Detailed Summary

G.S.R. 703(E), dated 12 November 2024, issued by the Ministry of Environment, Forests and Climate Change under the proviso to sub-section (1) of section 25 of the Water (Prevention and Control of Pollution) Act, 1974 (6 of 1974), in consultation with the Central Pollution Control Board, exempts (a) all industrial plants having a pollution index score up to 20 as listed in the Schedule from application of section 25(1), subject to the condition that such plants inform the State Pollution Control Boards or Pollution Control Committees in writing, and (b) industrial plants that obtained prior environmental clearance under notification S.O. 1533(E) dated 14 September 2006 (issued under the Environment (Protection) Act, 1986 (29 of 1986)) in respect of previous consent to establish. The Ministry of Environment, Forest and Climate Change (MoEFCC) may issue a standard operating procedure to streamline implementation. The Schedule lists the "White Category" of sectors classified by the Central Pollution Control Board per the 2016 classification methodology, comprising 39 categories including air cooler/conditioner assembly, bicycle assembly, hydraulic baling of waste paper, bio-fertilizers/bio-pesticides, tea blending/packing, printing block making, compressed oxygen gas production, cotton/woolen hosiery, diesel pump repair, electric bulb/CFL assembly, dry-process engineering/fabrication, fly ash brick manufacturing, glass ampule/vial making, groundnut decorticating, handloom/carpet weaving, leather cutting/stitching, medical oxygen, organic manure, solar module manufacturing, solar/wind/mini-hydel power generation (less than 25 MW), Used Cooking Oil Collection Centres, household bio-digesters/gobar-gas plants, and CBG plants producing FOM and LFOM as by-products per Gazette Notification No. 2051 dated 14.07.2020 and No. 1972 dated 01.06.2021.
