Order S.O. 809(E) dated 20 February 2024 issued by the Ministry of Power records that M/s Torrent Power Grid Ltd (a joint venture of Torrent Power Ltd. and Power Grid Corporation of India Ltd.), registered at Samanvay, Tapovan, Ambawadi, Ahmedabad, applied under Section 164 of the Electricity Act, 2003 for authorization to lay an overhead transmission line for 'Evacuation of 4.5 GW RE injection at Khavda PS under Phase II-Part D'; the Central Electricity Authority had granted prior approval under Section 68(1) of the Electricity Act, 2003 vide letter CEA-PS-11-23(20)/1/2018-PSPA-I Division/160-161I/26897/2023 dated 23.03.2023; after publishing notice in The Indian Express, Rajasthan Patrika, Divya Bhaskar and Sandesh on 11.07.2023 and in the weekly Gazette of India dated 05.08.2023, and after an affidavit dated 27.12.2023 confirming six observations were received and answered with no further representations, the Ministry of Power confers on Torrent Power Grid Ltd all powers under Section 164 that a telegraph authority possesses under the Indian Telegraph Act, 1885 for the LILO of the Pirana (PG)-Pirana (T) 400kV line at Ahmedabad, together with re-conductoring, passing through named villages of Vatva/Daskroi/Ahmedabad City, Dholka, Bavla, Sanand and Viramgam tehsils, Ahmedabad district, Gujarat; the approval is granted for 25 years subject to conditions including obtaining consents from local bodies, Railways and Highways authorities, following Appropriate Commission regulations, operating only after Electrical Inspector approval, and, where the route falls within a Great Indian Bustard (GIB) potential/priority zone, complying with the Supreme Court order dated 19.04.2021 in Petition No. 838 of 2019 regarding undergrounding or bird diverters; issued under file F.No. 25-16/6/2024-PG and signed by Deepak Rao, Director (PG).

L.-33004/99 The Gazette of India CG-DL-E-21022024-252269 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 772] NEW DELHI, WEDNESDAY, FEBRUARY 21, 2024/PHALGUNA 2, 1945 MINISTRY OF POWER ORDER New Delhi, the 20th February, 2024 S.O. 809(E). — Whereas M/s Torrent Power Grid Ltd (a Joint venture of Torrent Power Ltd. and Power Grid Corporation of India Ltd.), the applicant, with its registered office at Samanvay, 600, Tapovan, Ambawadi, Ahmedabad, Gujarat-380015, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under "Evacuation of 4.5 GW RE injection at Khavda PS under Phase II- Part D". And whereas, Central Electricity Authority (CEA), Ministry of Power, Government of India vide its letter CEA-PS-11-23(20)/1/2018-PSPA-I Division/160-161 I/26897/2023 dated 23.03.2023 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead transmission line covered under “Evacuation of 4.5 GW RE injection at Khavda PS under Phase II- Part D". M/s Torrent Power Grid Ltd had published notice for transmission scheme in local newspapers The Indian Express (in English) dated 11.07.2023, Rajasthan Patrika (in Hindi) dated 11.07.2023, Divya Bhaskar (in Gujrati) dated 11.07.2023, Sandesh (in Gujrati) dated 11.07.2023 and in weekly Gazette of India dated 05.08.2023 for the general public to make observations/representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s Torrent Power Grid Ltd. has submitted an affidavit dated 27.12.2023 declaring that 6 observations/representations were received within two months from the date of publication in the official gazette of Government of India, the same have been answered by M/s Torrent Power Grid Ltd. and no further observation/representation was received. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric “Evacuation of 4.5 GW RE injection at Khavda PS under Phase II- Part D". The following overhead line is covered under this scheme: 1. LILO of Pirana (PG) – Pirana (T) 400kV line at Ahmedabad S/s along with re-conductoring of Pirana (PG) – Pirana(T) line. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Torrent Power Grid Ltd shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line ) falls in the GIB potential zone (or priority zone) marked in the map which is part of the order of the Hon'ble Supreme Court order dated 19.04.2021, in the petition No.838 of 2019 regarding GIB (Great Indian Bustard) case, the applicant has to comply with the directions of the Hon'ble Supreme Court, with regard to undergrounding of the above overhead transmission line and / or fixing of bird diverters, as the case may be as per the Hon'ble Supreme Court Order dated 19.04.2021 and the directions of the technical committee constituted by the Hon'ble Supreme Court in this regard.
