ORDER
New Delhi, the 17th August, 2023
S.O. 36 86(E).—Whereas M/s Renew Solar Power Private Limited, the applicant with its registered office at 138
Ansal ChamberS -II, Bhikaji Cama Place, New Delhi -110066 India, has applied for authorization under Section 164 of
the E lectricity Act, 2003 for laying of electric line under the transmission scheme “Installation of the dedicated
overhead transmissi on line included in the transmission system for providing connectivity to “Renew Solar Power
Private Limited” for its 300MW Wind generation project in Gadag, Karnatka”.
And whereas, CEA, Ministry of Power, Government of India vide its letter No. CEA -PS-11-21/1/2021 - PSPA -I
Division - Part (1)/ 294 -295 dated 22/11/21 had granted prior approval under section 68(1) of the Electricity Act, 2003
to M/s Renew Solar Power Private Limited for the overhead line covered under the transmission scheme “Installati on
of the dedicated overhead transmission line included in the transmission system for providing connectivity to “Renew
Solar Power Private Limited” for its 300MW Wind generation project in Gadag, Karnatka”.
M/s Renew Solar Power Private Limited ha d published notice for transmission scheme in local newspapers
17.05.2022 (Prajavani, Samyukta Karnataka, The Times of India, Deccan Herald), 18.05.2022 (Rajasthan Patrika) and
in Weekly Gazette of India dated 02.07.2022 to 08.07.2022 and Hindi Corrigendum dated 03.12.2022 to 09.12.2022
for the general public to make observations/representations on the proposed transmission route within 2 Months from
the date of publication. Subsequently, M/s ReNew Solar Power Private Limited has submitted an affidavit date d
21.06.2023 declaring that no objection, observation/representation has been received from public within 2 Months
from the date of Publication of public notice for the above transmission scheme in newspaper/ gazette of India.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act,
2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a teleg raph established or maintained by Government or to be so
established or maintained for laying of electric lines covered under the transmission scheme “Installation of the
dedicated overhead transmission line included in the transmission system for providin g connectivity to “Renew Solar
Power Private Limited” for its 300MW Wind generation project in Gadag, Karnatka”. The following overhead line is
covered under this transmission scheme:
Renew Solar Power Private Limited Pooling Sub -station (Hirehandigol Vil lage, Gadag District, Karnataka) - 400/220
kV Koppal PS (ISTS sub -station) 220 kV Single Circuit Transmission Line.
The above overhead line included under the scheme will pass through, over, around and between the following
villages, towns and cities of Karnataka :

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the
Electricity Act, 2003, confers all the powers to M/s Renew Solar Power Private Limited for laying above overhead
line, which tel egraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph
lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or
maintained subject to following terms and conditions for installing the above mentioned lines, namely:
i. The approval is granted for 25 years;
ii. The Applicant shall have to seek the consent of the concerned authorities i.e. local bodies, Railways,
National Highways, State Highways etc. before erection of proposed lines;
iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under Electricity Act, 2003.
iv. The Applicant shall operate the lines after approval of Electrical In spector / Chief Electrical Inspector of
Central Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and
the rules made there under by the applicant.
vi. M/s Renew Solar Power Private Limited shall have to submit the requisite clearances to Central Electricity
Authority after obtaining the same from concerned authorities like Civil Aviation, Defence etc., at the time
of Electrical Inspection.
vii. In case, the route of above overhead lines (or some porti on of the route of above overhead line ) falls in the
Great Indian Bustard (GIB) potential zone (or priority zone) marked in the map which is part of the order of
the Hon’ble Supreme Court order dated 19.04.2021, in the petition No.838 of 2019 regarding Gr eat Indian
Bustard (GIB) case, the applicant has to comply with the directions of the Hon’ble Supreme Court, with
regard to undergrounding of the above overhead transmission line and / or fixing of bird diverters, as the case
may be as per the Hon’ble Supr eme Court Order dated 19.04.2021 and the directions of the technical
committee constituted by the Hon’ble Supreme Court in this regard.
