In exercise of powers under the proviso to article 309 of the Constitution, and in supersession of the Ministry of Information and Broadcasting (Main Secretariat), Accountant Recruitment Rules, 2013, the President notified the Ministry of Information and Broadcasting, Accountant (Main Secretariat) Recruitment Rules, 2024 vide G.S.R. 776(E) dated 16 December 2024, effective from publication in the Official Gazette. The rules govern one post (2024, subject to variation depending on workload) of Accountant, classified General Central Service, Group 'B', Non-Gazetted, Ministerial, at Level-6 of the pay matrix (Rs. 35400-112400), with an age limit of not exceeding 30 years for direct recruits, relaxable up to five years for government servants. Essential qualifications for direct recruitment are a bachelor's degree from a recognised university and two years' experience in cash, account and budget work in a Government office, public sector undertaking, or autonomous/statutory body, with relaxation provisions for Scheduled Caste and Scheduled Tribe candidates. The method of recruitment is by deputation/absorption failing which by direct recruitment, with a probation period of two years for direct recruits including mandatory induction training of at least two weeks. Deputation eligibility requires Senior Secretariat Assistants of Central Secretariat Clerical Services with eight years' regular service and relevant training, or Central Government officers with six to eight years' service at Level 4 or 5 of the pay matrix with relevant training, subject to a maximum deputation period of ordinarily three years and a maximum deputation age of not exceeding fifty-six years. Persons who have contracted a bigamous marriage are disqualified from appointment absent Central Government exemption under personal law. A Departmental Confirmation Committee comprising the Deputy Secretary/Director (Administration), Under Secretary (Administration), Under Secretary (Finance), Main Secretariat, and Deputy Director (Administration), Press Information Bureau, considers confirmations; consultation with the Union Public Service Commission is stated as not necessary. Short title and commencemen t.—(1) These rules may be called the Ministry of Information and Broadcasting, Accountant (Main Secretariat) Recruitment Rules , 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix .— The number of the said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, a ge-limit, qualification s etc.—The method of recruitment, age-limit, qualification s and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification .— No person ,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that su ch marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt such person from the operation of this rule. 5. Power to relax .— Where the Central Government is of the opinion that it is necessary or expe dient so to do, it may , by order for reasons to be recorded in writing s and in consul tation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving .— Nothing in these rules shall affect reservations, relaxation of age -limit and other concessions required to be provide d for the Scheduled Castes, the Scheduled Tribes, e x-Serviceme n and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Wheth er age and educationa l qualification s prescribed for d irect recruit s will apply in the case of promotees. Period of probation, if any. (7) (8) (9) Essential qualifications: 1. Bachelor s degree from a recognised u niversity or institute. 2. Two years experience in cash, account and b udget work in a Government office or public sector undertaking or autonomous body or s tatutory body. Note 1: Qualifications are relaxable at the discretion of the Competent Authority or Staff Selection Commission for reasons to be recorded in writing, in the case of candidates otherwise well qualified. Note 2: The qualifications regarding experience is relaxable at the discretion of the Competent Authority or Staff Selection Commission , for reasons to be recorded in writing in the case of candidates belonging to Scheduled Castes or Scheduled Tribes, if, at any stage of selection, the Staff Selection Commission or Competent Authority, is of the opinion that sufficient number of candidates from these communities pos sessing the requisite experiences are not likely to be available to fill up the vacancies reserved for them. Note ;— There shall be a mandatory induction training of at least two weeks duration for successfu l completion of the probation as prescribed by the Central Government. Method of recruitment, whether by direct recruitment or by promotion or by deputation/absorption and percentage of vacancies to be filled by various methods. In case of recruit ment by promotion or deputation/ absorpti on, grades from w hich promotion or deputation/ absorption to be made. (10) (11) Deputation / absorption failing which by direct recruitment. Deputation / absorption : (A) (i) Senior Secretariat Assistant of Central Secretariat Clerical Services with e ight years regular service in the grade; and (ii) having undergone training in cash and accounts work in the Institute of Secretariat Training and Management or equivalent and pos sessing two years experience of cash, accounts and budget work failing which ; (B) Officer s under the Central Government ; — (a) (i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with six years service in the grade ren dered after appointment thereto on a regular basis in l evel 5 (Rs 29200 -92300) in the pay matrix or equivalent in the parent cadre or department; or (iii) with e ight years regular service in the grade rendered after appointment thereto in level 4 (Rs 25500 -81100) in the pay matrix or equivalent in the parent cadre or department; and (b) having undergone training in cash and accounts work in the Institute of Secretariat Training and Management or equivalent course and possessing two years experien ce of cash, accounts and budget work. Note 1: The period of deputation including the period of deputation in another ex -cadre post held immediately preceding this appointment in the same or some other organis ation or department of the Central Government shall ordinarily not exceed three years . Note 2: The m aximum age limit for appoi ntment by deputation shall be n ot exceeding fifty-six years as on the closing date of receipt of applications. If a Departmental Promotion Committee exists, what is its composition. Circumstances in which Union Public Service Commission is to be consulted in making recruitment. (12) (13) Departmental Confirmation Committee (for considering confirmation) consisting of — Consultation with Union Public Service Commission is not necessary.
