The rules govern recruitment to the Group A, Level 11 (pay matrix Rs. 67,700-2,08,700) post of Deputy Director of Administration (Field Offices) in Prasar Bharati, sanctioned for 16 posts in 2023 subject to workload-based variation, filled by promotion (with deputation/absorption as fallback) from Government servants on deemed deputation to the Corporation and Corporation officers/employees in the feeder grade of Inspector of Accounts/Senior Administrative Officer (Level 8, Rs. 47,600-1,51,100) in Akashwani or Doordarshan with eight years' regular service, subject to a two-year probation. Selection for promotion is made by a Group A Departmental Promotion Committee chaired by the Chief Executive Officer of the Corporation, with the Joint Secretary of the Ministry of Information and Broadcasting, the Director General of Akashvani, and the Director General of Doordarshan as members. The rules bar appointment of persons who have contracted a bigamous marriage (subject to Central Government exemption), grant the Central Government power to relax the rules, and preserve existing reservation and age/qualification relaxations for Scheduled Castes, Scheduled Tribes, ex-servicemen and other special categories. EXTRAORDINARY PART II —Section 3 —Sub-section ( i) PUBLISHED BY AUTHORITY No. 536] NEW DEL HI, WEDNES DAY, SEPTEMBER 20, 2023/ BHADRA 29, 194 5 CG-DL-E-21092023-248858 (1) (2) (3) (4) (5) (6) (7) (8) 16* (2023) (6770 0- 208700 (9) (10) (11) (12) (13) MINISTRY OF INFORMATION AND BROADCASTING NOTIFICATION New Delhi, 19th September , 2023 G.S.R. 678(E).—In exercise of the pow ers conferred by section 32 read with sub -sections (1) and (2) of section 11 of the Prasar Bharati (Broadcasting Corporation of India) Act, 1990 (25 of 1990) and in supersess ion of the Prasar Bharati (Broadcasting Corporation of India) Deputy Director of Administration Recruitment Rules, 2018 , except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Deputy Director of Administration in Prasar Bharati (Broadcasting Corporation of India) under the Ministry of Information and Broadcasting, namely: — 1. Short title and commencement. -(1) These rules ma y be called the Prasar Bharati (Broadcasting Corporatio n of India) Deputy Director of Administration Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and level in pay matrix. - The number of the said post, their classification and level in the pay matrix shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age -limit, qualifications, etc. - The metho d of recruitment, age -limit, qualifications and other matte rs relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification. - No person, - (a) who has entered into or contracted a marriage with a per son having a spouse living; or (b) who, having a spouse liv ing, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person an d the other party to the marriage, and that there are grounds for so doing, exempt such person from the operation of this rule. 5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order , for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. - Nothing in these rules shall aff ect reservations, relaxation of age -limit and other concessions required to b e provided for the Scheduled Castes, the Schedules Tribes, ex -servicemen and other special categories of persons, in accordance with orders issued by the Central Government from t ime to time in this regard. Note 2. - These rules shall cease to exist on the superannuatio n of all Deputy Directors of Administratio n from the Central Government who are on deemed deputation to Corporation. Note 1. - The vacancies arising in a particular year shall be filled up by promotion from two categories of employees in the feeder grades, that is, the Government servants on deemed deputation to the Corporation and the officers and employees of the Corporation, as may be decided by the Corporation. Note 2 .- The vacancies arising in a particular year, which remain unfilled through the method of promot ion under these rules, shall be filled up by deputation (including Inspector of Accounts / Senior Administrative Officer in level 8 (Rs. 47600-1,51,100/ -) in the Pay Matrix with eight years regular service in the grade in Akashwani or Doordarshan . Note. - Where juniors who have c ompleted their qualifying or eligibility service are being considered, their senior shall also be considered provid ed they are not short of requisite qualifying or eligibility service or two years, whichever is less, and have successfully completed probati on period for promotion to the next higher grade along with their juniors Group ‘A’ Departmental Promotion Committee (for considering promotion) consisting of - 1.Chief Executive Officer, Corporation – Chairman; 2.
