On 22 June 2023, the Ministry of Home Affairs, Office of the Registrar General, India, issued notification F. No. 1/11/2006-Ad-III(Vol.II)/Pt.-Part(1)/393, stating that consequent upon the inclusion of an officer in the Selection Grade (Deputy Secretary) Select Lists (SGSL) of the Central Secretariat Service (CSS) for the year 2022, vide Order 4/9/2022-CS-I(D) dated 02.05.2023 issued by the Department of Personnel and Training, Shri Gyanendra Kumar Kalra (CSL No. 7397) is appointed on a regular basis to the post of Deputy Secretary with effect from 10.05.2023. The notification further states that the inclusion remains subject to further orders of the Supreme Court of India in Civil Appeal No. 629 of 2022, arising out of SLP (C) No. 30621/2011 (Shri Jarnail Singh & Ors. v. Lachhmi Narain Gupta & Ors. and other connected matters). The notification was issued by Manoj Kumar, Deputy Director General.
