Issued by the Ministry of Agriculture and Farmers Welfare (Department of Agriculture and Farmers Welfare) on 12 September 2024 as S.O. 3922(E) under Section 3 of the Essential Commodities Act, 1955 (10 of 1955), this order, titled the Fertiliser (Inorganic, Organic or Mixed) (Control) (Fourth) Amendment Order, 2024 and effective from the date of gazette publication, substitutes Part A and Part B of Schedule VI to the Fertiliser (Inorganic, Organic or Mixed) (Control) Order, 1985; the new Part A prescribes detailed compositional specifications, minimum active-ingredient percentages, pH ranges, specific gravity and application doses for a range of biostimulants including Humic Acid (5%, Potassium Humate 49%, Humates and Fulvates 22%, Humates 12.5%, Humic Acid 51% granular), Sea Weed Extracts (Ascophyllum nodosum 15%, Sargassum tenerrimum 2% and 10%, Kappaphycus alvarezii 24%), a Botanical Extract (Adhatoda vasica powder), and a mixed biostimulant formulation of Humic Acid, Amino Acid, Vitamins and Bio-chemicals, each specified for particular crops such as chilli pepper, paddy, groundnut, green gram, cucumber, potato and okra; the new Part B sets a tolerance limit of 5% of the specified active-ingredient or tracer-molecule value for humic and fulvic acid derivatives and for seaweed extract from Ascophyllum nodosum, Sargassum, Kappaphycus, Gracilaria and Ulva; the order is signed by Yogita Rana, Joint Secretary, and notes that the principal 1985 Order was last amended by S.O. 1963(E) dated 8th May, 2024.

5874 GI/202 4 (1) EXTRAORDINARY PART II —Section 3 —Sub-section ( ii) PUBLISHED BY AUTHORITY No. 3587] NEW DELHI, THURS DAY , SEPTEMBER 12, 2024 / BHADRA 21, 194 6 CG-DL-E-14092024-257181 MINISTRY OF AGRICULTURE AND FARMERS WELFARE (Department of Agriculture and Farmers Welfare ) ORDER New Delhi, the 12th September , 2024 S.O. 3922(E).—In exercise of the powers conferred by secti on 3 of the Essential Commodities Act, 1955 (10 of 1955), the Centra l Government hereby makes the following Order further to amend the Fertiliser (Inorganic, Organic or Mixed) (Control) Order, 1985, namely: - 1. (1) This Order may be called the Fertiliser ( Inorganic, Organic or Mixed) ( Control) (Fourth) Amendment Order, 2024. (2) It shall come into force on the date of its publication in the Official Gazette. 2. in Fertiliser (Inorganic, Organic or Mixed) (Control) Order,1985, in Schedule VI, - (i) for “Part A”, the following Part shall be substituted , namely: - “Part A SPECIFICATIONS OF BIOSTIMULANTS 1. Humic Acid and Fulvic Acid and their derivatives ,- (1) Humic Acid 5 % (Powder) S. No . Parameters Content (i) Humic Acid per cent. by weight minimum 5 (ii) pH (1 % aq solution) 4.0 – 5.0 (iii) Specific Gravity 1.0 (a) Name of the crop - Chilli pepper ; (b) Dose: Three foliar application at 0.5 g /l. (2) Potassium Humate 49% (P owder) : (i) Humic Acid per cent. by weight minimum 21 (ii) pH (1 % aqueous solution) 6.0-8.0 (a) Name of the crop -Paddy ; (b) Dose: One soil application at 1 kg/ha . (3) Humates and Fulvates -22% (L iquid) (i) Total water soluble humates and fulvates pe rcent. weight by volume, minimum 22 (ii) pH (1:5 aqueous solution) 9.0 (min) (iii) Specific gravity 1.05 (a) Name of the crop - Ground nut ; (b) Dose: Two soil applications at 1 .25 l/ha. (4) Humates (12.5%) (Liquid) (i) Humic Acid per cent. by weight minimum 10.0 (ii) Fulvic Acid per cent. by weight minimum 2.5 (iii) pH (10% aqueous so lution) 12 - 14 (iv) Specific Gravity 1.0 - 1.20 (a) Name of the crop - Green gram ; (b) Dose: Two soil applications at 5 l/ha. (5) Humic Acid 51 % (Granular) (i) Humic acid per cent. by weight minimum 51 (ii) Fulvic acid per cent. by weight minimum 10 (iii) pH (1 % aqueous solution) 10 - 12 (iv) Bulk Density (25OC) g/cc 0.5 – 0.70 (a) Name of the crop - Green gram ; (b) Dose: Two soil applications at 1.5 kg/ha. 2. Sea Weed Extract (1) Ascophyllum nodosum 15% (L iquid) (i) Alginic Acid per cent. by wei ght, minimum 1.5 (ii) Mannitol per cent. by weight , minimum 1.0 (iii) pH (10 % aqueous solution) 4.7 + 1.0 (iv) Specific gravity 1.0 – 1.1 (v) Total organic carbon per cent. by weight , minimum 5 (a) Name of the crop - Green gram ; (b) Dose: Two fol iar applications at 1.5 l/ha. (2) Sargassum tenerrimum 2%( Granular ) (i) Alginic Acid per cent.by weight minimum 0.2 (ii) pH (1:2 aqueous solution) 6.0 - 8.5 (iii) Bulk density (g/cc) 0.95 – 1.1 (a) Name of the crop - Paddy ; (b) Dose: One soil appl ication at 12.5 kg/ha . (3) Kappaphycus alvarezii 24% ( Liquid) (i) Total carbohydrate per cent. by weight, minimum 7.5 (ii) D-Galactose – 4-O- Sulphate per cent. by weight , minimum 6.0 (iii) pH (minimum) (1:2 aqueous solution) 3.0 – 5.0 (a) Name of t he crop: Cucumber ; (b) Dose: One foliar application at 2 ml/l . (4) Sargassum tenerrimum 10% ( Liquid) (i) Alginic Acid per cent. by weight, minimum 2.0 (ii) pH (1:2 aqueous solution) 8-10 (iii) Organic matter (dry mass basis) per cent. by weight ,minim um 20 (a) Name of the crop : Paddy ; (b) Dose: One foliar application at 625 m l/ha. 3. Botanical Extract (1) Adhatoda vassica (Powder) (i) Vasicine , minimum 5 ppm (ii) Seaw eed extract, per cent. by weight minimum 5 (iii) pH (1% aqueous solution) 7.0 – 8.0 (a) Name of the crop - Potato ; (b) Dose: Single soil application at 10 kg/ha . 4. Mixed formulations of Biostimulants (1) Mixture of Humic Acid, Amino Acid, Vitamins and Bio -chemicals (powder) S. No . Parameters Content (i) Humic Acid per cent. by weight, minimum 30 (ii) Amino Acid (Glycine) per cent . by weight , minimum 7 (iii) Myoinositol per cent. by weight , minimum 2 (iv) Vitamin C per cent by weight , minimum 12.0 (v) Vitamin E per cent by weight , minimum 0.2 (vi) pH (1% aqueous solution) 5.0 – 6.5 (vii) Total organic carbon per cent by weight , minimum 25 (a) Name of the crop - Okra ; (b) Dose: Two soil applications at 250g/ha."
