Key provisions include the verification and settlement of all Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) liabilities existing up to 30th June, 2026, by State Governments. Audited utilisation certificates for MGNREGA, 2005, must be submitted within 180 days from the commencement of these rules, with a possible 90-day extension by the Central Government. The Central Government will provide fund support for MGNREGS operations and admissible liabilities up to June 30, 2026, and may provide interim allocations for the new Scheme. State Governments must furnish an inventory of these assets to the Central Government within six months, extendable by 90 days, in conformity with General Financial Rules, 2017. All physical and digital records from MGNREGS are to be preserved and transferred to the new authorities.

L.-33004/99 The Gazette of India CG-DL-E-02072026-273988 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 489] NEW DELHI, WEDNESDAY, JULY 1, 2026/ASHADHA 10, 1948 MINISTRY OF RURAL DEVELOPMENT (Department of Rural Development) NOTIFICATION New Delhi, the 1st July, 2026 G.S.R. 547(E).— Whereas the draft of certain rules to be called the Transitional Provisions under Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin): VB – G RAM G (विकसित भारत - जी राम जी) Rules, 2026 were published, in exercise of the powers conferred by sub-section (1) and clause (p) of sub-section (2) of section 33 and sub-section (5) of section 37 of the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin): VB-G RAM G (विकसित भारत - जी राम जी) Act, 2025 (36 of 2025) vide notification of the Government of India in the Ministry of Rural Development (Department of Rural Development) number G.S.R. 397 (E) dated the 22nd May, 2026 in the Gazette of India, Extraordinary, Part II, Section 3, sub-section (i), inviting objections and suggestions from persons likely to be affected thereby before the expiry of a period of thirty days from the date of publication of the said notification in the Official Gazette; And whereas the copies of the Gazette containing the said notification were made available to the public on the 22nd May, 2026; And whereas objections or suggestions received on the said draft rules have been duly considered by the Central Government. Now, therefore, in exercise of the powers conferred by sub-section (1) and clause (p) of sub-section (2) of section 33 and sub-section (5) of section 37 of the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin): VB-G RAM G (विकसित भारत - जी राम जी) Act, 2025, the Central Government hereby makes the following rules, namely:- 1. Short title and commencement. – (1) These rules may be called the Transitional Provisions under Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin): VB – G RAM G (विकसित भारत - जी राम जी) Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions. - In these rules, unless the context otherwise requires, (a) "Act" means the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin): VB-G RAM G (विकसित भारत - जी राम जी) Act, 2025(36 of 2025); (b) "transition date" means the date of notification of the Scheme by the State Government in accordance with the provisions of section 3 of the Act, or the date of initiation of the interim arrangement by an order issued by the State Government, whichever is earlier: Provided that such date shall not be beyond the six months from the date of commencement of the Act; (c) "utilisation certificate" means the certificate, in the form prescribed under the General Financial Rules, 2017, furnished by the State Government or Union territory Administration certifying the utilisation of funds released under the Scheme for the purpose for which they were sanctioned; (d) All other words and expressions used herein and not defined, but defined in the Act, shall have the meanings respectively assigned to them in the Act. 3. Settlement of financial liabilities.— (1) All liabilities under the Mahatma Gandhi National Rural Employment Guarantee Scheme sanctioned under the Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (42 of 2005), shall be verified by the State Government, as having existing up to the 30th June, 2026 . (2) The State Government shall ensure that all necessary action is taken to settle the admissible liabilities, after due verification, in accordance with the established mechanism in this regard. (3) The State Government shall submit audited utilisation certificate as mandated under the Mahatma Gandhi National Rural Employment Guarantee Act of 2005 (42 of 2005), by completing all due processes and procedures relating to verification, reconciliation, audit, and reporting of expenditure and liabilities, within a period of one hundred and eighty days from the date of commencement of these rules: Provided that the Central Government may, for reasons to be recorded in writing and on being satisfied that sufficient cause exists, extend the said period by a further period of ninety days. (4) The Central Government shall release its share of funds towards the admissible liabilities as per the established rules and procedures of the Central Government in this regard. 4. Funds. - (1) The Central Government shall, subject to the provisions of these rules, ensure fund support for the operation of the Mahatma Gandhi National Rural Employment Guarantee Scheme in the States, including for meeting liabilities existing up to the 30th June, 2026. (2) The Central share of unspent balances shall be remitted back by the State Government to the Central Government in accordance with the applicable financial rules and procedures in this regard. (3) Upon commencement of the Act, pending finalisation of the rules relating to objective parameters for normative allocation under the Act, the Central Government may provide interim allocations to the States for implementation of the Scheme, which shall be within the final normative allocation determined in accordance with such rules. 5. Works under the Mahatma Gandhi National Rural Employment Guarantee Scheme. - All ongoing works under the Mahatma Gandhi National Rural Employment Guarantee Scheme as on the transition date may be carried forward under the Act and shall be continued in accordance with the provisions of the Act, including the fund-sharing pattern specified in section 22 of the Act. 6. Worker identity, records and Gramin Rozgar Guarantee Cards. - (1) The Job cards of workers under the Mahatma Gandhi National Rural Employment Guarantee Scheme, which have been renewed and verified through the e-KYC, shall be considered valid to avail employment under the Act: Provided that where the Central Government, upon being satisfied that e-KYC could not be completed for reasons beyond the control of the worker, considers it necessary to do so in the public interest, such cases may be processed in such manner may be decided by the Central Government. (2) The arrangement mentioned in sub-rule (1) shall continue till the Gramin Rozgar Guarantee Cards, are issued by the State Government as per the provisions of the Act and the Scheme notified by that Government. (3) The verified documents or records necessary to fulfil the employment demand under the Mahatma Gandhi National Rural Employment Guarantee Scheme shall continue to be valid till such documents are issued by the State Government as per the provisions in the Act and the Scheme notified by that Government. 7. Statutory guarantee. - (1) Any demand for employment registered under the Mahatma Gandhi National Rural Employment Guarantee Scheme after the transition date shall be considered in accordance with the provisions of the Act. (2) Where a household has already availed employment for any number of days during the given financial year under the Mahatma Gandhi National Rural Employment Guarantee Scheme, such a household shall remain eligible for the balance of the guaranteed days of employment in that financial year, in accordance with the provisions of the Act. (3) The Programme Officer shall ensure proper adjustment, reconciliation and accounting of such employment. 8. Transfer of movable and immovable assets. (1) All movable and immovable assets created, procured or maintained under the Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (42 of 2005), shall stand transferred to the authorities under the Act. (2) The State Government shall prepare and maintain an inventory of all movable and immovable assets pertaining to the Scheme, containing the particulars of such assets and the authority in whom such assets stand transferred or vested, in accordance with the applicable laws, rules and procedures of that Government. (3) The State Government shall furnish such inventory to the Central Government within a period of six months from the date of commencement of these rules: Provided that the Central Government may, for reasons to be recorded in writing and on being satisfied that sufficient cause exists, extend the said period by such further period as it may deem fit, not exceeding ninety days: Provided further that any such arrangement shall be in conformity with the provisions of the General Financial Rules, 2017 and such other financial instructions or guidelines as may be issued by the Central Government. 9. Records, data and documents. - (1) All physical records, including muster rolls, sanction orders, bills, vouchers, registers, audit files and proceedings shall be preserved and transferred to authorities under the Act. (2) All digital records, including Management Information Service data, geo-tagged photographs, biometric data, payment records, etc., shall be retained and managed as per the established processes and procedures.
