The Ministry of Home Affairs, under the powers conferred by clause (b) of sub-section (2) of section 156 of the Indo-Tibetan Border Police Force Act, 1992 (35 of 1992), has issued the Indo-Tibetan Border Police Force, Assistant Commandant (Pioneer), Group 'A' Post, Recruitment (Amendment) Rules, 2026, vide G.S.R. 480(E) dated June 15, 2026. These rules amend the Indo-Tibetan Border Police Force, Assistant Commandant (Pioneer), Group 'A' Post, Recruitment Rules, 2021, which were originally published as G.S.R. 414(E) dated May 27, 2021. The amendment primarily substitutes the entries in column (11) of the Schedule, revising the promotion criteria for Assistant Commandant (Pioneer) from Inspector (Pioneer). The new criteria require five years of regular service in the grade and successful completion of prescribed pre-promotional training or course for Inspectors in level-7 of the pay matrix (Rs. 44900-142400). A special provision allows for considering seniors if juniors with completed qualifying service are being considered, provided the senior's shortfall is not more than half of the service or two years, whichever is less. Furthermore, for Inspectors (Pioneer) holding the post on a regular basis on or before the commencement date of the 2026 Amendment Rules, the promotion eligibility is set at three years of regular service.

L.-33004/99 The Gazette of India CG-DL-E-15062026-273473 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 429] NEW DELHI, MONDAY, JUNE 15, 2026/JYAISTHA 25, 1948 MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 15th June, 2026 G.S.R. 480(E).— In exercise of the powers conferred by clause (b) of sub-section (2) of section 156 of the Indo-Tibetan Border Police Force Act, 1992 (35 of 1992), the Central Government hereby makes the following rules to amend the Indo-Tibetan Border Police Force, Assistant Commandant (Pioneer), Group 'A' Post, Recruitment Rules, 2021, namely:- 1. Short title and commencement. — (1) These rules may be called the Indo-Tibetan Border Police Force, Assistant Commandant (Pioneer), Group 'A' Post, Recruitment (Amendment) Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Indo-Tibetan Border Police Force, Assistant Commandant (Pioneer), Group 'A' Post, Recruitment Rules, 2021, in the Schedule, in column (11), for the entries, the following shall be substituted, namely:- "By promotion: From amongst Inspector (Pioneer) of Indo-Tibetan Border Police Force in level-7 in the pay matrix (Rs. 44900- 142400) with five years regular service in the grade and having successfully completed the prescribed pre- promotional training or course. Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher level in the pay matrix along with their juniors who have already completed such qualifying or eligibility service. Note 2: The eligibility condition for promotion of Inspector (Pioneer) who are holding the post on regular basis, on or before the date of commencement of the Indo-Tibetan Border Police Force, Assistant Commandant (Pioneer), Group 'A' Post, Recruitment (Amendment) Rules, 2026, shall be three years of regular service in the grade.".
