NOTIFICATION
New Delhi, the 22nd May, 2026
G.S.R. 398(E).— Draft of rules proposed to be made by the Central Government, in exercise of the
powers conferred by sub-section (1) of section 33 read with clause (e) of sub-section (2) of section 33 and
sub-section (2) of section 14 of the Viksit Bharat—Guarantee for Rozgar and Ajeevika Mission (Gramin):
VB-GRAMG (विकसित भारत - जी राम जी) Act, 2025 (36 of 2025), on or after the date of coming into force of the Act,
are hereby published for the information of all persons likely to be affected thereby; and notice is hereby
given that the said draft rules shall be taken into consideration after the expiry of a period of thirty days from
the date on which copies of this notification as published in Official Gazette, are made available to the
public;
Objections or suggestions, if any, may be addressed, within the stipulated period from the date of
publication of this notification, to Shri Deepak Kumar, Under Secretary, Department of Rural Development,
2nd Floor, Kartavya Bhawan-3, New Delhi – 110001, or may be sent through e-mail at suggestion-
[email protected]
The objections or suggestions, which may be received from any person with respect to the said draft
rules before the expiry of the aforesaid period shall be considered by the Central Government.
DRAFT RULES
1. Short title and commencement.— (1) These rules may be called the The Viksit Bharat – Guarantee for
Rozgar and Ajeevika Mission (Gramin): VB-G RAM G (विकसित भारत जी राम जी) National Level Steering
Committee Rules, 2026.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. Definitions.— In these rules, unless the context otherwise requires,—
(a) "Act" means the "Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin) : VB- G RAM
G (विकसित भारत जी राम जी) Act, 2025";
(b) "National Level Steering Committee" means the committee constituted under sub-section (1) of section
14, by the Central Government;
(c) "Chairperson” means the Chairperson of the National Level Steering Committee;
(d) "Member" means a member of the Committee and includes the Chairperson;
(e) All other words and expressions used herein and not defined, but defined in the Act of 2025 shall have
the meanings respectively assigned to them in the Act of 2025.
3. Constitution of the Committee.— (1) The Central Government shall, by notification, in the Official
Gazette, constitute a committee to be known as the National Level Steering Committee (NLSC) (hereinafter
referred to as "the Committee") for the purposes of these rules.
(2) The Committee shall recommend decisions relating to normative allocations to States and to advise on
matters requiring inter-ministerial consultation, including the convergence framework and to provide high-
level oversight for the effective implementation of this Act.
4. Composition of Committee.— (1) The National Steering Committee shall comprise the following:—
(2)The Secretary, Department of Rural Development, Government of India, shall be the Chairperson of the
Committee;
(3) Members—
(a) Additional Secretary, Department of Rural Development;
(b) Financial Advisor, Department of Rural Development;
(c) Principal Advisor or Advisor (Rural Development) – NITI Aayog;
(d) One representative not below the rank of Joint Secretary to the Government of India, nominated
by each of the following Ministries or Departments, namely:—
(i) Ministry of Panchayati Raj - Member;
(ii) Ministry of Environment, Forest and Climate Change - Member;
(iii) Department of Water Resources, River Development and Ganga Rejuvenation— Member;
(iv) Department of Drinking Water and Sanitation — Member;
(v) Department of Agriculture and Farmers Welfare — Member;
(vi) Department of Land Resources — Member;
(vii) National Informatics Centre (handling Department of Rural Development) — Member;
(e) Five representatives of the State Governments, not below the rank of Secretary to the respective
State Government, to be nominated, in such manner as may be specified by the Central Government
— Members.
(f) The Chairperson may co-opt any other member as may be considered necessary for the effective
discharge of the functions of the Committee.
(4) The officer in charge of the Scheme, not below the rank of Joint Secretary, Ministry of Rural
Development, shall be the Member-Secretary of the Committee.
(5) The Committee may constitute sub-committees or working groups on specific thematic areas to assist in
discharging its functions with the prior approval of the Chairperson;
5. Power of nomination and substitution.— (1) Notwithstanding anything contained in these rules, the
Central Government may, by notification in the Official Gazette, add to, omit, substitute, or otherwise alter
the offices or Ministries or Departments represented in the Committee, if it is satisfied that such modification
is necessary or expedient for carrying out the purposes of these rules; and any such modification shall not be
deemed to require any amendment of these rules.
(2) No act or proceeding of the Committee shall be invalid merely by reason of—
(a) any vacancy or temporary absence of the Chairperson or any Member;
(b) any change in the designation or nomenclature of a Ministry or Department.
(3) If any doubt arises as to the interpretation of the provisions of this rule, the decision of the Central
Government thereon shall be final.
6. Tenure of Members.— The Chairperson, Members and Member-Secretary of the Committee shall be ex
officio, and any reference to an office in these rules shall be construed as a reference to the person for the
time being holding that office.
7. Meetings of the Committee.—(1) The Committee shall meet at least twice in a year and may hold
additional meetings, as and when required, to be convened at the discretion of the Chairperson;
(2) The Chairperson may, convene special meetings of the Committee at any time;
(3) The key recommendations of the Committee shall be documented and disclosed in such manner as
specified by the Central Government.
8. Functions of the National Level Steering Committee.—(1) The Committee shall recommend decisions
relating to normative allocations to States;
(2) The Committee shall recommend policy measures on matters requiring inter-ministerial consultation,
including convergence initiatives and frameworks;
(3) The Committee shall provide high-level strategic oversight for the effective implementation of this Act;
(4) The Committee shall review the performance of the States and recommend corrective or supportive
measures;
(5) The Committee shall facilitate coordination among the Ministries and Departments of the Central
Government, and between the Central Government and State Governments, for effective convergence and
implementation of the provisions of this Act;
(6) The Committee shall advise on standards, guidelines, monitoring systems, digital and geospatial public
infrastructure necessary for implementation of the provisions of this Act; and
(7) The Committee shall perform such other functions as may be assigned to it by the Central Government.
