The Ministry of Railways (Railway Board), by notification G.S.R. 526(E) dated 10th July 2023, in exercise of powers under clause (g) of sub-section (2) of section 60 read with section 198 of the Railways Act, 1989 (24 of 1989), made the Indian Railways (Open Lines) General (Amendment) Rules, 2023, effective from the date of publication in the Official Gazette; the amendment substitutes Rule 5.16 of the Indian Railways (Open Lines) General Rules, 1976 to specify that when signals have been taken 'off' for an incoming train onto a non-isolated line, no shunting movement shall be carried out towards points over which the train is to pass, except at identified stations under special instructions and specified precautions (supervision by an authorised competent railway servant, the rake or load being fully on air brake, and a maximum shunting speed of 15 kmph), and correspondingly amends sub-rule (3) of Rule 8.05 and sub-rule (2) of Rule 8.10 to cross-refer to the new Rule 5.16. The principal rules were originally published vide G.S.R. 445(E) dated 21st July 1981 and were last amended vide G.S.R. 603(E) dated 27th July 2022; the amendment was issued under File No. 2021/Safety(A&R)/19/49 and signed by Jaya Varma Sinha, Member (Operations & Business Development) and Ex-Officio Secretary.

EXTRAORDINARY PART II —Section 3 —Sub-section ( i) PUBLISHED BY AUTHORITY No. 420] NEW DELHI, FRIDAY, JULY 21, 2023/ASHADHA 30, 194 5 CG-DL-E-21072023-247503 MINISTRY OF RAILWAYS (Railway Board) NOTIFICATION New Delhi, the 10th July, 2023 G.S.R . 526 (E).—In exercise of the powe rs conferred by clause (g) of sub -section (2) of section 60, read with section 198 of the Railways Act, 1989 (24 of 1989), the Central Government hereby makes the following rules further to amend the Indian Railways (Open Lines) General Rules, 1976 , namely :- 1. Short title and commencement. —(1) These rules may be called the Indian Railways (Open Lines) General (Amendment) Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Indian Railways (Open Li nes) General Rules, 1976, (hereinafter referred to as said rules), for rule 5.16, the following rule shall be substituted, namely: - “5.16 Shunting during reception of trains - When signals have been taken ‘off’ for an incoming train on to a line which is not isolated, no shunting movement shall be carried out towards points over which the incoming train is to pass except under special instructions for identified stations where frequent shunting movements take place, and where such points are protected by a Stop Signal or by a Shunt Signal with the precautions to be observed while performing shunting that - a) shunting shall be carried out under supervision of authorised competent railway servant; and b) rake or load should be fully on air brake; and c) the m aximum speed during shunting operations shall not exceed 15 kmph” 3. In the said rules, in rule 8.05, for sub -rule (3), the following sub -rule shall be substituted, namely: - “8.05 (3) When signals have been taken ‘off’ for an incoming train on to a line wh ich is not isolated, no shunting movement shall be carried out towards points over which the incoming train is to pass except as permitted by rule 5.16 of these rules.” 4. In the said rules, in rule 8.10, for sub -rule (2), the following sub -rule shall be substituted, namely: - “8.10 (2) When signals have been taken ‘off’ for an incoming train on to a line which is not isolated, no shunting movement shall be carried out towards points over which the incoming train is to pass except as permitted by rule 5.1 6 of these rules.” [F.No. 2021/Safety(A&R)/19/49] JAYA VARMA SINHA , Member (O & BD) and Ex -Officio Secy .
