NOTIFICATION
New Delhi, the 2 2nd December , 2023
S.O. 5 435(E).—In exe rcise of the powers conferred by sub -section (3) of section 3 of the Environment
(Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile
Ministry of Environment and Forests, number S.O. 1533(E), dated the 14th September, 2006 (hereinafter referred to as
the said notification), the Central Governme nt hereby constitutes the Union territory of Andaman and Nicobar Islands
Environment Impact Assessment Authority (hereinafter referred to as the Authority) comprising of the following
persons, namely: -
(a) Dr. R.S.C. Jayaraj, IFS Retd. Principal Chief Con servator of Forests,
Al-204, Harihar Paradise, Netaji Road, P.N. Pudur, Coimbatore -
641041, Tamil Nadu. - Chairman;
(b) Dr. Jai Sunder, Principal Scientist and Head, Division of
Animal Science, ICAR - Central Island Agricultural Research
Institute Port Blair, Andaman and Nicobar Islands. - Member;
(c) Director, Science and Technology,
Andaman and Nicobar Administration,
Port Blair. - Member - Secretary.
2. The Chairman and Members of the Authority shall hold office for a period of three years from the date of
publication of this notification in the Official Gazette.
3. The Authority shall exercise such powers and follow such procedures as specified in the said notification.
4. The Authority shall take its decision on the recommendations of the Uni on territory level Expert Appraisal
Committee constituted under paragraph 5 for the Union territory of Andaman and Nicobar.
5. The Central Government, in consultation with the administration of Andaman and Nicobar Islands, for the purpose
of assisting t he Authority, hereby constitutes the Union territory of Andaman and Nicobar Islands Expert Appraisal
Committee (hereinafter referred to as the Committee), comprising of the following persons, namely: -
(a) Dr. Dilip Kumar Jha, Scientist F/Officer -In-Charge, Atal Centre for
Ocean Science and Technology for Islands, National Institute of Ocean
Technology, Andaman and Nicobar Islands. - Chairman;
(b) Mrs. Pearl Devdas, Associate Professor and Head, Dept. of Geography,
Jawaharlal Nehru Rajkeeya Mahavidyalaya (JNRM), Port Blair,
Andaman and Nicobar Islands. - Member;
(c) Dr. G Padmavati, Professor, Department of Ocean Studies and Marine
BiologyPondicherry University Andaman and Nicobar Campus,
Brookshabad, Port Blair –744112, Andaman and Nicobar Islands. - Member;
(d) Dr. Uday Shankar Banerjee, Assistant Professor, Department In-charge
(Economics), Andaman College (ANCOL), Chakkargaon, Port Blair. - Member;
(e) Sh. Seemanta Kumar Deka, Assistant Professor and Head, Department of
Tourism and Travel Mana gement, Jawaharlal Nehru Rajkeeya
Mahavidyalaya (JNRM), Port Blair, Andaman and Nicobar Islands. - Member;
(f) Dr. S. Balaji, Professor and Head, Dept. Coastal Disaster Management,
Pondicherry University, Port Blair Campus - 744112, Andaman. - Member;
(g) Dr. I. Jaisankar, Senior Scientist (Agroforestry) Natural Resource
Management Division, ICAR -Central Island Agricultural Research
Institute, Port Blair -744105, Andaman and Nicobar Islands. - Member;
(h) Member Secretary, Andaman and Nicobar Pollution C ontrol Committee,
Port Blair. - Member Secretary.
6. The Chairman and Members of the Committee, shall hold office for a period of three years from the date of
publication of this notification in the Official Gazette.
7. In order to avoid any conflict of int erest, -
(i) the Chairman and Members of the Authority, and the Committee shall, -
(a) declare to which consulting organisation they have been associated with and also the project proponents;
(b) not undertake any consultation or associate with regard t o preparation of Environment Impact Assessment
and Environment Management Plan for project, which is to be decided by the Authority or to be appraised by
the Committee during their tenure; and
(ii) in the preceding five years, if the Chairman or any Member of the Committee has provided consultancy services or
conducted Environment Impact Assessment studies for any project proponent, they shall recuse themselves from the
meetings of the Committee from the process of appraisal of any project proposed by such proponents.
8. The Committee shall exercise such powers and follow such procedures as specified in the said notification.
9. The Committee shall function on the principle of collective responsibility and the Chairman shall endeavour to
reach consensus i n each case, and if they fail to reach consensus, the view of the majority shall prevail.
10. The administration of Andaman and Nicobar shall specify an agency to act as secretariat of the Authority and the
Committee and the secretariat shall provide fina ncial and logistic support including accommodation, transportation
and such other facilities in respect of their functions under the said notification.
11. The sitting fee, travelling allowances and dearness allowances to the Chairman and Members of the Au thority and
the Committee, shall be paid in accordance with the provisions of relevant rules of the Union territory of Andaman
and Nicobar Islands.
