The Ministry of Power issued Order S.O. 5470(E) dated 18th December 2024, conferring upon M/s Powergrid Ramgarh II Transmission Limited, under Section 164 of the Electricity Act, 2003, the powers a telegraph authority possesses under the Indian Telegraph Act, 1885, for laying the Ramgarh-Bhadla-3 765 kV D/C overhead transmission line under the Transmission System for Evacuation of Power from REZ in Rajasthan (20 GW) under phase III part C1 scheme. Prior approval under section 68(1) of the Electricity Act, 2003 was granted vide letter No. 25-17/11/2023-PG dated 26.07.2023. The line passes through villages in Ramgarh, Mohangarh, Pokhran, and Bajju tehsils of Jaisalmer and Bikaner districts, Rajasthan. The order is subject to conditions including a 25-year approval period, consent from local bodies, Railways and Highway authorities, compliance with Appropriate Commission regulations, Electrical Inspector approval, submission of clearances from Civil Aviation and Defence authorities, and compliance with Supreme Court directions in Petition No. 838 of 2019 concerning the Great Indian Bustard if the route falls within its habitat. 8177 GI/202 4 (1) EXTRAORDINARY PART II —Section 3 —Sub-section ( ii) PUBLISHED BY AUTHORITY No. 5062] NEW DELHI, WEDNESDAY , DECEMBER 18, 2024 /AGRAHAYANA 27 , 194 6 CG-DL-E-19122024-259520 MINISTRY OF POWER ORDER New Delhi, the 18th December, 2024 S.O. 54 70(E).—Whereas M/s Powergrid Ramgarh II Transmission Limited, the applicant with its registered office at B -9, Qutub Institutional Area, Katwaria Sarai, New Delhi, India -110016 has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme “Transmission System for Evacuation of Power from REZ in Rajasthan (20 GW) under phase III part C1”. And whereas, Ministry of Power, Government of India vide its letter No. 25 -17/11/2023 -PG dated 26.07.2023 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme “Transmission System for Evacuation of Power from REZ in Rajasthan (20 GW) under phase III part C1”. M/s Powergrid Ramgarh II Transmission Limited had published notice for the transmission scheme in local newspapers The Times of India (in English) dated 09.02.2024 & 19.03.2024 (Corrigendum), Dainik Navjyoti (in Hindi) dated 09.02.2024 & 19.03.2024 (Corrigendum), Lokmat (in Hindi) dated 09.02.2024 & 19.03.2024 (Corrigendum) and in Weekly Gazette of India dated 18.05.2024 for the general public to make observations/representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s Powergrid Ramgarh II Transmission Limited has submitted an affidavit dated 14.11.2024 declaring that 03 observations/representations were received within two months from the date of publication in the Newspapers/official gazette of Government of India, the same have been suitably replied by M/s Powergrid Ramgarh II Transmission Limited and no further observation/representation was received. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of overhead transmission line under transmission scheme “Transmission System for Evacuation of Power from REZ in Rajasthan (20 GW) under phase III part C1”. The following overhead line is covered under this scheme: 1. Ramgarh - Bhadla -3 765 kV D/C transmission line The overhead transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Rajasthan Villages Tehsil District State Khirar Beri, Raghwa, Tibarewala Tiba, Seuwa, Raimala, Sadhan Ramgarh Jaisalmer Rajasthan Bada, Sultana, 4 -5 CSM 2PTM, Deega, Buili, Sutar Mandi, Bahla, Dadoorewala, Rohironwala, Bharewala, Moharonwala, Malasor, Raishandwala, Jaloowala, Karnewala Mohangarh Jaisalmer Rajasthan Kheroowala, Tawariwala, Panna, *Bodana, *Talriya Pokhran Jaisalmer Rajasthan Bikampur Bajju Bikaner Rajasthan *Bodana and Talriya will come under jurisdiction of Bap Tehsil of newly formed Phalodi District. Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Powergrid Ramgarh II Transmission Limited for laying above overhead transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above -mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under the Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Powergrid Ramgarh II Transmission Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
