NOTIFICATION
New Delhi, the 8th September, 2026
Subject: Notification under Sections 37 of the National Sports Governance Act, 2025 with regard to the Indian
Olympic Association
S.O. 4962(E).- Whereas the National Sports Governance Act, 2025 (hereinafter referred to as the "Act")
provides governance framework for all National Sports Bodies and also states that every National Sports Bodies shall
primarily be guided by the International Charters and Statutes in the governance of their affairs.

And whereas, Ministry is in receipt of a communication from the Indian Olympic Association (IOA) that in
compliance with the requirements of the Act, the Draft amended Constitution was sent to the International Olympic
Committee (IOC) for their comments. The IOC has specifically recommended that the number of the Executive Council
Members to be kept unchanged and shall remain independent of the number of IOC Member(s) in India. This would
mean that besides the IOC Member(s), the Executive Council comprises of 15 (fifteen) members. The IOA has sought
grant of exemption, relaxations and/or issuing such clarifications as may be necessary and permissible under Sections
34 and 37 of the Act, to enable the IOA to comply with the applicable requirements of the Olympic Charter and IOC
Regulations while continuing to adhere to the governance principles and other requirements of the Act.

And whereas, the Central Government has considered the aforesaid communication of the IOA, informing the
Ministry about IOC's recommendation and is satisfied that such aforesaid requirement as specified by IOC needs to be
harmonised with the requirements of the Act concerning the composition of the Executive Council of IOA. The Central
Government is satisfied that the circumstances warrant exercise of the powers under Section 37(2) of the Act.

Now, therefore, in exercise of the powers conferred by Section 37(2) of the Act, and subject to the conditions
specified herein, the Central Government hereby clarifies that, requirements prescribed under Section 4(1)(b) of the Act
shall not apply to the Indian Olympic Association to the extent necessary to accommodate the IOC Member(s) in India,
who are required under the Olympic Charter to be ex-officio voting member(s) of the Executive Committee, in addition
to the existing 15(fifteen) members of the Executive Committee. The IOA shall ensure that its Constitution and
governance framework remain otherwise in conformity with the Act, the rules made thereunder and the Olympic
Charter.
