The Ministry of Environment, Forest and Climate Change, via Order S.O. 5164(E) dated 12th November, 2025, constituted the West Bengal Coastal Zone Management Authority (Authority) for a period of three years, effective from the date of its publication in the Official Gazette. This constitution is exercised under sub-sections (1) and (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986). The Authority's headquarter is in Kolkata, and its meeting quorum is one-third of its total members. Non-ex officio members will receive allowances as decided by the Central Government. Members must recuse themselves from appraisal meetings for projects where they provided consultancy to avoid conflict of interest. The Authority is mandated to protect and improve the coastal environment, prevent and control pollution in Coastal Regulation Zone (CRZ) areas in West Bengal. Its functions include examining project proposals for adherence to the approved Coastal Zone Management Plan and the CRZ notification S.O.19(E) dated 6th January, 2011, making recommendations within sixty days, regulating developmental activities in CRZ areas, issuing directions under section 5 of the Act as per S.O. 4650(E) dated 30th September, 2022, exercising powers under section 10, making complaints under section 19, examining State Government proposals for CRZ classification or CZMP changes and recommending to the Central Government, and inquiring into alleged violations of the Act, rules, or notification S.O.19(E) suo-moto or based on complaints. The Authority is responsible for enforcement and monitoring of S.O.19(E) and must maintain transparency by creating a dedicated website to post information including meeting agendas, minutes, decisions, recommendations, actions on violations, court matters, and the approved Coastal Zone Management Plan of West Bengal. It is also required to furnish activity reports to the Central Government at least once every six months.

The Authority shall, for the purposes of protecting and improving the quality of the coastal environment and preventing, abating and controlling environmental pollution in the Coastal Regulation Zone areas in the State of West Bengal, take following measures namely: - (i) after receiving the application for approval of project proposals, examine proposals if they are in accordance with the approved Coastal Zone Management Plan and within the requirements of the Coastal Regulation Zone notification issued by the Government of India in the erstwhile Ministry of Environment and Forests and published vide number S.O.19(E), dated the 6th January, 2011 (hereinafter referred to as the said notification), and make recommendations for approval of project proposal to the authority concerned, as specified in the said notification, within a period of sixty days from the date receipt of application; (ii) regulate all developmental activities in the Coastal Regulation Zone areas as specified in the said notification; (iii) issue directions under section 5 of the said Act as specified in the notification of the Government of India, in the Ministry of Environment, Forest and Climate Change, number S.O. 4650(E), dated the 30th September, 2022; (iv) exercise powers under section 10 of the said Act; (v) make complaint under section 19 of the said Act; (vi) examine proposals received from the State Government for changes or modifications in the classification of Coastal Regulation Zone areas and in the Coastal Zone Management Plan and make recommendations, to the Central Government; (vii) inquire and review the cases of alleged violation of the provisions of the said Act or the rules made thereunder; and (viii) inquire and review the cases of violation or contravention of the said notification suo-moto or on the basis of a complaint made by any individual or body or organisation before it. 7. The Authority shall be responsible for enforcement and monitoring of the implementation of the provisions of the said notification; 8. The Authority shall, for the purposes of maintaining transparency in its functioning, create a dedicated website, and post the information relating to its functions, including the agenda in its meeting, minutes of the meeting, decision taken in the meeting, recommendation for matters on violation and contravention of the said notification, action taken on such violation and contravention, court matters including the order of the court and the approved Coastal Zone Management Plan of the State of West Bengal. 9.
