Issued by the Election Commission of India at New Delhi on 22 March 2024 as O.N. 69(E) (No. 3/J&K-HP/2024(N)), the notification records that electors of 1-Baramulla, 2-Srinagar and 3-Anantnag-Rajouri Parliamentary Constituencies in the Kashmir valley of the Union Territory of Jammu and Kashmir who migrated due to compelling circumstances have been treated as ordinarily resident in their respective constituencies and retained on the electoral rolls summarily revised with reference to the qualifying date of 1 January 2024; accordingly, in exercise of powers under Section 60(c) of the Representation of the People Act, 1951, for the 2024 General Election to the House of the People, and in pursuance of notifications to be issued under Section 14 of that Act, the Election Commission notifies such migrant electors (other than those specified to vote in person), exercising powers under Article 324 of the Constitution read with Section 25 of the Representation of the People Act, 1951, as a class of persons entitled to vote by postal ballot, subject to the requirements of the rules made under the Act; the notification is signed by B.C. EXTRAORDINARY PART II —Section 3 —Sub-section ( iii) PUBLISHED BY AUTHORITY No. 63] NEW DELHI, SATUR DAY , MARCH 2 3, 2024 /CHAITRA 3, 1946 CG-DL-E-23032024-253361 ELECTION COMMISSION OF INDIA NOTIFIC ATION New Delhi, the 22nd March , 202 4 O.N. 69(E).—WHEREAS, a number of electors of 1 - Baramulla, 2 -Srinagar and 3 -Anantnag -Rajouri Parliamentary Constituency in the Kashmir valley of Union Territory of Jammu and Kashmir had migrated because of compelling circumstances and have been temporarily residing in various places outside their place of ordinary residence; and WHEREAS, the Ele ction Commission, having regard to the right of franchise of such migrant electors, directed that these migrants shall continue to be treated as ordinarily residents of their respective places for inclusion/retention o f their names in the electoral roll of the concerned constituency despite their temporary migration and as such their names were allowed to be incorporated in the electoral rolls summarily revised under the order of the Election Commission with reference to 01.01.2024 as the qualifying date; Now, the Election Commission of India, in exercise of powers conferred by Section 60(c) of the Representation of the People Act, 1951, for the purposes of giving votes at the poll in the General Election to the House of the People, to be held in 2024, in pu rsuance of the notifications to be issued by the President under Section 14 of the Representation of the People Act, 1951, hereby notifies the aforesaid migrant electors enrolled in any of the Parliamentary Constituencies of 1-Baramulla, 2 -Srinagar and 3 -Anantnag -Rajouri, who are residing outside their place of ordinary residence, but other than those who have been specified to vote in person, by the Election Commission under the powers conferred by Article 324 of the Constitution read with Section 25 of t he Representation of the People Act, 1951, as the class of persons to give their votes by postal ballot, subject to the fulfillment of the requirements specified in the rules made under the said Act : [No. 3/J&K -HP/2024 (N) ] By O rder, B.
