The committee's composition includes a Chairman (Secretary, Ministry of Ports, Shipping and Waterways), two Members of Parliament (Shri Vivek Thakur and Dr. Parmar Jasvantsinh Salamsinh), and various official members representing the Ministry of Ports, Shipping and Waterways, Directorate General of Shipping (Mumbai), Naval Hydrographic Office (Dehradun), Indian Maritime University, Indian Port Association, and Indian Coast Guard. Non-official members include representatives from the Indian National Ship Owners' Association (INSA), Federation of Indian Chambers of Commerce and Industries (FICCI), Associated Chambers of Commerce and Industry of India (ASSOCHAM), Federation of All India Sailing Vessel Industry Association (for East and West Coast interests), Kerala State Dheevarasabha (representing fishermen), and Container Shipping Lines Association (CSLA). The Director General, Directorate General of Lighthouses and Lightships, serves as the Member Secretary.
