Core Purpose

The Ministry of Ports, Shipping and Waterways publishes the draft Inland Vessels (Special Category Vessels: Autonomous and Semi-Autonomous) Rules, 2025, for public information and invites objections or suggestions within thirty days from the date of their availability in the Official Gazette.

Detailed Summary

This notification, G.S.R. 754(E), issued by the Ministry of Ports, Shipping and Waterways on October 14, 2025, publishes the draft Inland Vessels (Special Category Vessels: Autonomous and Semi-Autonomous) Rules, 2025. These rules are proposed by the Central Government under the powers conferred by clause (a) of sub-section (1) of section 98, sub-sections (1) and (2) of section 42, and clause (zh) of sub-section (2) of section 106, read with sub-section (1) of section 106 of the Inland Vessels Act, 2021. The draft rules define "autonomous vessels" as mechanically propelled inland vessels operating without onboard crew or with significantly reduced manning, and "semi-autonomous vessels" as those with centralized automated systems but retaining onboard crew. The scope covers fully autonomous and semi-autonomous inland vessels. Standards for design and construction are governed by the Inland Vessels (Design and construction) Rules, 2024, as amended, along with standards from the Bureau of Indian Standards (BIS), classification societies, or International Standards Organisation. Manning requirements for these special category vessels will be determined by a risk-based assessment; however, semi-autonomous vessels must carry at least one Master, one Engine Driver, and one GP Rating as per the Inland Vessels (Manning) Rules, 2022, while autonomous vessels operate without onboard crew but with remote monitoring. Existing vessels must comply with existing rules, but new rules apply to major conversions, and all existing vessels shall, within two years from the commencement of these rules, comply with specific provisions of rules 13 and 15 of the Inland Vessels (Design and construction) Rules, 2024 concerning stability, redundancy, communication, and fail-safe mechanisms. The State Government will appoint officers for implementation and enforcement under Chapter VII of the Act and these rules, who can issue, suspend, or cancel certificates of fitness based on applications (Form No. 2) and issued certificates (Form No. 3). A single certificate of fitness will be issued for vessels falling under multiple special category rules. For inter-state operations, the home State's certificate of fitness is valid, provided it is accepted by the operating State and prior intimation is given, facilitated by the Central Government's 'Jalyan' and 'Navic' portals under the Inland Vessels (Central Database and Allied Matters) Rules 2024. Owners must obtain a certificate of fitness in Form No. 2 within twelve months from the date of commencement of these rules. Non-compliance may lead to rectification notices, suspension or cancellation of the Certificate of Fitness under section 46 of the Act, and penalties under section 87 of the Inland Vessels Act, 2021. Objections or suggestions to these draft rules must be sent to the Director (IWT-II), Ministry of Ports, Shipping & Waterways, Room No. 545, Transport Bhawan, 1-Parliament Street, New Delhi-110001, or via email to dircoord2-psw@gov.in and naveen.deswal@nic.in, within thirty days from the date on which copies of this notification are made available to the public.
