In rule 45, sub-rule (7) is amended to include Zirconium and Caesium alongside Titanium, and new sub-rule (11) is inserted, directing the Indian Bureau of Mines to publish the average sale price of Rubidium in Indian Rupees. This price is to be based on the United States Geological Survey or other reputed publications for Rubidium Carbonate, multiplied by the Reserve Bank of India's average reference rate and a conversion factor of 1.35 for the latest available calendar year. Rule 67 is amended to replace "Atomic Minerals Division" with "Atomic Minerals Directorate for Exploration and Research" and to specify that the Central Government, rather than the State Government, shall act under the second proviso to sub-section (1) of section 4; additionally, a new sub-rule (3) allows the Central Government to revoke notifications issued under sub-rule (1) before their expiry. Rule 68 sees the omission of "Part C of" and the substitution of "State Government" with "Central Government" in its first proviso. In exercise of the powers conferred by section 13 of the Mines and Minerals (Development and Regulation) Act, 1957 (67 of 1957), the Central Government hereby makes the following rules further to amend the Minerals (Other than Atomic and Hydro Carbons Energy Minerals) Concession Rules, 2016, namely:- 1. Short title and commencement.— (1) These rules may be called the Minerals (Other than Atomic and Hydro Carbons Energy Minerals) Concession (Amendment) Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Minerals (Other than Atomic and Hydro Carbons Energy Minerals) Concession Rules, 2016, — (a) in rule 44, clause (ia) shall be omitted; (b) in rule 45,— (i) in sub-rule (7), — (A) for the words "and Titanium in", the words ", Titanium, Zirconium and Caesium in" shall be substituted; (B) for the words "and Titanium sponge metal", the words ", Titanium sponge metal, Zirconium sponge and Caesium metal" shall be substituted; (ii) after sub-rule (10), the following sub-rule shall be inserted, namely:— "(11) The Indian Bureau of Mines shall publish average sale price of Rubidium in Indian Rupees on the basis of prices published by the United States Geological Survey or other reputed publications for Rubidium Carbonate for the latest available calendar year by multiplying such price with the following, namely:- (a) average reference rate of Reserve Bank of India for the said calendar year; and (b) the conversion factor of 1.35."; (c) in rule 67,— (i) in sub-rule (1), — (A) for the words "Atomic Minerals Division", the words "Atomic Minerals Directorate for Exploration and Research" shall be substituted; (B) for the words "the State Government shall", the words, brackets and figures "under the second proviso to sub-section (1) of section 4, the Central Government shall" shall be substituted; (ii) for sub-rule (3), the following sub-rule shall be substituted, namely:- "(3) The Central Government may revoke a notification issued under sub-rule (1) before the expiry of the period stated in the notification."; (d) in rule 68,— (i) the words and letter "Part C of" shall be omitted; (ii) in the first proviso, for the words "State Government", the words "Central Government" shall be substituted.
