No. 12032/02/2023-PP-1] MINISTRY OF AGRICULTURE AND FARMERS WELFARE (Department of Agriculture and Farmers Welfare) NOTIFICATION New Delhi, the 17th June, 2026 G.S.R. 493(E).– Whereas the draft rules further to amend the Insecticides Rules, 1971, was published, as required by section 36 of the Insecticides Act, 1968 (46 of 1968), vide notification of the Government of India in the Ministry of Agriculture and Farmers Welfare (Department of Agriculture and Farmers Welfare) number G.S.R. 674 (E), dated the 18th September, 2025, in the Gazette of India, Extraordinary, Part-II, Section-3, Sub-section (i), inviting objections or suggestions from all persons likely to be affected thereby, before the expiry of a period of thirty days from the date on which the copies of the Gazette of India in which the said notification was published, were made available to the public; And whereas, copies of the said notification were made available to the public on the 18th day of September, 2025; And whereas, objections or suggestions received from the public in respect of the said draft rules have been considered by the Central Government; Now, therefore, in exercise of the powers conferred by section 36 of the said Act, the Central Government hereby makes the following rules further to amend the Insecticides Rules, 1971, namely:- 1. Short title and Commencement.- (1) These rules may be called the Insecticides (Amendment) Rules, 2026. (2) They shall come into force after a period of ninety days from the date of their publication in the Official Gazette. 2. In the Insecticides Rules, 1971 (hereinafter referred to as the said rules), in rule 9, for sub-rule (1), the following sub-rule shall be substituted, namely:- "(1) The application for grant of a licence to manufacture any insecticide shall be made in digital mode in Form II to the licensing officer and shall be accompanied by a fee of rupees two thousand for every insecticide and a maximum of rupees twenty thousand for all insecticides for which the licence is applied.". 3. In the said rules, in rule 10, for sub-rule (1), the following sub-rule shall be substituted, namely:- "(1) The application for grant of a licence to sell, stock or exhibit for sale or distribute insecticides shall be made in digital mode in Form II to the licensing officer and shall be accompanied by the fees specified in sub-rule (2)." 4. In the said rules, in rule 15,- (a) in sub-rule (2), for the words “entered insecticide wise, in a register either in physical form or digital form", the words “made insecticide wise in digital mode" shall be substituted; (b) in sub-rule (3), for the words “either in physical form or digital form", the words "in digital mode" shall be substituted; (c) for sub-rule (4), following sub-rule shall be substituted, namely :- “ Every manufacturer or importer shall maintain in digital form of such sale, manufacture or import of technical Grade Insecticide and formulated Insecticide and submit the monthly statement or return to the licensing officer, in Appendix D1 to Form III and Appendix D2 to Form III respectively within fifteen days from the closing of the month.”. 5. In the said rules, in rule 24,- (a) in sub-rule (3), the words “in triplicate” shall be omitted; (b) after sub-rule (3), the following sub-rule shall be inserted, namely:- "(4) The receipt as specified in sub-rule (1) and supply of report as specified in sub-rule (3) shall be made in digital form.". 6. In the said rules, in rule 25, after the first proviso, the following proviso shall be inserted, namely:- "Provided further that the fee may also be paid in the digital mode.". 7. In the said rules, in rule 27, for clause (6), following clause shall be substituted, namely:- “(6) to maintain a digital record of all inspections made and action taken by him in the performance of his duties including the taking of samples and seizure of stocks and to submit such record to the licensing officer and a digital record shall be maintained within twenty-four hours of all such inspections made and action taken by him using physical form in the performance of his duties under rules 30, 32 and 33, or under the Act or under these rules." 8. In the said rules, in rule 30, after the word, letters and brackets "Form V(A)”, the words ",either in physical or digital mode" shall be inserted. 9. In the said rules, in rule 32, after the word, letters and brackets “Form V(B)”, the words “,either in physical or digital mode" shall be inserted. 10. In the said rules, in rule 33, after the words “he takes it”, the words “,either in physical or digital mode" shall be inserted. 11. In the said rules, in rule 34, after sub-rule (1), the following proviso shall be inserted, namely:- "Provided that the form of intimation for test or analysis shall be issued in digital mode.". 12.
