S.O. 323(E).—Whereas M/s Khandukhal Rampura Transmission Limited having its registered office at 2nd
Floor, Niryat Bhawan, Rao Tularam Marg, Vasant Vihar, Opposite Army Hospital & Referral, New Delhi-110 057,
has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line
under "400 kV D/c Khandukhal (Srinagar) – Rampura (Kashipur) line".
And whereas, Central Electricity Authority (CEA), Ministry of Power, Government of India vide its letter
CEA-PS-11-21(25)/1/2020-PSPA-Division dated 29.06.2022 had granted prior approval under section 68(1) of the
Electricity Act, 2003 for the overhead transmission line covered under "400 kV D/c Khandukhal (Srinagar) –
Rampura (Kashipur) line".
M/s Khandukhal Rampura Transmission Limited had published notice for transmission scheme in local
newspapers The Times of India (in English) dated 31.10.2022, Dainik Jagran (in Hindi) dated 31.10.2022, The Indian
Express (in English) dated 20.05.2023, Financial Express (in English) dated 20.05.2023 and Hindustan (in Hindi)
dated 20.05.2023 and in Weekly Gazette of India dated 07.01.2023 and 01.07.2023 for the general public to make
observations/representations on the proposed transmission route within 2 Months from the date of publication.
Subsequently, M/s Khandukhal Rampura Transmission Limited has submitted an affidavit dated 01.09.2023 declaring
that no observation/representation was received within Two Months from the date of Publication in the official
Gazette of Government of India.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so
established or maintained for laying of transmission line under "400 kV D/c Khandukhal (Srinagar) – Rampura
(Kashipur) line". The following overhead transmission line is covered under this scheme:
1. 400 kV D/C Khandukhal (Srinagar) – Rampura (Kashipur) line
The transmission line covered under the above scheme will pass through, over, around and between the following
villages, towns and cities of Uttar Pradesh and Uttarakhand:

Now, after careful consideration, the Ministry of Power, Government of India, under section 164 of the Electricity
Act, 2003, confers all the powers to M/s Khandukhal Rampura Transmission Limited for laying above overhead
transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of
telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established
or maintained subject to following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways,
National Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of
Central Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and
the rules made there under by the applicant.
vi. M/s Khandukhal Rampura Transmission Limited shall have to submit the requisite clearances to Central
Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at
the time of Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line ) falls in the
GIB potential zone (or priority zone) marked in the map which is part of the order of the Hon'ble Supreme
Court order dated 19.04.2021, in the petition No.838 of 2019 regarding GIB (Great Indian Bustard) case, the
applicant has to comply with the directions of the Hon'ble Supreme Court, with regard to undergrounding of
the above overhead transmission line and / or fixing of bird diverters, as the case may be as per the Hon'ble
Supreme Court Order dated 19.04.2021 and the directions of the technical committee constituted by the
Hon'ble Supreme Court in this regard.
