NOTIFICATION
New Delhi, the 16th December, 2024
G.S.R. 7 76(E).— In exercise of the power s conferred by the proviso to article 309 of the Constitution and
in sup ersession of the Ministry of Information and Broadcasting (Main Secretariat) , Accountant Recruitment Rules,
2013 , except as respects things done or omitted to be done before such supersession, the President hereby makes the
following rules regulating the method of recruitment to the post of Accountant in the Main Secretariat under the
Ministry of Information and Broadcasting, namely: -
1. Short title and commencemen t.—(1) These rules may be called the Ministry of Information and
Broadcasting, Accountant (Main Secretariat) Recruitment Rules , 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix .— The number of the said post, its classification
and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to
these rules.
3. Method of recruitment, a ge-limit, qualification s etc.—The method of recruitment, age-limit,
qualification s and other matters relating to the said post shall be as specified in columns (5) to (13) of the said
Schedule.
4. Disqualification .— No person ,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that su ch marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds
for so doing , exempt such person from the operation of this rule.
5. Power to relax .— Where the Central Government is of the opinion that it is necessary or expe dient so
to do, it may , by order for reasons to be recorded in writing s and in consul tation with the Union Public Service
Commission relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving .— Nothing in these rules shall affect reservations, relaxation of age -limit and other concessions
required to be provide d for the Scheduled Castes, the Scheduled Tribes, e x-Serviceme n and other special categories
of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Essential qualifications:
1. Bachelor s degree from a recognised u niversity or
institute.
2. Two years experience in cash, account and b udget
work in a Government office or public sector
undertaking or autonomous body or s tatutory body.
Note 1: Qualifications are relaxable at the discretion
of the Competent Authority or Staff Selection
Commission for reasons to be recorded in writing, in
the case of candidates otherwise well qualified.
Note 2: The qualifications regarding experience is
relaxable at the discretion of the Competent Authority
or Staff Selection Commission , for reasons to be
recorded in writing in the case of candidates
belonging to Scheduled Castes or Scheduled Tribes,
if, at any stage of selection, the Staff Selection
Commission or Competent Authority, is of the
opinion that sufficient number of candidates from
these communities pos sessing the requisite
experiences are not likely to be available to fill up the
vacancies reserved for them. Not a pplicable. Two years f or direct recruits .
Note ;— There shall be a
mandatory induction training of
at least two weeks duration for
successfu l completion of the
probation as prescribed by the
Central Government.
Method of recruitment, whether by direct
recruitment or by promotion or by
deputation/absorption and percentage of
vacancies to be filled by various methods. In case of recruit ment by promotion or deputation/ absorpti on,
grades from w hich promotion or deputation/ absorption to be
made.

Deputation / absorption failing which by direct
recruitment.
Deputation / absorption :
(A) (i) Senior Secretariat Assistant of Central Secretariat Clerical
Services with e ight years regular service in the grade; and
(ii) having undergone training in cash and accounts work
in the Institute of Secretariat Training and Management
or equivalent and pos sessing two years experience of
cash, accounts and budget work failing which ;
(B) Officer s under the Central Government ; —
(a) (i) holding analogous posts on regular basis in the parent cadre
or department; or
(ii) with six years service in the grade ren dered after appointment
thereto on a regular basis in l evel 5 (Rs 29200 -92300) in the
pay matrix or equivalent in the parent cadre or department; or
(iii) with e ight years regular service in the grade rendered after
appointment thereto in level 4 (Rs 25500 -81100) in the pay
matrix or equivalent in the parent cadre or department; and
(b) having undergone training in cash and accounts work in the
Institute of Secretariat Training and Management or equivalent
course and possessing two years experien ce of cash, accounts and
budget work.
Note 1: The period of deputation including the period of
deputation in another ex -cadre post held immediately preceding
this appointment in the same or some other organis ation or
department of the Central Government shall ordinarily not exceed
three years .
Note 2: The m aximum age limit for appoi ntment by deputation
shall be n ot exceeding fifty-six years as on the closing date of
receipt of applications.
