivalent pay levels.
