The Central Government amends the Fertiliser (Inorganic, Organic or Mixed) (Control) Order, 1985, to update specifications for bio-efficacy trials and introduce new specifications for various biostimulants, vitamins, and antioxidants.

Detailed Summary

The Ministry of Agriculture and Farmers Welfare, Department of Agriculture and Farmers Welfare, issued Order S.O. 3741(E) on August 13, 2025, in exercise of powers conferred by section 3 of the Essential Commodities Act, 1955 (10 of 1955). This Order further amends the Fertiliser (Inorganic, Organic or Mixed) (Control) Order, 1985, which was originally published vide G.S.R. 758(E) dated September 25, 1985, and last amended by S.O. 2539(E) dated June 9, 2025. The amendments, effective upon publication in the Official Gazette, primarily involve two key areas. Firstly, clause 20C, sub-clause (3), item B, regarding Bio-efficacy Trials, is substituted to mandate that Agronomic Bio-efficacy trials be conducted at the National Agricultural Research System, including the Indian Council of Agricultural Research and State Agricultural Universities, for the same crop at a minimum of three different doses for one season across three agro-ecological regions. Secondly, Schedule VI of the principal Order is extensively amended. In Part A, "Specifications of Biostimulants," numerous new serial numbers and entries are inserted under various sub-headings, including Humic and Fulvic Acid and their derivatives (10 new entries), Seaweed Extract (12 new entries), Botanical Extract (4 new entries), Mixed formulation of Biostimulants (8 new entries), Protein hydrolysates and Amino Acids (13 new entries), Cell free microbial products (3 new entries), Live Microorganisms (1 new entry for Non Saccharomyces yeast), Bio-chemicals (2 new entries for Homobrassinolide), Vitamins (2 new entries for Vitamin B3 and Alpha Tocopherol), and Antioxidant (1 new entry for Phenolic compounds), each detailing composition, specifications, applicable crops, and recommended doses. Additionally, existing entries for Potassium Humate 49% (Powder), Sargassum tenerrimum 2% (Granular), Kappaphycus alvarezii 24% (Liquid), Sargassum tenerrimum 10% (Liquid), Kappaphycus alvarezii 9.5% (Liquid), Bacterial biomass hydrolysate (Amino acids 2%)(Liquid), Protein hydrolysate 27% (Plant Source) (Powder), and Lipase from Saccharomyces cerevisiae (Powder) have their crop names and doses substituted. In Part B, "Tolerance limit," a new item (v) is inserted, specifying that for Wickerhamomyces anomalus, the total viable count shall not be less than 2.5 x 10⁹cfu/gm.

In the Fertiliser (Inorganic, Organic or Mixed) (Control) Order, 1985, (hereinafter referred to as the said Order), in clause 20C, in sub-clause (3), for item B, the following item shall be substituted, namely:- “B. Bio-efficacy Trials: 1. Agronomic Bio-efficacy trials shall be conducted at the National Agricultural Research System, including the Indian Council of Agricultural Research and State Agricultural Universities. 2. Bio-efficacy trials shall be conducted on same crop at minimum three different doses for one season at three agro-ecological regions”. 3.
