Short title and commencement. -(1) These rules may be called the Cen tral Reserve Police Force, Tradesmen Cadre (Group ‘C’ Posts) Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions. - (1) In these rules, unless the context otherwise requires, - (a) “Competent authority” means the appointing authority or the authority referred to in the Central Reserve Police Force Act, 1949, and the Central Reserve Police Force Rules, 1955; (b) “Director General” means the Director General, Central Reserve Police Force; (c) “SHAPE -I” refers to the medical category as specified under the Central Reserve Police Force Standing Order No. 04 of 2008, dated the 15th December, 2008 and subsequent amendments made by the Directorate General, Central Reserve Police Force from time to time. (2) Words and expressions used herein and not defined shall have the same meanings assigned to them in the Central Reserve Police Force Act, 1949 and the Central Re serve Police Force Rules, 1955. 3. Application. - These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 4. Number of posts, classification and level in pay matrix. - The number of the said posts, their class ification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 5. Method of recruitment, age -limit, qualifications, etc. - The method of recruitment, age -limit, qualifications and other matters relat ing to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 6. Maintenance. - Every post remained unfilled and every vacancy that may arise thereafter shall be filled in accordance with the provisions as specified in the said Sc hedule and the procedure as may be specified by the Central Government from time to time. 7. Seniority. - Seniority shall be regulated in accordance with the Central Reserve Police Force Rules, 1955 and general instructions issued by the Central Government from time to time. 8. Disqualification. - No person, - (a) who has entered into or contracted a marriage with a p erson having a spouse living; or (b) who, having a spouse living, has entered into or co ntracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds fo r so doing, exempt any person from the operation of this rule. 9. Ineligibility of non -citizens of India. -No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rule s: Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force. 10. Superannuation. -(1) Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time : Provided that a person whose date of birth is on the first day of a month shall retire from service in the afternoon of the last day of the preceding month on attaining the age of sixty years or superannuation. (2) No person shall be granted extension in service beyond the prescribed age of retirement on superannuation. 11. Power to relax. -Where the Central Government i s of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 12. Saving. -Nothing in these rules shall affect reservation, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex -servicemen and other special categories of persons in accordance with the orders i ssued by the Central Government from time to time in this regard. 13. Interpretation. - If any question relating to the interpretation of these rules arises, it shall be decided by the Central Government. (7) (i) 10th class pass from a recognised Board; (ii) Physical and Medical standard for recruitment to the post of Constable (Cobbler) in the Central Reserve Police Force shall be applicable as per the Scheme prescribed by the Central Government fr om time to time; and (iii) the candidate shall qualify physical efficiency test, written examination and trade test as prescribed for Constable (Cobbler) mentioned in the advertisement for recruitment. Whether age and educational qualifications prescr ibed for direct recruits will apply in the case of promotees. Period of probation, if any. Method of recruitment whether by direct recruitment or by promotion or by deputation or absorption and percentage of the vacancies to be filled by various methods. (8) (9) (10) Not applicable.
