L. -33004/99 EXTRAORDINARY PART II —Section 3 —Sub-section ( i) PUBLISHED BY AUTHORITY No. 206] NEW DELHI , TUES DAY , MARCH 1 9, 2024 /PHALGUNA 29, 1945 CG-DL-E-19032024-253231 (1) (2) (3) (4) (5) (35400 -112400 (6) (7) (8) (9) (10) (11) (12) (13) (1) (2) (3) (4) (5) (35400 -112400 (6) (7) (8) (9) (10) (11) (12) (13) MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 19th March , 2024 G.S.R. 220(E).— In exercise of the powers conferred by sub -section (1) of section 18 of the Central Reserve Police Force Act, 1949 (66 of 1949) and in supersession of the Central Reserve Police Force, Group ‘B’ posts (General Duty, Technical and Tradesmen Cadre) Recruitment Rules, 2014, in so far as they relate to posts o f Technical Cadre Sub -Inspector (Armourer) and Sub -Inspector (Motor Mechanic), except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to t he posts of Sub -Inspector (Armourer) and Sub -Inspector (Motor Mechanic), in the Central Reserve Police Force, Ministry of Home Affairs, namely: - 1. Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, Central Reserve Police Force, Technical Cadre, Sub -Inspector (Armourer) and Sub -Inspector (Motor Mechanic), Group ‘B’ Posts, Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions. - (1) In these rules, unless the context otherwise requires, - (a) “competent authority” means the appointing authority or authority referred to in the Central Reserve Police Force Act, 1949, and the Central Reserve Police Force Rules, 1955; (b) “Director General” means the Director General, Central Reserve Police Force; (c) “SHAPE -1” refers to the medical category as specified under the Central Reserve Police Force Standing Order No. 04 of 2008, dated the 15th December, 2008, and subsequent amendments issued by the Central Government from time to time. (2) The words and expressions used herein and not defined shall have the same meanings assigned to them in the Central Reserve Police Force Act, 1949 (66 of 1949) and the Central R eserve Police Force Rules, 1955. 3. Application. - These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 4. Number of posts, classification and level in pay matrix. - The number of the said posts, their cla ssification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 5. Method of recruitment, age -limit, qualifications, etc. - The method of recruitment, age -limit, qualifications and other matters rel ating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 6. Seniority. - Seniority shall be regulated in accordance with the Central Reserve Police Force Rules, 1955, and general instructions issued by the Central Government from time to time. 7. Appointment. - Every person who have completed their qualifying or eligibility service as prescribed in the Schedule annexed to these rules, shall only be considered for appointment or promotion to the grade or grades provided they are in medical category SHAPE -1 as specified under the Central Reserve Police Force Standing Order No. 04 of 2008, dated the 15th December, 2008, and subsequent amendments issued by the Central Government from time to time. Further, such every person shall not have major punishment and adverse remark in the Annual Performance Appraisal Report in the preceding five years. 8. Disqualification. - No person, - (a) who has entered into o r contracted a marriage with a person having a spouse living ; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and that there are other grounds for so doing, exempt any person from the operation of this rule. 9. Ineligibility of non -citizens of India. - No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed or employed under these rules: Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force. 10. Superannuation. - (1) Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time : Provided that a person whose date of birth is on the first day of a month shall stand retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation. (2) No per son shall be granted extension in service beyond the age of retirement on superannuation as specified in sub -rule (1). 11. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and fo r reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 12. Saving. - Nothing in these rules shall affect reservation, r elaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex -servicemen and other special categories of persons in accordance with the orders issued by the Central G overnment f rom time to time in this regard. (11) (12) (13) Promotion: Assistant Sub -Inspector (Armourer) in level -5 in the pay matrix (Rs. 29200 - 92300) with six years regular service in the grade rendered after appointment thereto Group ‘B’ Departmental Promotion Committee (for considering promotion) consisting of: - 1. Deputy Inspector General of Police, Central Reserve Police Force - Not applicable. on a regular basis subject to qualifying the courses prescribed by the Director General, Central Reserve Police Force. Note. - Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligib ility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Chairperson; 2. Commandant, Central Reserve Police Force -Member; 3. Second -in-command or Deputy Commandant, Central Reserve Police Force - Member; 4. Assistant Commandant, Central Reserve Police Force - Member; 5. One member not below the rank of Inspector having adequate knowledge of relevant trade -Member. Note. - Where juniors who have completed their Group ‘B’ Departmental Promotion Committee (for considering promotion) consisting of: - 1. Deputy Inspector General of Police, Central Reserve Police Force - Chairperson; Not applicable. qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of s uch qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation: Officers of the Central Government or State Governments or Union territory administrations, - (a) (i) holding analogous posts on a regular basis in the parent cadre or department; or (ii) with six years regular service in the grade rendered after appointment thereto on a regular basis in level -5 in the pay matrix (Rs. 29200 - 92300); and (b) possessing the following educational qualifications, experience and medical standards, - (i) possessing two years Industrial Training Institutes c ertificate in Mechanic Motor Vehicle recognised by the National or State Council for Vocational training or any other recognised institution or National or State apprenticeship certificate in the Mechanic Motor Vehicle Trade of three years duration from a recognised institution; (ii) three years practical experience in the field of concerned trade; and (iii) the candidate shall be in the medical category SHAPE -1. Note 1. - The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2. - The period of deputation including the period of deputation i n another ex -cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 3. - The maximum age -limit for appointment by deputation shall be not exceeding fifty -six years as on the last date of receipt of applications. 2.
