Detailed Summary

The Ministry of Home Affairs issued Notification G.S.R. 373(E) on May 18, 2026, establishing the Border Security Force, Combatised Para-Medical Cadre Group 'B' post Recruitment Rules, 2026. These rules, enacted under clauses (b) and (c) of sub-section (2) of section 141 of the Border Security Force Act, 1968 (47 of 1968), supersede the Border Security Force Combatised Para-Medical Staff Recruitment Rules, 2013, specifically for posts such as Sister In-charge (Subedar Major), Nursing Sister (Inspector), Staff Nurse (Sub-Inspector), various Pharmacist/Emergency Medical Technician roles, Junior Dietician, Physiotherapist, Blood Bank Technician/Lab Technician, and Senior Radiographer, while preserving actions taken prior to this supersession. Effective upon publication in the Official Gazette, the rules delineate the number of posts, their classification (General Central Service, Group 'B', Non-Gazetted, Non-Ministerial (Combatised)), pay-matrix levels (ranging from Level-5 (Rs. 29200-92300) to Level-8 (Rs. 47600-151100)), and recruitment methods (direct recruitment, promotion, deputation, or composite methods). The notification mandates medical fitness to Category SHAPE-I for promotions and adherence to Ministry of Home Affairs guidelines dated May 20, 2015, for direct recruits' medical examinations in CAPFs/ARs. Specific physical standards are prescribed, including minimum heights for males (e.g., 165 Cm for un-reserved, 160 Cm for Scheduled Tribes, 155 Cm for Scheduled Tribes from North Eastern States) and females (e.g., 155 Cm for un-reserved, 148 Cm for Scheduled Tribes), and a chest measurement of 75-80 Cm for males. Individuals engaging in bigamous marriages are generally disqualified, with Central Government exemption possible. Appointees are liable to serve anywhere in India or abroad. Non-citizens, except subjects of Nepal or Bhutan, require prior Central Government permission for appointment. Retirement is set at age sixty, without extension. Existing reservations and concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and ex-servicemen remain unaffected. The Schedule details 18 distinct posts, specifying their numbers (e.g., Subedar Major (Sister-in-charge) - 24, Inspector (Nursing Sister) - 100, Sub-Inspector (Staff Nurse) - 215, Subedar Major (Pharmacists) - 11, Inspector (Pharmacist) - 29, Sub-Inspector (Pharmacist) - 67, Inspector (Laboratory Technician) - 2, Sub-Inspector (Laboratory Technician) - 23, Inspector (X-Ray/Radiographer) - 2, Sub-Inspector (X-Ray/Radiographer) - 6, Inspector (Physiotherapist) - 2, Sub-Inspector (Physiotherapist) - 15, Sub-Inspector (Dental Technician) - 2, Sub-Inspector (Operation Theatre Technician) - 2, Sub-Inspector (Electronic Cardio Graphics Technician) - 1, Subedar Major (Dietician) - 1, Inspector (Dietician) - 1, Sub-Inspector (Medic) - 14), with all numbers subject to workload variation. Promotion criteria typically involve 2 to 10 years of regular service in lower grades and successful completion of basic recruit training. Educational qualifications for deputation/direct recruitment include 12th Class, diplomas in General Nursing, Pharmacy (registered under Pharmacy Act, 1948), Medical Laboratory Technician, Physiotherapy, Electronic Cardio Graphics Technology, or Master's/B.Sc. with Post Graduate Diploma in Dietetics, often coupled with 1 to 6 years of experience in relevant 100-bedded hospitals or institutions. Most direct recruits serve a two-year probation period, which includes a mandatory induction training of at least two weeks. Age limits for direct recruits include 'not exceeding thirty years' for some posts, with relaxations for Government Servants up to five years and a maximum age of fifty-six years for deputation. Departmental Promotion Committees and Departmental Confirmation Committees for these posts typically comprise an Inspector General (Medical) as Chairperson and a Deputy Inspector General and Senior Medical Officer as Members, all from the Border Security Force.
