The Ministry of Railways (Railway Board) issued G.S.R. 778(E) dated 23rd December 2024 under clause (g) of sub-section (2) of section 60 read with section 198 of the Railways Act, 1989 (24 of 1989), notifying the Indian Railways (Open Lines) General (Second Amendment) Rules, 2024, effective from the date of publication, which amend rule 3.07 (sub-rule 7) and rule 3.26 of the Indian Railways (Open Lines) General Rules, 1976 to permit a colour light Distant signal to be combined with the last Stop signal of a station, an Intermediate Block signal, or a level-crossing-protecting Stop signal, and to allow fixed signals to be brought into use, with approval from the Principal Chief Signal and Telecom Engineer (for interlocking of level crossings outside station limits) or the General Manager of the concerned Railway (for double Distant signalling, Intermediate Block signalling, or Automatic Block signalling changes without yard remodelling); the principal rules were published vide G.S.R. 445(E) dated 21st July 1981 and last amended vide G.S.R. 160(E) dated 7th March 2024. 8272 GI/202 4 (1) EXTRAORDINARY PART II —Section 3 —Sub-section ( i) PUBLISHED BY AUTHORITY No. 716] NEW DELHI, MONDAY , DECEMBER 23, 2024 /PAUSHA 2 , 194 6 CG-DL-E-23122024-259608 MINISTRY OF RAILWAYS (Railway Board) NOTIFICATION New Delhi, the 23rd December , 2024 G.S.R 778(E).—In exercise of the powers conferred by clause (g) of sub -section (2) of section 60 read with section 198 of the Railways Act, 1989 (24 of 1989), the Central Government hereby makes the following rules further to amend the Indian Railways (Open Lines ) Genera l Rules, 1976 , namely: - 1. (1) These rules may be called th e Indian Railways (Open Lines) Genera l (Second Amendment) Rules, 2024. (2) They shall come into force from the date of their publication in the Official Gazette. 2. In th e Indian Railways (Open Lines) Genera l Rules, 1976 , (hereinafter referred to as said rules), in rule 3.07, in sub-rule (7), the following shall be inserted , namely: - “Provided that, a colour light Distant signal may be permitted to be combined with the last Stop signal of a station in rear or with an Intermediate Block signal or with a Stop signal protecting a level crossing with arrangements as above, by the Sanctioning Authority (in case of item (a) below – Principal Chief Signal and Telecom Engineer o f the concerned Zonal Railway, and in case of item (b), (c) and (d) below - General Manager of the concerned Railway) for the purpose of - (a) Interlocking of level crossings outside station limits; (b) Double Distant signaling alongwith corresponding changes at adjacent stations without yard remodelling; (c) Intermediate Block signaling except in section with Slip siding and Catch siding, alongwith corresponding changes at adjacent stations without yard remodelling; and (d) Automatic Block signaling except in section w ith Slip siding and Catch siding, alongwith corresponding changes at adjacent stations without yard remodelling.” 3. In the said rules, in rule 3.26 , the following shall b e inserted , namely : - “Provided that fixed signals can be brought into use if they have been passed by the Sanctioning Authority (in case of item (a) below - Principal Chief Signal and Telecom Engineer of the concerned Zonal Railway, and in case of item (b), (c) and (d) below - General Manager of the concerned Railway) as being sufficient to secure the safe working of trains, for the purpose of - (a) Interlocking of level crossings outside station limits; (b) Double Distant signa ling alongwith corresponding changes at adjacent station s without yard remode lling; (c) Intermediate Block signaling except in section with Slip siding and Catch siding, alongwith corresponding changes at adjacent stations without yard remode lling; and (d) Automatic Block signaling except in section with Slip siding and Catch siding, alongwith corresponding changes at adjacent stations without yard remode lling.” [F.
