The Ministry of Agriculture and Farmers Welfare, Department of Agriculture and Farmers Welfare, through Order S.O. 3743(E) dated 13th August, 2025, exercised powers conferred by Section 3 of the Essential Commodities Act, 1955 (10 of 1955) to issue the Fertiliser (Inorganic, Organic or Mixed) (Control) Eighth Amendment Order, 2025. This Order amends the Fertiliser (Inorganic, Organic or Mixed) (Control) Order, 1985, by inserting new serial numbers and entries into Schedule VI, Part A, titled 'Specifications of Biostimulants.' Specifically, under sub-heading 1 'Humic and Fulvic acid and their derivatives,' new entries (27) 'Humic and Fulvic acid (29%) (Liquid)' and (28) 'Humate 7.15 % (Liquid)' are added, detailing their composition, specifications (e.g., Fulvic acid minimum 27.5%, pH 2.5-3.5 for the former; Potassium humate minimum 7.15%, pH 8.8-10.8 for the latter), and recommended foliar application doses for crops like Watermelon, Rice, and Chilli. Under sub-heading 2 'Seaweed Extract,' entries for (28) 'Seaweed (Ascophyllum nodosum) extract 22% (Liquid)', (29) 'Seaweed (Ascophyllum nodosum) extract 99.52 % (Liquid)', and (30) 'Seaweed (Ascophyllum nodosum) extract 97.52% (Liquid)' are inserted, outlining their compositions, specifications (e.g., Mannitol minimum 0.1% for 22% extract; pH 2.10-2.60 for 99.52% extract), and doses for crops such as Groundnut, Grapes, and Cotton. Sub-heading 4 'Mixed formulation of Biostimulants' sees the addition of entries for (27) 'Mixture of Protein Hydrolysate and Antioxidant (Liquid)' (derived from bovine skin hides, with minimum 17% protein hydrolysate and 0.3% ascorbic acid, for Tomato crop) and (28) 'Mixture of Protein hydrolysate, seaweed extract and humic acid (Liquid)' (derived from fish, with minimum 12.5% protein hydrolysate, 1.0% seaweed extract, and 1.2% humic acid, for Tomato crop). Sub-heading 5 'Protein hydrolysates and Amino Acids' includes new entries: (33) 'Protein hydrolysate 62.5 % (Animal source) (Liquid)' (from bovine skin hides, minimum 62.5% protein hydrolysate, for Chilli crop) and (34) 'Protein hydrolysate (Bacterial biomass) 100% (Powder)' (from Methylococcus capsulatus biomass, minimum 100% protein hydrolysate, for Potato crop). Sub-heading 8 'Bio-chemicals' adds (5) 'L-Pyroglutamic acid (Pidolic acid) 10% (Liquid)' (minimum 10% L-Pyroglutamic acid, for Grape crop). Finally, sub-heading 10 'Antioxidant' incorporates (2) 'Antioxidant (Glycyrrhizic acid) 1% (Powder)' (from Glycyrrhiza glabra extract, minimum 1.0% Glycyrrhizic acid, for Okra crop). The Order shall come into force on the date of its publication in the Official Gazette. The principal Order, G.S.R. 758(E), was published on 25th September, 1985, and was last amended by S.O. 3742 (E) on 13th August, 2025.
