These rules are made by the Central Government under clauses (b) and (c) of sub-section (2) of section 141 of the Border Security Force Act, 1968 (47 of 1968), to amend the Border Security Force, General Duty Cadre (Non-Gazetted) Recruitment Rules, 2015. Specifically, the Schedule against serial number 5, relating to the post of Constable, is amended: the age-limit in column (6) is set between 18 and 23 years, with relaxations up to five years for the first batch of ex-Agniveers and up to three years for other ex-Agniveers, with the crucial date determined by the Staff Selection Commission or Nodal Force. Column (7) for qualifications is updated to require a 10th Class pass or equivalent, or equivalent Army qualification for ex-Army personnel, adherence to Central Government prescribed physical and medical standards, and qualifying Physical Efficiency Test and written examination, with ex-Agniveers exempted from Physical Standard Test and Physical Efficiency Test. Column (10) for method of recruitment is substituted to specify direct recruitment, reserving fifty percent of vacancies for ex-Agniveers in every recruitment year, ten percent for ex-Servicemen, and up to three percent for absorption of annual vacancy among Combatised Constable (Tradesmen). The recruitment process involves a first phase by the Nodal Force for ex-Agniveer vacancies and a second phase by the Staff Selection Commission for others, including unfilled ex-Agniveer vacancies. Vacancies for female candidates are determined annually by the Director General Border Security Force. In column (11), the absorption criteria are updated for eligible Combatised Constable (Tradesmen) with a minimum of five years regular service and below thirty-five years of age, and Note 2 revises the age from "fifty-two years" to "fifty-six years." The original 2015 Rules were previously amended by G.S.R. 830 (E) dated October 30, 2015; G.S.R. 1208 (E) dated September 28, 2017; G.S.R. 174 (E) dated March 6, 2023; and G.S.R. 387 (E) dated June 17, 2025.

L.-33004/99 The Gazette of India CG-DL-E-18122025-268624 EXTRAORDINARY PART II—Section 3—Sub-section (i) PUBLISHED BY AUTHORITY No. 820] NEW DELHI, THURSDAY, DECEMBER 18, 2025/AGRAHAYANA 27, 1947 MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 18th December, 2025 G.S.R. 906(E).— In exercise of the powers conferred by clauses (b) and (c) of sub-section (2) of section 141 of the Border Security Force Act, 1968 (47 of 1968), the Central Government hereby makes the following rules further to amend the Border Security Force, General Duty Cadre (Non-Gazetted) Recruitment Rules, 2015, namely:- 1. (1) These rules may be called the Border Security Force, General Duty Cadre (Non-Gazetted) Recruitment (Amendment) Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Border Security Force, General Duty Cadre (Non-Gazetted) Recruitment Rules, 2015, in the Schedule, against serial number 5, relating to the post of Constable,- (a) in column (6), for the entries, the following entries shall be substituted, namely:- "Between 18 and 23 years. Note 1: The crucial date for determination of the age-limit shall be as advertised by the Staff Selection Commission or the concerned Nodal Force. Note 2: The upper age- limit shall be relaxable upto five years for the candidates of the first batch of ex- Agniveers. Note 3: The upper age-limit shall be relaxable upto three years for the candidates of ex-Agniveers."; (b) in column (7), for the entries, the following entries shall be substituted, namely:- "(i) 10th Class pass or equivalent from a recognised Board or equivalent Army qualification in case of ex-Army personnel; (ii) Physical and medical standard for recruitment to the post of Constable (General Duty) shall be applicable as per the scheme prescribed by the Central Government from time to time; (iii) Must qualify Physical Efficiency Test and written examination as prescribed for Constable (General Duty) mentioned in the advertisement for recruitment; (iv) ex-Agniveers shall be exempted from Physical Standard Test and Physical Efficiency Test.”; (c) in column 10, for the entries, the following entries shall be substituted, namely:- "By direct recruitment (including fifty per cent. vacancies shall be reserved for ex-Agniveers in every recruitment year, ten per cent. from ex-Servicemen and upto three per cent. for absorption of annual vacancy amongst Combatised Constable (Tradesmen). For ex-servicemen Deputation or Re-employment Note 1: In the first phase, the recruitment shall be conducted by the Nodal Force for fifty per cent. vacancies earmarked for ex-Agniveers. Note 2: In the second phase, recruitment shall be conducted by the Staff Selection Commission for candidates other than ex-Agniveers for the remaining forty-seven per cent.(including ten per cent. ex-Servicemen) for the vacancies alongwith the unfilled vacancies of ex-Agniveers in a specific category in the first stage. Note 3: The vacancies for female candidates shall be calculated on year to year basis by the Director General Border Security Force on functional requirement basis."; (d) in column 11,- (i) for the entries relating to the absorption, the following entry shall be substituted, namely: - "Absorption: Amongst eligible Combatised Constable (Tradesmen) of the Force having minimum five years regular service in the Force and are below thirty five years of age."; (ii) in the Note 2 for the words "fifty-two years", the words "fifty-six years” shall be substituted.
