The rules govern recruitment to the post of Assistant Sub-Inspector (Motor Transport), sanctioned strength 252 (2023, subject to variation), General Central Service Group "C", Non-Gazetted, Non-Ministerial (Combatised), Level 5 pay matrix (Rs. 29200-92300), filled by promotion only from Head Constable (Driver) in Level-4 (Rs. 25500-81100) with not less than five years' regular service, passage of the prescribed pre-promotional course/trade test, "SHAPE-I" medical category, and good record of service, considered by a Group "C" Departmental Promotion Committee chaired by the Deputy Inspector General with a Commandant, Second-in-Command/Deputy Commandant, Assistant Commandant (co-opted), and one Sub-Inspector-rank member. The rules also prescribe retirement at age sixty, disqualification for bigamous marriages (subject to Central Government exemption), restrictions on appointment of non-citizens of India (except Nepal/Bhutan subjects), and power for the Central Government to relax provisions and reserve/relax age limits for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and Ex-servicemen. G.S.R . 857 (E).—In exercise of the powers conferred by sub -section (1) and clauses (a) and (c) of sub-section 2 of section 18 of the Central Reserve Police Force Act, 1949 (66 of 1949), the Central Government hereby makes the following rules regulating the method of recr uitment to the post of Assistant Sub -Inspector (Motor Transport ), Technical Cadre, Group „C‟ post in the Central Reserve Police Force, namely: - 1. Short title and commencement. - (1) These rules may be called the Central Reserve Police Force, Assistant Sub-Inspector ( Motor Transport) Technical Cadre, Group „C‟ Post Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions. - (1) In these rules, unless the context otherwise requires, - (a) “Competent Authority” means the appointing authority or authority referred to in the Central Reserve Police Force Act, 1949 (66 of 1949) and Central Reserve Police Force Rules, 1955; (b) “Director General” means the Director General, Central Reserve Police Force; (c) “SHAPE -I” refers to the Medical Category as specified under the Central Reserve Police Force Standing Order No. 04 of 2008 dated the 15th December, 2008 and subsequent amendments issued by the Directorate General, Central Reserve Police Force from time to time. (2) The words and expressions used herein and not defined shall have the same meanings assigned to them in the Central Reserve Police Force Act, 1949 (66 of 1949) and the Central Reserve Police Force Rules, 1955. 3. Number of post, classification and level in the pay matrix. - The number of post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 4. Method of recruitment, age -limit, qualifications, etc. - The method of recruitment, age -limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 5. Pre-Promotional courses. - Every member of the Force in the feeder category shall be detailed to undergo qualifying promotional courses or trade test , before completing the service eligibility period for promotion to higher rank, in order of his seniority and every such member of the Force shall, before any promoti on, be required to pass promotional course or trade test or courses as specified in column (11) of the said Schedule : Provided that if the Director General, Central Reserve Police Force is satisfied that due to exigencies of service or other unavoidab le reasons, any such member is not able to undergo or qualify the required promotional course or trade test or courses, he after the reasons to be recorded in writing, may promote such member of Force, subject to passing of promotional course or trade test or courses within a period of two years, from the date of his promotion, failing which he shall be reverted to previous rank and status. 6. Seniority. - Seniority shall be regulated in accordance with the Central Reserve Police Force Rules, 1955 and gener al instructions issued by the Central Government from time to time. 7. Disqualification. - No person, - (a) who has entered into or contracted a marriage wit h a person having a spouse living; or (b) who, having a spouse living, has entered into or con tracted a marriage with any person, shall be eligible for appointment to the said post : Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to th e marriage and that there are other grounds for doing so, exempt any person from the operation of this rule. 8. Ineligibility of non -citizens of India. -No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules: Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force. 9. Superannuation. - (1) Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years : Provided that a person whose date of birth is on the first day of a month shall retire from service in the afternoon of the last day of the preceding month on attaining the age of sixty years. (2) No person shall be granted extension in se rvice beyond the prescribed age of retirement on superannuation. 10. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 11. Saving. - Nothing in these rules shall affect reservation, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and others special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard. 12. Interpretation. - If any question relating to the interpretation o f these rules arises, it shall be decided by the Central Government. SCHEDULE Name of post. Number of post. Classification. (11) (12) (13) Promotion : Head Constable (Driver) in level -4 (Rs. 25500 -81100) in the pay matrix having not less than five years regular service in the grade rendered after appointment thereto on regular basis and who, - (i) has passed pre -promotional course or trade test or courses as prescribed by the Director General, CRPF from time to time as per requirements ; Group „C‟ Departmental Promotion Committee (for considering promotion) consisting of : - (i) Deputy Inspector General, Central Reserve Police Force - Chairman ; (ii) Commandant, Central Reserve Police Force - Member -I ; Not applicable. (ii) is in Medical category “SHAPE -I; and (iii) has good record of service. Note: Where juniors who have completed their qualifying or eligibility service are being conside red for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully comp leted probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. (iii) Second in Command, or Deputy Commandant, Central Reserve Police Force - Member -II ; (iv) Assistant Commandant, Central Reserve Police Force - Co-opted Member ; (v) One member of the Force not below the rank of Sub -Inspector having sufficient knowledge of relevant trade.
