The President hereby makes the Ministry of Electronics and Information Technology, Non-Scientific and Technical (Group 'A' Posts) Recruitment Rules, 2025, regulating the method of recruitment to the posts of Deputy Secretary, Senior Principal Private Secretary, Under Secretary, Principal Private Secretary, Executive Engineer (Civil), Security Officer and Senior Stores Officer in the Ministry of Electronics and Information Technology.

Detailed Summary

The Ministry of Electronics and Information Technology, via G.S.R. 848(E) dated 12th November, 2025, published on November 17, 2025, has introduced the Ministry of Electronics and Information Technology, Non-Scientific and Technical (Group 'A' Posts) Recruitment Rules, 2025. These rules are made in exercise of powers conferred by the proviso to article 309 of the Constitution and supersede the Ministry of Communications and Information Technology, Department of Information Technology (Group 'A' posts) Recruitment Rules, 2009, for specific Group 'A' posts. The new rules regulate the method of recruitment for seven posts: Deputy Secretary (6 posts), Senior Principal Private Secretary (1 post), Under Secretary (18 posts), Principal Private Secretary (15 posts), Executive Engineer (Civil) (1 post), Security Officer (1 post), and Senior Stores Officer (1 post). All post numbers are subject to variation based on workload. The posts are classified as General Central Service, Group 'A', Gazetted, with Deputy Secretary, Senior Principal Private Secretary, Under Secretary, and Principal Private Secretary being Ministerial, and Executive Engineer (Civil), Security Officer, and Senior Stores Officer being Non-Ministerial. These positions are primarily at Level-11 (Rs. 67700-208700) or Level-12 (Rs. 78800-209200) in the pay matrix. Recruitment methods vary by post, including promotion from feeder grades (e.g., Under Secretary for Deputy Secretary, Section Officer for Under Secretary, Private Secretary for Principal Private Secretary, all requiring specific years of regular service and two weeks training) or by deputation (including short-term contract) for Senior Principal Private Secretary, Executive Engineer (Civil), Security Officer, and Senior Stores Officer. Deputation typically requires officers holding analogous posts or specific years of service in lower grades, along with prescribed educational qualifications and experience, with a maximum age limit of fifty-six years for deputation. Provisions for re-employment of Armed Forces Personnel are also included for certain posts. The rules outline disqualifications related to marriage, grant power to the Central Government to relax provisions, and include a saving clause for reservations and concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen, and other special categories. Departmental Promotion Committees and Departmental Confirmation Committees are established, typically chaired by an Additional Secretary (Personnel) or Joint Secretary (Personnel) from the Ministry, with other members from the Ministry and an equivalent from another Ministry or Department.
