L.-33004/99 The Gazette of India CG-DL-E-20072026-274618 EXTRAORDINARY PART II—Section 3—Sub-section (i) PUBLISHED BY AUTHORITY No. 579] NEW DELHI, FRIDAY, JULY 17, 2026/ASHADHA 26, 1948 5492 GI/2026 MINISTRY OF YOUTH AFFAIRS AND SPORTS (Department of Sports) ORDER New Delhi, the 17th July, 2026 G.S.R. 638(E).—Whereas, the National Anti-Doping Agency was, prior to its reconstitution under the said Act, a society registered under the Societies Registration Act, 1860 (21 of 1860) and had, in that capacity, framed the National Anti-Doping Rules, 2021 governing anti-doping activities, and procedures applicable to persons within the anti-doping framework, pursuant to its obligations under the World Anti-Doping Code as adopted and amended from time to time by the World Anti-Doping Agency; And whereas, until such time as the National Board for Anti-Doping in Sports is established and such Board and the National Anti-Doping Agency makes regulations under sections 30 and 31 of the said Act, a difficulty may arise in carrying out anti-doping activities in the absence of any operative framework, which may impede the effective implementation of the provisions of the said Act; And whereas, the aforementioned difficulty has arisen in giving effect to the provisions of the said Act and it is expedient to remove the said difficulty; Now, therefore, in exercise of the powers conferred by sub-section (1) of section 33 of the National Anti-Doping Act, 2022 (15 of 2022), the Central Government hereby makes the following Order, namely:— 1. Short title and commencement.— (1) This Order may be called the National Anti-Doping (Removal of Difficulties) Order, 2026. (2) It shall come into force on the 17th day of July, 2026, and shall be in force till such time regulations are notified by the National Board for Anti-Doping in Sports under section 30 and by the National Anti-Doping Agency under section 31 of the said Act. 2. Continued applicability of the National Anti-Doping Rules, 2021.— (1) The National Anti-Doping Rules, 2021 adopted by the National Anti-Doping Agency, which were applicable immediately prior to the commencement of the said Act, shall continue to apply for all matters covered by its provisions until such time that regulations on the same subject matter are notified under sections 30 or 31 of the said Act, as the case may be. (2) Any action taken, proceedings initiated, or any determination made in accordance with the National Anti-Doping Rules, 2021, during the period this order is in force, shall be deemed to have been validly taken, initiated, or made under the said Act.
