Specifically, the amendment substitutes the entries in column (11) of the Schedule against serial number 1, pertaining to the post of Assistant Commandant (Accounts Officer). For promotion, eligible candidates are Inspectors (Accountant) of the Indo-Tibetan Border Police Force in pay level-7 (Rs. 44900-142400) with five years of regular service and at least three weeks of finance and accounts training. A special provision allows consideration of seniors if they are not short of qualifying service by more than half or two years, whichever is less. For Inspectors (Accountant) holding the post on a regular basis on or before the commencement of the 2026 Amendment Rules, the eligibility for promotion is three years of regular service. For deputation, officers of the Central Government holding analogous posts on a regular basis or Accounts officers in Central Government Ministries/Departments in pay level-8 (Rs.47600-151100) are eligible, provided they meet specific experience (minimum four years in accounts and budgeting) and training (three weeks in finance and accounts) requirements. The deputation period typically does not exceed five years, and the maximum age limit for appointment by deputation is fifty-six years. Departmental officers in feeder categories for direct promotion are ineligible for deputation, and deputationists are ineligible for promotion.

L.-33004/99 The Gazette of India CG-DL-E-15062026-273474 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 430] NEW DELHI, MONDAY, JUNE 15, 2026/JYAISTHA 25, 1948 MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 15th June, 2026 G.S.R. 481(E). — In exercise of the powers conferred by sub-section (1) and clause (b) of sub-section (2) of section 156 of the Indo-Tibetan Border Police Force Act, 1992 (35 of 1992), the Central Government hereby makes the following rules to amend the Indo-Tibetan Border Police Force, Combatant Accounts Cadre (Group 'A' and Group 'B' Posts) Recruitment Rules, 2022, namely :- 1. Short title and commencement. — (1) These rules may be called the Indo-Tibetan Border Police Force, Combatant Accounts Cadre (Group 'A' and Group 'B' Posts) Recruitment (Amendment) Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Indo-Tibetan Border Police Force, Combatant Accounts Cadre (Group 'A' and Group 'B' Posts) Recruitment Rules, 2022, in the Schedule, against serial number 1 relating to the post of Assistant Commandant (Accounts Officer), in column (11), for the entries, the following shall be substituted, namely ; - "By promotion: From amongst Inspectors (Accountant) of Indo-Tibetan Border Police Force in level-7 (Rs. 44900-142400) in the pay matrix with five years of regular service in the grade and having successfully completed training of at least three weeks in finance and accounts. Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher level in the pay matrix along with their juniors who have already completed such qualifying or eligibility service. Note 2: The eligibility condition for promotion of Inspector (Accountant) who are holding the post on regular basis, on or before the date of commencement of the Indo-Tibetan Border Police Force, Combatant Accounts Cadre (Group 'A' and Group 'B' Posts) Recruitment (Amendment) Rules, 2026, shall be three years of regular service in the grade. By deputation: (a) Officers of the Central Government holding analogous post on regular basis and having minimum four years experience in accounts and budgeting and having successfully completed training of three weeks in finance and accounts; (b) Accounts officers in the Central Government Ministries or Departments in level-8 (Rs.47600 151100) in the pay matrix with four years regular service in the level and having minimum four years experience in accounts and budgeting and having successfully completed training of three weeks in finance and accounts. Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not exceed five years. Note 2: The maximum age limit for appointment by deputation shall not exceed fifty-six years as on the closing date of receipt of application. Note 3: The Departmental officers in the feeder categories who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation.
