Authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line

L. -33004/99 EXTRAORDINARY PART II —Section 3 —Sub-section ( ii) PUBLISHED BY AUTHORITY No. 4341] NEW DELHI, MONDAY , OCTOBER 16, 2023/ ASVINA 24, 1945 CG-DL-E-16102023-249465 MINISTRY OF POWER ORDER New Delhi, the 16th October , 2023 S.O. 4512(E).—Whereas M/s ReNew Green Energy Solutions Private Limited has its registered address at 138, Ansal Chambers -II, Bhikaji Cama Place, New Delhi -110066, India has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under “Transmission System for providing connectivity to ReNew Green Energy Solutions Private Limited for its 132 MW Solar Power Project and 76 MW Wind Power Project in Osmanabad and Solapur Districts of Maharashtra ”. And whereas, Central Electricity Authority (CEA), Ministry of Power, Government of India vide its letter CEA -PS-11-23(20)/1/2018 -PSPA -I Division dated 06.04.2023 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhe ad line covered under “Transmission System for providing connectivity to ReNew Green Energy Solutions Private Limited for its 132 MW Solar Power Project and 76 MW Wind Power Project in Osmanabad and Solapur Districts of Maharashtra”. M/s ReNew Green Energy Solutions Private Limited has published notice for transmission scheme in local newspapers Business Standard (in English) dated 09.05.2023, Navbharat (in Hindi) dated 09.05.2023, Rajdharma (in Marathi) dated 09.05.2023, Sanchar (in Marathi) dated 09.05.20 23, Loksatta (in Marathi) dated 17.06.2023 and in Weekly Gazette of India dated 03.06.2023 for the general public to make observations/representations on the proposed transmission route within 2 Months from the date of publication. Subsequently, M/s ReNew Green Energy Solutions Private Limited has submitted an affidavit dated 18.08.2023 declaring that no observation/representation was received within 2 months from the date of Publication in the official gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a teleg raph established or maintained by Government or to be so established or maintained for laying of electric lines under “Transmission System for providing connectivity to ReNew Green Energy Solutions Private Limited for its 132 MW Solar Power Project and 76 MW Wind Power Project in Osmanabad and Solapur Districts of Maharashtra”. The following overhead line is covered under this scheme: 1. Dedicated Transmission System for Stage -II Connectivity RGESL PSS 4 - Solapur (PG) 400 kV S/c line (on D/c tower) (with HTL S conductor with minimum capacity of 2100MW at nominal voltage) along with associated bay at both ends 2. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Ap plicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s ReNew Green Energy Solutions Private Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electri cal Inspection.
