The Ministry of Agriculture and Farmers Welfare (Department of Agriculture and Farmers Welfare), vide S.O. 3246(E) dated 20th July 2023, in exercise of powers under sub-section (1) of Section 3 of the Destructive Insects and Pests Act, 1914 (2 of 1914), notifies the Plant Quarantine (Regulation of Import into India) (Fifth Amendment) Order, 2023, effective from the date of publication, amending Schedule VI to the Plant Quarantine (Regulation of Import into India) Order, 2003 to insert additional entries for imports from Bhutan of fresh garlic bulbs, beet root, pumpkin, banana, radish, sooji and maida (wheat products), turnip, quinoa grain/seeds, and chayote, most requiring the goods to be free from plant debris, weed seeds and soil with no additional declarations, while sooji and maida require fumigation with Aluminium Phosphide at 9 g/metric ton for a minimum of five days, endorsed on the Phytosanitary Certificate at the country of origin; the principal order dated 18th November 2003 (S.O. 1322(E)) has been amended many times previously, most recently before this amendment vide S.O. No. 2680(E) dated 12th June 2023.

Short title and Com mencement. —(1) This Order may be called the Plant Quarantine (Regulation of Import into India) (Fifth Amendment) Order, 2023. (2) It shall come into force on the date of its publication in the Official Gazette. 1. In the Schedule VI to the Plant Quarantine (Regulation of Import into India) Order, 2003; (i) Against serial no 15 relating to Allium Sativum (Garlic) after the entries relating to (iii) in column (3) the following entries in column no. (3), (4), (5) an d (6) shall respectively be inserted, namely: (3) (4) (5) (6) (iv)Fresh bulbs for consumption Bhutan Nil Free from plant debris, weed seeds and soil (ii) Against serial no 48 relating to Beta vulgaris (Beet Root), the entries in column (3) shall be re -numbered as (i) thereof and after the item (i) so renumbered and the entries relating to, the following entries relating to column (3), (4), (5) and (6) shall respectively be inserted, namely: (3) (4) (5) (6) (ii)Fresh roots for consumption Bhutan Nil Free from plant debris, weed seeds and soil (iii) Against serial no 106 relating to Cucurbita moschata (Pumpkin), the entries in column (3) shall be re -numbered as (i) thereof and after the item (i) so renumbered and the entries relating to, the following e ntries relating to column (3), (4), (5) and (6) shall respectively be inserted, namely: (3) (4) (5) (6) (ii)Fresh fruits for consumption Bhutan Nil Free from plant debris, weed seeds and soil (iv) Against serial no 222 relating to Musa paradisiaca (Bana na), the entries in column (3) shall be re -numbered as (i) thereof and after the item (i) so renumbered and the entries relating to, the following entries relating to column (3), (4), (5) and (6) shall respectively be inserted, namely: (3) (4) (5) (6) (ii)Fresh fruits for consumption Bhutan Nil Free from plant debris, weed seeds and soil (v) Against serial no 272 relating to Raphanus sativus (Radish), the entries in column (3) shall be re -numbered as (i) thereof and after the item (ii) so renumbered and the entries relating to, the following entries relating to column (3), (4), (5) and (6) shall respectively be inserted, namely: (3) (4) (5) (6) (ii)Fresh vegetables for consumption Bhutan Nil Free from soil and other plant debris (vi) Against serial num ber 310, relating to “Triticum aestivum (Wheat)” the entries in columns (2) shall be numbered as (i) thereof and after the item (i) so numbered and the enteries relating to, the following column (2), (3), (4), (5) and (6) shall respectively be inserted, na mely: (2) (3) (4) (5) (6) (ii) Sooji and Maida For consumption purpose Bhutan Free from: Storage pests Fumigation with Aluminum phosphide (ALP) @ 9 g/metric ton for minimum 5 days. The treatment shall be endorsed on Phytosanitary Certificate issued a t the country of origin/re -export. (vii) Against serial no 529 relating to Brassica rapa sub sp. rapa (Turnip), the entries in column (3) shall be re - numbered as (i) thereof and after the item (i) so renumbered and the entries relating to, the following entries relating to column (3), (4), (5) and (6) shall respectively be inserted, namely: (3) (4) (5) (6) (ii) Fresh roots for consumption Bhutan Nil Free from plant debris, weed seeds and soil (viii) Against serial no 775 relating to Chenopodium quinoa (Quinoa) after the entries relating to (ii) in column (3) the following entries in column no.
